      42’ - a very reckless clearing play (actually a two-footed one in the end), so I don’t think arguing away that the attacker was ‘late’ is in any way correct here; penalty + YC (SFP is too much), missed intervention
      52’ - visualisation on television (imgur.com/a/eDoelUG); even if the other attacker didn’t block Nomura’s view, he must have put him off, because you can see he expects this through-ball (unlike his team leader) and there is no crossover at all
      67’ - clear penalty; Satō weirdly runs to give himself a zero angle (the same as his compatriot vs. Fred in 2014), when keeping left would have given him a good inisght; can understand the merits of no card, but definitely more reckless than not
      73’ - quite weird scene, the attacker is quite uncoordinated for sure, but he is also clearly kicked inside the penalty area; penalty call would be okay, but given that he ultimately falls of his own accord, I prefer play on

      MtG:
      Urgh. All warnings completely pro forma (8’, 22’, 40’, 47’), missed clear cautions (31’, +46’, +47’, +48’, 54’, 60’, 78’), below average foul recognition, an isolated (if smiley) leader on the pitch. No attempt to take control of the players actions at all, a completely vacuous and passive performance.

      Euro Soccer Ref summarised much more succintly than that; unum verbum: Moen.

      Balance:
      A too weak performance by the Japanese referee (-> failed the test) featuring a missed penalty and serious deficiencies in game management. Disappointing.

    2. Siebert was good, with the decisive penalty nailed on. The only mistake I noted was a hard-to-spot missed caution in the opening seconds. Very impressive ability to communicate with the players through cultural lines, without a more bombastic approach with many gestures etc. of say Pitana. Awaiting a more challenging second outing.

      KMIs:
      6’ - quite interesting; because a) the ball ricochets back into the attacker’s path and b) the goalkeeper does carelessly take him out, there is a judgement call to make - would the attacker have reached the ball, after the save, if he wasn’t wiped out(?); tricky, but more no than yes for me, so play on, which corresponds more to the common sense view too
      40’ - sorry, this is a clear RC for me; jumping in late and frontally against a player, and hitting him with loaded studs, I’m with Evans here, this is SFP; I GUESS that Conger didn’t really perceive this tackle totally right in the first place, or he’d have sprinted over, and kind of pieced together that it must be a bad foul by this Morocco player, and hence booked him; having been called, Conger probably relied on his initial perception too much, and furthermore simply lacked courage IMO; he wasn’t mobbed, no Palestine players really asked him for a red card, so he ‘got out’ of the RRA asap and confirmed his original (IMO clearly wrong) decision; I really don’t like referees who face what they know to be game-changing calls and simply opt for the path of least resistance so they can’t be accused of ‘changing the game’ (because, of course, taking either decision ‘changes the game’, so why not take the correct one?!); CLEAR MATCH ERROR
      85’ - very well-spotted (by Makasini?), YC should follow instictively tbh so between AR and ref maybe they lost the player; small advice for the Tongalese assistant, no need to move to the penalty area line so soon, it just invites dissent (as we then saw)

      MtG:
      I saw this performance less positively than Euro Soccer Ref - it was very pleasant to see Conger’s visible enthusiasm, but on the whole, I wasn’t really that convinced. His smiley interactions looked more effective than they really - to be honest, I saw a rather isolated leadership figure out there, talking *at* players, rather than *to* them.

      Verbal warning at 13’ was perfect and Conger knew it too(! - his self-satisfied smile there was nice to see). After that not so good in my eyes - caution at 29’ was right but he needed to ‘make a stand’ and pull this player away, missed yellow at 35’, and then this crazy tackle at 40’.

      Again, I would argue we can make the ref at least partly repsonsible for this SFP happening in the first place. The rest, after that, was okay.

      Balance:
      Overall a satisfying-enough performance (say, 6-level) spoiled by an ignored SFP even after OFR. Morocco were only one-nil up at this moment, and there was a whole 2H left to play too for Palestine, who eventually lost comfortably; Conger’s call changed the game.

