  9. Only four fouls in the 1H of Egypt vs. Qatar - good performance by Facundo Tello with his very focused style. The most important scene was an Egypt penalty appeal at 23', an excellent non-intervention by the VMO team there IMO. I only noted a couple of missed fouls, the solitary caution was very early (3'), and nailed on.

    1. After a scoreless game, the penalty competition is now on. The only other key incident after HT was a potential penalty for shirt tugging (47').

      Two of Facundo Tello's three games at this Arab Cup were rather boring - but in his challenging clash, Algeria vs. Egypt, he showed to be a very good referee in my opinion.

      The only blemish was only picking up the SFP offence at the end w/ an OFR. Not the most charismatic leadership figure, Tello managed to succeed with his hugely concentrated/focused approach, very good of disciplinary measure (even under tiebreaker pressure), and successful player interactions.

      Fernando Rapallini won't be unseated as Argentina's ref at the next WC (@iceteatower), but if he does get injured or sth, then he has an able deputy in Facundo Tello.

  10. Siebert - what a quick rise indeed! If you consider his stats:
    -13 Europa League games
    -‘Only’ 7 CL matches (including some big ones recently)
    -Attending the EURO as a category 1 based on good performances in EL - and a good EURO rewarded with a ‘16 KO-game.

    I like him and his style a lot. Very talented referee. Although we must admit that the appointments are not 100% “meritocracy based” if you ask me :)

    He will already be a big contestant for the EL final (if no German team is present).

  11. Former polish international referee Rafał Rostkowski explains on sport.tvp.pl, that all crucial decisions taken by Syzmon Marciniak were CORRECT. Breaks during the match took more (!!!) than 9 minutes, so the initial added time was fully justified.

    For me very brave decisions taken by Marciniak, which show that he is a world class referee.

    1. They may be correct by the letter, but not fitting in the overall picture. You cannot have one ref adding 17 minutes and others no more than 5 minutes. It has to be the same for all teams and referees.

    1. Yes, RC for me. I was a bit surprised by no VAR intervention. In general a very difficult match for a referee. Lots of tackles, players constantly falling down and only looking to deceive the ref. Not very nice to see.
      Good no penalty call by Siebert in 11' though; player was already going down before the contact.

    3. 37' should be a RC for me too - excessive force. You can see that Foltyn is looking elsewhere and Siebert only catches it in his peripheral vision; I'd like an OFR there to be honest. I guess we know that the rules are a bit different in the final, and I suppose on balance this wasn't c/o+(+).

      This could have all been avoided btw if Foltyn had immediately detected Tunisia no.7's very reckless challenge(!), which he was eventually booked for and we restarted with a defensive fk. Foltyn did struggle with regards foul recognition in his vicinity during the 1H more widely (19', 28', 34' and this 37').

      In general, I though Siebert did well in a sometimes-very challenging match! I counted as many as 13(!) KMIs incidents, and many MtG issues too. As ever, the German presented a very high 'reffing IQ' (slowing the game down, when to 'reach' players, when to be firm in gestures). Surely there were some crudités over the piece, but rather small in the big picture indeed.

      Overall, excellent tournament for the German referee - what a 2021 for him; respect!

    2. RC fully justified, no intention to play the ball kicking with force just under the knee. Handball, arm is in high position and out of the body. I saw a similar handball in Feyenoord - Ajax today, not given.

    1. I think he did alright. I was skeptical before the game, but he chose a line (very strict) and stayed with it - which led to many YCs despite it not being a very unsportsmanlike game. For me, both penalty situations assessed correctly without VAR: not a penalty for Feyenoord because it was a deflection and a clear and correct penalty to Ajax given. All in all, he can be satisfied.

    2. In the situation of the handball penalty shout the arm was clearly out of the body. Does a deflection make this handball not punishable? Can we still find this deflection argument in the rewritten handball paragraph in the 2021/2022 LOTG?

    3. I would say very ‘ugly’ game to referee for Higler. Both teams making many fouls. Higler decided to issue an early YC (100% correct) and had to continue the line he had drawn.

      @Anonymous: yes the handball was indeed reflected. First hit the body of defender (Schuurs) and bounced on his arm. As far as I know, not punishable?

    5. It is not written.
      But it can still be used (together with other conditions) to determine, whether the handball was deliberate or not. The LotG just doesn't list those conditions anymore and leaves the interpretation to the referee resp. to instructions by their bosses.

  16. I often noticed that disciplinary sanctions are not ‘liked’ at all in the Netherlands. A referee should never be in center of attention, even when it is a right decision according the rules. So typical.

    For example the straight RC in the Frisian derby. The general opinion in NL is: “referee destroys the game, does not whistle in spirit of the game, it was the first hard foul in the game…”, while it can be easily explained as excessive force and the ball was not played. Makkelie decided to draw a line here and did not follow Lindhout’s example in the ‘Gelderse derby’. In the end not a single player got injured in a rough game, so in the end it worked.

