Who will be promoted to UEFA Elite Category?

An update of UEFA Referee Categories is expected on next days. Let's predict the new Elite referees.

The new categories for UEFA referees are expected to be released soon by committee. There has been an intense work by all members throughout group stage of both Champions and Europa League. Many referees have been followed very closely in all their games. The final choices have been already made. 

Just have your say about the referees you think could join the top category of UEFA officiating. The list you can find in the poll (alphabetical order by country) tries to include all the possible options, but feel free to add your names as comment on the blog, if you have different ideas. 

When categories will be released, we will discuss then the results of the poll.

  1. I tried to add in the poll the most likely names, Category 1 referees with at least one presence in Champions League in recent times allowed to officiate with VAR (this should be most important criterion).
    One could maybe add José María Sánchez Martínez if appointed for his debut on next week, but at moment I don't see him candidate for a promotion, given also the Spanish situation with three Elite.
    There shouldn't be other names.
    It is interesting to point out that referees like Madden and Jug are added in this list by years and especially regarding the Slovenian, the age plays still in favor of this choice.

  3. Based on appointments I would say Stieler for sure and then probably Massa and Ekberg. But IMo there are to much elite referees already, unless they are planing to demote certain group of referees but somehow I doubt it (Collum, Sidiropoulos, Aytekin, Kralovec)

    1. Yes, but IMO, they should do those demotions of referees, who aren't really appointed as Elite referees.
      Sidiropoulos at least five CL matches in the last two seasons, but the other three should go down, I think.
      Especially, as there are several good candidates for promotion, who are getting more and better CL (and NL) matches.

    3. Today's match is his first appointment this season.
      One can expect him to be appointed as VAR on the next matchdays.
      However, I don't think that he will return on the pitch in 2020.

  6. I don't think anyone really deserves it. In the past (with small exceptions) you had to be almost faultless to get promoted and this season all of the candidates didn't avoid severe mistakes or visible points for improvement in their games. I would say the biggest surprise came after the unexpected appointment for Jug as he really excelled in both CL games. He would deserve the promotion but there are already two elite Slovenian referees, so rather no chance. But well, I risk to say UEFA refereeing is political as never before, so I expect promotions of referees from big/politically strong federations like GER, ITA, SWE...

    2. Florian Meyer (GER) was the last one (from the 5 big nations) demoted from the Elite on January 2013.

  9. I think Lawrence Visser (Belgium) because he was the youngest who was promoted from group 2 to group 1 last time.
    Other referees who may be promoted to the Elite for me are: Alejandro Hernández Hernández (ESP), Andreas Ekberg (SWE), Sandro Schärer (SUI), Srđan Jovanović (SRB) and Andris Treimanis (LVA).

  11. Imo apart from Ekberg, I don't see any promotion now. But if you ask me who deserves, Stieler, Massa, Jug, Ekberg and Palabiyik deserves to be promoted. Stieler will replace Brych, Massa will replace Orsato, Jug - Skomina and Palabiyik - Cakir.

  12. Based on the appointments and performances of the last six months; Ekberg and Stieler are in my opinion ready for Elite. Aytekin should therefore be out.

    Massa will be promoted because he is Italian and a second one is needed in Elite.

    The rest of the candidates will have to wait after Euro. Gozubuyuk will replace Kuipers and Palabiyik Cakir.

    One last thing to mention is the position of Jovanovic, in the summer he was almost sure of a place in Elite and now we have a total different situation.

  13. There are currently 27 Elite referees. The number is too much considering that most of them are not used as real Elite.

    So I believe that UEFA should demote a few Elite to make room for fresh names. IMO there are 5 real candidates for demotion. Aytekin, Kralovec, Sidiropoulos, Collum and Zwayer.

    I would promote Stieler, Ekberg and Massa (on that order).

    4. A Nations League game, and this is very strange.
      No appointments with a referee available on paper never happened in recent times with UEFA Elite panel. Very likely the troublesome situation in Czech Republic has contributed to that... and before out, he had been out for a long time for injury.