      KMIs:
      31’ - no clear evidence of an illegal charge, so support play on
      31’ - interesting(!); of course, common sense points to playing on, but I really don’t think a penalty + YC would be wrong either…
      39’ - correctly solved by Gassma/Noupue
      46’ - OMG… Gassama really didn’t learn from CC 2017; correct caution for the tackle but NO action taken against KSA no.8…; about Marrufo - he should have done what Turpin did and despite the Gambian seeing it clearly, forced him to do an OFR, even if we know exactly what decision Gassama would take (YC), at least that covers the VMOs a**ses and gives the ref the rope, so to speak; to underline, what Gassama did is UNACCEPTABLE from a WC (candidate) referee
      51’ - in the end, think I agree with the ref that this challenge was reckless (only just though), but the tone of the sanction’s giving was so bad; Gassama had to react CLEARLY against this very rough action, instead he gave the card as if it was a careless tactical foul… and probably careless tactical foul is exactly how he probably saw it :/
      53’ - no surprise then that the next challenge which follows is SFP; a very good decision to be fair, red card instantly shown, but I think very, very preventable had the ref managed the start of the 2H even adequately, let alone well
      73’ - correct decision, even the contact wasn’t even dangerous at all, definitely a reckless tackle, so SYC
      87’ - correct play on, ball was played fairly
      90’ - it seems for some people the LotG go out the window when assessing striking scenes outside the penalty area vs. inside; the defender jumps across the already positioned attacker and recklessly hits him in the head; I hope that FIFA consider this a missed intervention by Marrufo, but given the public reaction to del Cerro/Lovren EURO penalty call here in England, I wouldn’t want to bet toooo much on it
      +94’ - procedure well-followed, a correct decision, clear foul on the goalkeeper

      MtG:
      Gassama displayed clear strengths as a referee in this match, particularly the ability to manage players with his personality. Okay, it was unedifying in some scenes where it seemed he acted with pure, rather than controlled, anger, but in that regard, this performance was a success.

      However, wholly speaking, his decisions were relatively weak, even ignoring the disaster at 46’. In the first half, he struggled to get much of a grip on the players actions, and he needed the RC at 53’ to calm everyone again after he mis-managed the start of the 2H. Technical accuracy was not terrible, but not a real strength either.

      Balance:
      I can see why FIFA put Gassama in the race for WC 2022 (strength as a manager in a confederation that lacks them) - and I wouldn’t even be surprised if he makes it - but, his technical shortfalls, not exclusively but chiefly such as 46’ here, are waaayy too blatant for one to say that a Qatar call-up next year for the Gambian referee would be a merited one.

      Let me add something - I see the missed penalty in 90' of KSAJOR as scandalous mistake by Marrufo. There is no single argument backing the no-penalty call. As you pointed out, "the defender jumps across the already positioned attacker and recklessly hits him in the head". It's sooo clear and obvious mistake... If I was Collina, I would be really furious with no intervention (= send Marrufo home without further appointment).

  7. Qatar got a late goal to win.
    Referee saw his watch at the moment the incident occured, but the original decision was no goal.
    I'm wondering if there is actually a goal line technology.

    1. GLT should give an immediate result, so it probably was a decision by VAR. The referee wasn't shown in the broadcast, when he allowed the goal, so he might have made the VAR sign.
      However, with the pictures shown, I would not be sure, that the ball was completely over the line, i.e. the intervention appears doubtful to me (unless VAR found better proofs).

      Furthermore the penalty is also not clear IMO. It requires some interpretation, but I would say, the attacker just ran into his opponent after passing the ball. I don't think, the defender's movement is enough to be considered foul. But I am quite sure, there are different opinions on that, so probably nothing for VAR.

    Totally different Sikazwe today! Strictly controlling everything, better disciplinary sanctions, very focused and serious leader on the pitch, not hesitating to strictly warn players at several occasions. Often waiting for 'check complete' from VAR in some quite clear situations what impeded the game flow a little bit. Good improvement after his first not convincing performance! All KMIs correctly assessed. One significant point for improvement: lost time compensation in the second half - four minutes added while it should be six minutes instead (one BHR player was angry at him exactly for this reason). Worth noting, several good calls by AR1.

      15' Players are moving equally at euch other while there is no illegal movement by the defender (rather by the attacker creating the contact I think!) whatsoever.
      53' No offence, as the is no deliberate intent, appropriate chose by the referee.
      69' Player is falling on his own accord, correct play-on.

  9. Maybe it's because I am mostly skipping through the games, but I have the impression, that there are more and longer injury breaks than usual in the Arab Cup games. The referees don't really seem to urge the medical staff to do the treatment outside the field, so maybe there is some instructions for that.

    Does anyone have the same impression?

    2. Taken to absurdum by Syria in the 1H just gone vs. Tunisia. A nod to WC 1986 blog viewers - we could have done with Al-Shanar at this match! :D

      On a serious note, the more aggressive approach in injury (or, 'injury') management of that tournament might be also appropriate for this competition in 2021.

    I hope VAR had better images than what we could see re. deciding goal in 90+7'. Other KMIs were correctly/acceptably solved IMO. Aside from that, I really liked Wilton Sampaio's attitude! Very good preventative warnings at set pieces (02', 06', 20', 28', 45+3') and quick reaction to time wasting by QAT (49', 51', 52', 54', 72'). No single YC issued - possible YCs acceptably not given after illegal use of arms (45+1', 45+4') and impeding (30', 61' - see above). I saw a calm, professional and proactive manager/leader on the pitch. Waiting for second (more challenging) game for him!

      30' Actually not a clear penalty for me, the attacker is in some way creating the contact running right into the defender; but with the OMA player's leg out, the decision can be supported.
      61' That's a foul in my view; the defender is not intetested in the ball in any way but only impedes the attacker from progressing with an active movement; if whistled it's a YC, so no serious 'big' mistake.
      74' Acceptable to assess this challenge still as within a normal amount of physical play.
      90+5' Correct decision to play-on for me.
      90+7' From the pictures available, impossible to judge properly, I'm even Tendenz towards no goal; nonetheless, when VAR had better angles, we should trust them.

    1. To be honest: a Yellow Card would be fine for me, but it really lacks the criteria for SFP for me. More unlucky than using the arm with force as a weapon. Reckless, yellow card.

      In general, the management from Hernández is not the best for me. And, but this is purely personal taste, I get a bit tired from his way of communicating.

    2. Tunisia player had his arm out mostly for coordination, but knew his opponent was there, and wasn't too fussed if he hit him, but this was no (clenched fist) strike - archetypal definition of reckless. This RC is a big mistake IMO.

      Escobedo must have watched it over and over again with this long injury and overthought it. Hernández was going to show a yellow card, and then didn't, surely on his VAR's advice... all a bit weird.

      By the way, the third de facto incorrect OFR that Escobedo calls Hernández in a game where FIFA watch him closely.

    5. I agree, that this is no RC. Elbow is used as a tool, not as a weapon and there are no signs, that it was deliberate.
      Strange indeed, that he put the card back without showing it. Maybe he lost the player and needed VAR input for that anyway?

      And on a less serious note: Whistling for half time two seconds earlier would have avoided that trouble...

    8. Don't worry, thanks again. Crucial info, we already know which referees will be in focus by committee for 2021-22 KO stage.
      Are there any info about VAR called to course? In any case, many of these names are VAR as well.
      Mostly the NO CALLED Category 1 are for age reasons, and in addition a few technical choice, but mostly, there isn't still any clue of a selection for potential new Elite referees.
      Let's wait and we will know.

    9. About VAR: in the last years the VAR with the
      most experience (f.e. Irrati, Dankert) participated. It will be the same again I guess.

      I agree with Euro Referee, Walsh instead of Madden and Pinheiro instead of Verissimo is a suprise. Otherwise there are no big suprises except maybe Dabanovic and Lechner.