  16. Anyway I fully agree with nost of you: there are too many élite referees and some of them are not consider as élite on the appointments. With full respect for Kralovec, kulbakov and Aytekin (just as example) they cannot be placed at same level of Brych and Kuipers. Real pool of élite is composed by 16 - 18 officials, no more
    Uefa should demote, IMO, Aytekin, Gil Manzano, Koulbakov, Kruzliak, Vincic, Kralovec, Collum, Sidiropolous and Bastien.
    Same for me is the list of 1st class. More than 30 referees with a huge spread amore them. Does it male sense può at same level i.e. Stieler and Aranowski?
    Probably an additional class would better group same perfomers.
    If will happen, promotion of Massa, Stieler and Ekberg would be mainly political

Based on treatment and appointments it is obvious that internaly elite category is divided into REAL ELITE (e.g. Kuipers, Brych, Cakir,...) and ELITE THAT WE WILL APPOINT AS CAT1 (e.g. Bastien, Sodiropoulos, Collum). Furthermore CAT1 is divided into POTENTIAL FOR ELITE (e.g. Stieler, Massa, Ekberg, Schärer), EXPERIENCED REFEREES THAT WE TRUST (this is basicaly the same as elite group with Bastien, Collum, Sidiropoulos but here this refers to Madden, Buquet, Pawson...), YOUNG AND TALENTED (e.g. Jovic, Visser, Nyberg, Meller) and OTHER (e.g. Aranovsky, Lechner, Estrada Fernandez,...).
    Maybe committee should introduce PREMIER and PREMIER DEVELOPMENT categories again, expecialy now when new club competition will start. Anyone have idea how will they appoint referees? Elite for Champions league, First category for Europa league, First/Second for Confederation league?

    1. I completely agree rearding your first paragraph. I wonder, whether that is also seen (spoken about) like this internally in UEFA - or they just do the appointments like that without having those sub-categories in mind.

      Maybe it would even make sense to have categories according to the competitions, i.e. one group of CL referees, one group of EL referees, one group of Conference League (CoL) referees with 35-40 members each and one group with the rest.
      Then for EL KO stage, CL referees will cover games, and for CoL KO stage, EL referees will cover games.
      I think, most national associations handle it that way, with referee squads per league.

  21. I heard rumours that the elite category will be expanded, but it is only rumours, will see.
    I will try to write about all referees who is potential could be promoted in Elite with my explaination.
    1. Kabakov, Treimanis, Ekberg, Jovanovics, Kovacs (already in Elite)-this five are more talented referees in Europe from small countries. UEFA focused on them long time. They all were in U21 and WCU17 final tournaments in 2019 ( Treimanis and Jovanovics did the finals), they are young and equal referees, last year was very successful for Treimanis and Jovanovic and they were ready to Elite, but promoted was Kovacs. 2020 better is Ekberg, other referees couldn’t recover and reach their level.My view-Ekberg goes to Elite, because of performance and after Erikson, Sweden need elite referee. For UEFA it is also politically-one referee must be in Elite from Scandinavian region. Other three let’s hope next summer, Kovacs as we know, got ‘’wild card’’.
    2. Germans – Stieler and Siebert. It is very obviously based on appointments for Stieler he will be promoted to Elite-such huge football country need minimum three elite referees. But it is huge advance for him, despite of big push from UEFA, he needs a lot of improvements, not the best performance compare with another 1st category referees. His advantage is country of born and not godd performance of Aytekin/Zwayer.
    Siebert-next German elite referee, two or three years and he will be in, but now to young.
    3. Guida and Massa. 100% Massa will fly to Elite, absolutely, even all his marks was below 8, it doesn’t matter, such country with big refereeing traditions have only one elite referee, reputation disaster for them. Guida-not deserved yet, but he is Italian and Mr. Rosseti behind, Italy need referees in EURO.
    4. Serdar Gozubuyuk- start of this season before Covid, was poor performance, but autumn with 3 UCL matches and stable and good performance, has a very good chances be promoted. Dutch referees have big lobby in European refereeing and they need elite referee after Mr. Kuiper, my prediction now or latest in June-promotion.
    5. Paweł Raczkowski- he is performance not so good compare with other rivals and looks not big trust from uefa.
    6. Robert Madden- having in mind his age and that one Scottish already in elite and Collumn performance this year much better than Madden, also appointment compare with last season weaker. I think no chance in this year But Mr.Dallas could help, will see, my prediction maybe next year.
    7. Sandro Scharer- Swiss need Elite after long time without, after Bussaca and Mayer nobody. Very talented referee with very good UCL debut and performance this year, but need time to show potential for long time, his young and still has time. Not now, but 2-3 years will be elite referee.
    8. Matej Jug-this year the biggest surprise, his performance in some matches is questionable, but acceptable, still trust from uefa, maybe because of Skomina injury. I really don’t believe for promotion, because of age and three Slovenian in elite it is too much.
    9. Ali Palabiyak- last match in UCL showed that his is not ready for big step, a lot points for improvements, but still with potential. I think good replacement for Cakir in the future, but not now.