      First the positioning (somehow understandable how he got there, but still a mistake)
      Then the management and signalling (looked like a corner signal first, also no clear apology visible)
      And then the restart is even wrong, I think. The ball didn't remain in play, so the touch of the match official is not relevant according to Law 9. Correct would have been a goal kick.
      (Maybe even the GK touched the ball before it hit the ground at the dropped ball, but that's not clear)

    3. 1. Ball out of play
      The ball is out of play when:
      • it has wholly passed over the goal line or touchline on the ground or
      in the air
      • play has been stopped by the referee
      • it touches a match official, remains on the field of play and:
      • a team starts a promising attack or
      • the ball goes directly into the goal or
      • the team in possession of the ball changes
      In all these cases, play is restarted with a dropped ball.

    During Matchday1 between Iraq and Oman, referee told the goalkeeper just before the penalty kick, “You have two cameras”.

    So, each goal may have two goal line cameras in this tournament. VAR would have seen the footage from the other side.

    Well, contrary to Sikazwe and Sampaio, Andrés Matonte really let the game flow. Many play-on calls throughout the game, not going deep into foul detection (potential YCs not given in 5', 58', 90+6' (steps on foot), 83' (SPA-handball)), being distant and not keen to interact with players. Just reactive refereeing. He avoided controversies as the game was quite fair - maybe that's why he didn't find proactive refereeing as helpful in this particular game? Not a WC material for my taste, tbh.

      88' By no means a penalty, rather simulation but play-on is a good choice for me.

    Also for me the RC is wrong - clearly no intention to hurt an opponent, low dynamic make it reckless only. OFR could be an option though as the referee seemed to miss the incident in real time and panicked with this YC. The (almost?) goal prevented by the referee is a result of excellent fitness and attempt to be as close as possible to assess incident. No anticipation though and it ended up like this. I am sorry for Fernando Hernández, I can't see his big fault here, but of course the outcome is severe.

    The time wasting tactic by SYR in the first half is something that (I'm sure) will be carefully analysed by FIFA/IFAB in the nearest future. It was awful to watch but the referee had a very difficult task to find a good moment for a caution (he was about it in 31' when SYR player was refusing to leave the field of play after medical treatment - stricter approach of an angry boss would have helped here I think). Finally, only six minutes were added but summing up all the breaks it gave me eight and half minutes...

    Fernando Hernández is neither an elegant type of referee nor the strict boss on the pitch. He prefers to connect with players verbally and work on positioning and good decisions. Paradoxically, he completely failed in this regard this evening. After good, well spotted YC for a stamp in 7', he missed quite much (at least two fouls missed in 9', one of them being reckless, another blackout in 44' and possible YC 11TUN, 45+6' above, clear YC for SPA not given in 83').

    Not taking the lead when necessary, poor foul detection, wrong RC after OFR, nervousness, and very bad luck in 90+6' give us the poor image of refereeing unfortunately.

      4' / 15' / 17' These decisions are clearly correct, well-spotted by the officals.
      45+6' What a disaster! Agree with the consensus, RC is totally wrong; the player uses his arm for coordination/as a tool jumping into the header duel; despite knowing the opponent is there, he used his arm in this way: typical reckless strike.
      The whole scene is a chaos with the Yellow Card already out and then back in the pocket, the referee seems totally lost here; VAR was (that's the most unbelievable aspect of the whole incident IMO) totally wrong with that OFR invitation; I think it should be the other way around: if a RC was given on-field, VAR should have intervened because of this wrong sending-off - the contrary happened...
      90+2' Somehow understandable that the referee ended up there: being very close to the play in the box, the official failed in moving away without losing the focus on the things happening close to him; surely, the outcome of that is disastrous..

    Correct penalty and a tricky incident in the added time but imo still acceptable no penalty call. Apart from that, not challenging game for the Argentinean. Visually he's a copy of Matonte but difficult to tell after such game if he is also similar to Uruguayan with regard to refereeing. Waiting for a more challenging second game to him.

    1. 87' Very well spotted, given the position, I think AR2 could have helped referee, but it was a very quick whistle so I think he decided for that by himself.

      90'+1 Definitely supportable to play on, not a clear penalty, correct by VAR to support.

      Indeed, it looks like this was the easiest game of the tournament so far, considering the very long list of incidents for the other games :)

      87' I'm not too happy with this call, but it's probably personal taste given the clear positive consensus here and on YT; and I agree that there isn't really something to critizise based on the LotG.
      90+1' Rather a penalty in my opinion but nothing clear, decision can be backed; player want to play the ball towards the centee but is tripped with contact on the shin; I first thought he went down easily when realizing the ball is about to cross the line but now my impression is that he actually would have been able to play a sharp pass without the contact but was impeded while doing so.

    3. 87': I share the doubts by Flip and would say, it could be assessed as a arm position that is natural for the general movement. But that's interpretation, so penalty is also supportable

    First half, a correct straight red card for SFP. Kevin Blom (NED) called Conger to check. A possible outcome would have been a second yellow card, but he correctly picked a red card. Bad choice however to not give a card at all at first instance. Well
    done by Blom!
    Conger did also give a correct penalty. Not much debate possible I think.

    Second half, a SYC to Sudan after about 50 minutes. For me, this was too heavily punished. I think he could have shown personality here and not send the player off. There was some contact, but not much. Never VAR-stuff of course.

    1. The SFP decision might be expected and correct, but it doesn't feel right for me. The main reason for this dangerous contact is the sliding tackle by the defender, who can expect that the attacker makes his next step exactly there. On the other hand, the sent off player (looking only at the ball) probably sees his opponent only splitseconds before the contact and has nearly no chance to avoid it.

      I agree regarding the 2ndYC (with you, not with Conger...)

    Tough game for the Zambian where everything had to be approached delicately or a big loss of control was possible. Much better performance than his first game - I’m not really sure he used his munition in the most optimal way possible (card at 15’ avoidable with strong gestures/presence(?); more action against potential YCs 24’, 76’, 79’(?)), but still good without any question. He acted quickly in very blatant cases at the end. I didn’t like how he dealt with 87’ mobbing though - no card and acting like a statue is the CONCACAF trick.

    => good performance by Sikazwe, though with some deficiencies, in a game which, it should be underlined, was NOT easy to referee at all (-> 7)

    I guess that I see the penalty differently to ESR / Flip - for me this is an EXCELLENT decision by the Brazilian referee showing great football understanding. The defender knows the attacker wants to play a ‘one-two’, so engineers the collision on the premise that it looks accidental and he can get away with it. But not so(!) - as Sampaio brilliantly awards a penalty. I would argue the toss with anyone who calls this decision soft :).

    Overall a good performance, with the blots being missed freekick + YC at 61’ and underreacting to a dissenting behaviour (58’). Disciplinary incidents were well-handled and action against DtR-ish stuff was strong.

    => classic 8,4 performance, though some credit for the game’s easiness should go to the ref himself (-> 7)

    Agree with ESR, only solid foul recog. at best, ref even struggled in this regard during the more dynamic parts of the game (esp. first 20mins). Mauritania proved a tricky team to referee in this regard (very athletic, not terribly respectful to the ref and very physical against their opponents), so I wouldn’t crucify him for this, and a definitive assessment can surely be made after another match. Some discip. ctrl mistakes as mentioned^^, but he used cards well as a mgmt tool I think. Player interactions were distant, but not unsuccessful from my view.

    => wholly, a good-level performance, with some probable wider deficiencies as a ref, but waiting for a second game to be completely sure (-> 7)

    The two big incidents:
    +51’ - reckless only; BIG mistake :/
    +92’ - for sure the Mexican ref was unlucky, but he also could have avoided it; when Tunisia no.23 was obviously going to pass to his teammate, he had to SPRINT backwards asap because it was obvious that a shot was lining up across his path; he didn’t, it did, and the result was disasterous… more advice than criticism though, genuine bad luck also

    For this match, Hernández just couldn’t settle himself. His style is quite frenetic generally, and with this slower-pace game which Syria tried to (and succeeded in) destroy once they scored, it seems there was too much adrenalin going round his system and as ESR astutely notes, technical accuracy suffered as a result. Even besides the RC, this performance was just too much in focus for bad reasons.