    So, my prediction is: Ekberg, Massa, Gozubuyuk, Stieler.
    But will see, I will not be surprised if will be more promotions for political reasons, uefa referee officers became more politics.

    4. A geographically-expanded Euro would need more elite referees. A third UEFA competition will require more referee appointments, so maybe new names will arise.

  23. If she is being considered for EURO and if the international lists are truly gender neutral... wouldn't now be the natural time to place Frappart in the Elite category?

    3. Well, if she is selected for EURO, it would be natural to also put her in Elite group.
      If we only consider her previous appointments, First group would be more suitable.

    5. I think you have missed my point @anonymous. I don't think it's great (or not great) to have a female in the Elite category. If Frappart deserves to be there, then she should be added. If she does not, then she should not.

      But... if she does not deserve to be added to the Elite list, why should she go to EURO? That's my point. If she goes to EURO and doesn't get added here, it's laughable.

    1. After seeing those last minutes, I think that she did lose some control for sure.
      However, I wouldn't be too harsh.
      One must definetly say that the player behave like little children or something like that.
      And in addition, those players should be punished with cards.
      Her desperate tries to calm the players down weren't successfull and the players should be consequently booked.

      Absolutely agree, I wouldnt blame her at all, it can happen to anyone with players being like that and in 90+5'. She should improve in some part her body language and reactions in such situation, but she was calm and focused and with experience she will get better.

      Some of the elite referees that many people here like would get annoyed and act like their ego is the most important thing ("this is my game, I have the control here"), the style that can be effective but is also not something to put in guidelines...

      To me it is rather clear that that kind of performances should not be seen in the second best club competition in Europe.

      This shouldn't be a female versus male argument. We need the best referees at all times. Frappart is light-years ahead of Monzul.

      This is extraordinarily poor. No presence. No recognition of why there is dissent (the initial flag and, indeed, her assistant's call were in the other direction). A yellow card for a clear case of VC. A dissent yellow card flashed casually with no eye contact or communication. Poor body language. The list goes on.

      Also, the players may be behaving poorly, but it's 95 minutes into the match... ask yourself WHY they are behaving like this and how often you see such behavior toward the end of a match in a European setting?

      Massa, Palabiyik, Siebert, Raczkowski, Schärer, Petrescu, Dabanovic, Jovic, Kehlet, Reinshreiber, Ardeleanu, Tohver

      But due to thes split tournament it's not completely clear, whether there will be a fixed team of referees for it or just single appointments for the games, I think.
      BTW, a lot of referees will be needed in March 2021 with 3 full matchdays of WC qualifiers + 24 matches U21 EURO.

Indeed, I think that, given also the current situation with Covid, it is more likely to expect single appointments for this tournament, without an official call for a certain group of referees. To be honest, it was already something similar in occasion of previous edition, referees were selected but without official statements...

Belgium unfortunately has very little influence (if not any) in Committee and is too small but Visser is a real strong candidate ; he is the first Belgian who really could make a career as De Bleeckere. But of course, he will need political support. If not, too bad to come from a small country (although our national team is already for 2 years number 1 on Fifa list !). Come on Committee, Visser deserves on MD6 a first CL game

    3. However, it is also true that he paid for that with some suspension during this group stage. I still think he is excellent referee, his path to Elite was something outstanding, then maybe he had a small difficult moment with less motivations, but when in form he is among the best referees one can see. The recent problem has happened due to some very clear black out, not so much in terms of overall performance, but single incidents wrongly assessed with some more than blatant mistakes. Committee needs him.

    IFFHS has lost big credit in recent times in terms of refereeing rankings, but for what it can mean, here the nominations for 2020. It seems as this time they have released only the single names, without full ranking.
    MEN: Orsato, WOMEN: Frappart.
    Regarding men, as it was most of the times, the referee of CL final is the winner. Not so much to add.

    The player in offside was assessed as punishable not for obstructing live of vision but due to the movement made when the ball passed. Last replay is the best one.