    (btw: Refs were encouraged to act very decisively by FIFA when dealing with time-wasting at WC 1986 - as we know, sycophancy and WC-officiating going hand-in-hand - all of the officials risked losing match control and even credibility with players by acting extremely strictly against feigning injury; some refs did this better than others :D; perhaps such guidelines are necessary at this Arab Cup :/.)

    => RC c/ OFR at +51’ is a clear match error; the rest was not really convincing either, but not a real disaster, +92' aside (-> 5)

    Well, after closely rewatching incidents you can have doubts about the KEY calls in this game. However, it's also worth of noting, in real time everybody expected the calls Marciniak made on the pitch (maybe bar 46' - untypical scene and I can understand why Marciniak didn't give 2YC and 78' - 2YC has to be full one, was that one such?). Difficult task for the committee to assess those incidents but how difficult it was to judge them in real time?

    It was a close, intense game and Marciniak, as always, succeeded in regards to controlling/reaching the (key) players. I don't have a time for a detailed analyse of every single incident (still games to watch and cut clips from) but eagerly waiting for brilliant Mikael's (and maybe others') views!!!

    1. Penalty is fine for me. Yes, with slow-motion, you can see that there is a some movement by the attacker towards the defender's leg, but it still remains tripping caused by a badly timed tackling IMO.

      78': OK, but not mandatory YC. So a bit harsh (if it was nothing like PI), but no clear error

      83': The attacker creates the contact with the defender's left leg, but IMO the contact with the defender's right knee caused by the defender still is enough to bring the attacker down, therefore the foul decision is supportable - and then it is SPA.

      37' Actually looks wierd but based on this one angle supportable play-on.
      46' Reckless tackle, SYC to be issued; the player goes in the challenge with open studs, even though he plays the ball, this challenge should be punished with the second caution IMO.
      60' Absolutely correct play-on.
      67' Oof, difficult scene. There must be a slight stamp as the player is already going down (one leg off the ground) before the shin contact. But even with that, I'm not totally convinced by that spotkick - the defender commits a stupid/badly timed tackling (as Philipp points out) but the attacker also seems to say "thank you!" (:D) taking also into consideration the position of the ball and the situation in the center. All in all, supportable penalty (and the expected call I think) but nothing more.
      78' I'm not really convinced by that one, a SYC should be a clear cautionable infringement - based on this incident only, Marciniak's choice is 'unwise'.
      79' Actually looks like a risky move by the GK but based on the pictures I don't see a clear punishable offence here.
      83' This one is a correct sending-off, it's a SPA offence and I don't see enough of 'created contact'.

      12' Correct penalty for me, the defender desperately pulls the attacker's arm who is about to 'break out'; indeed, a blatant YC missed here.
      15' Not possible to determine with this pictures but the decision seems supportable.
      31' After the correct first YC, the second incident is very close to another booking; with the reckless nature of the stamp contact, I would go for a sending-off here.
      44' RC is probably the expected decision here, but I'm not too convinced; the SDN player doesn't see the EGY player coming, the latter slides in this duel riskily as well. The consequence is unlucky of course but I wouldn't say that he is seriously endangering his opponent with how the situation went.
      53' First caution is correct, the second one is slightly debatable but I would support Conger here as the SDN player is very late in the challenge and (lightly?!) steps on the opponent's foot.
      71' Correct play-on in my view, no infringement detectable.
      72' Good and expectable call by AR2.
      78' Extremely close, nothing to blame the linesman for.
      82' Seems to be a good penalty shout, the GK jumps into the opponent but I also think that AR2 was quite correct with raising his flag.

      57' That's a 'clever' behavior by the defender! He pretends to only have the hands on the back innocently, but he actually moves towards the ball and clears it away with this movement - still, play-on is the expected call I assume.