    Also the PK (handball) in the Frisian derby is critized. General opinion: ‘the arm is in a position far from the body but the player really can’t help it, so why is it a PK?’

    Higler is critized because he issues too many YC’s and people just don’t like that.

    I guess people are just mad about the rules and not at the person who is executing them :)

    1. Lindhout’s example in the Gelderse derby was explicitly not willing to give any YELLOW cards, so the example you mention now does not really compare to Lindhout’s.
      The handball in the Frisian derby is criticized because the position of the arm can be assessed as the consequence of, or justifiable by the body movement (to use the wording of the Laws). Apart from that there is much discussion because later on no spot kick was awarded to the opponents, although the arm was clearly out of the body.

      In general your comment makes sense however. I wrote the same a few days ago when it was said that Lindhout in general is appreciated by Dutch media because he’s reluctant with issuing cards. The Dutch don’t accept authority and sanctions easily.

    2. On this blog, many (incl. Chefren ;)) want RC for cynical fouls from behind, where the ball can not be played anymore. Violent conduct, because not ball oriented. I think what also speaks for RC is the scizor motion, not just a simple trip.

    3. Clear RC in my view, indeed with VC character but the whole action is also simply endangering the opponent's safety: no realistic chance for the ball, high intensity, both feet off the ground, almost flying into the opponent.
      -> also a serious mistake by VAR IMO, backing a YC here is not sufficient.

  18. An extremely interesting offside decision from Milan - Napoli.
    Disallowed goal after OFR for active offside (trying to play ball, impeding opponent).
    It's widely discussed, some people think absolutely correct decision because player from AC Milan showed an interest in playing ball by making some attempts moving legs, while other people think it is wrong because no influence at all.
    In any case, having AR very likely missed offside (quite impossible to see), it is correct to invite referee to OFR, then final decision up to him.

    2. I think Anonymous 23:18 IMO oversimplifies this situation because I don’t see a CLEAR attempt to play the ball, nor do I see an OBVIOUS action which CLEARLY impacts on etc etc.
      Because the attacker makes contact with the defender this could sensibly be interpreted as “the obvious action which clearly impacts on”, ergo correct decision. But again, very easy is exaggerated in my view.

    3. I think, both points are not fulfilled here. The impact on the defender seems very small, if there is any. So no offside is the much better call here IMO.
      An OFR is expected though in these situations to let the referee do his own interpretation.

    5. @Anoynymous 09:28 the concept of clear and obvious mistake isn't so relevant like the other situations when the intervention is about offside. Because offside is an objective thing. In this case I think all should be discussed only about Massa choice and not the fact that VAR called him, because, having missed the offside, VAR without intervention would have decided by himself for a crucial situation leading to a goal.
      I can report an interesting fact: Massa is among the Italian referees that never stayed on his original decision when called at OFR. What I would like to underline is that in such cases it is important that referee has 100% full discretion, he shouldn't go to monitor thinking that, if VAR called him, it should mean all people expect to change decision. I see this skill in some referees missing, but of course I can be wrong, we must assume that Massa fully agreed with VAR, without having doubts. Also, the OFR was not so long if you ask me.
      Then, my opinion: correct decision according to LotG, because one can say that player is doing something to reach the ball in contact with defender, but in reality this sounds as very harsh without any real influence. A referee should be supported, for sure, and the case is extra-ordinary, but nobody would have questioned in case of no intervention, I must admit that as well.

    6. Interesting observation. It is often noticed that referees in England always seem to follow VAR. In general I think this is a bad thing. A VAR is also human, has a subjective opinion and therefore can make mistakes. We already saw plenty of 'wrong' OFR's in (international) games. After we've seen many wrong interventions this season, I'm really starting to enjoy it when a ref shows his backbone and disagrees with VAR :)

    7. I rewatched the sequence with 50fps, and I think the correct call was made, but the pictures shown do not help to sell the decision. IMO, Giroud influences the defenders ability to play the ball. As the Napoli defender on the ground swings back to kick the ball, Girouds studs make contact with his calf. Giroud also reacts to the contact and takes his foot back towards him. Without a great replay, this decision is hard to sell. With a good replay, I think this situation would be far less controversial.

    9. I disagree about offside being an objective thing. Offside position, yes, but not offside. If it was an objective decision, no OFR would be needed.
      For example, an attacker in an offside position challenging an opponent for the ball can be a purely subjective decision made by AR/referee (is he close enough / is he jumping / running away?). Of, course sometimes it's very clear what should be a correct decision. But it's the same with penalties. Sometimes it's very clear, sometimes 50/50.
      This offside for me is 50/50. Some people say this is an offside because Giroud did influence the defender, some people say it's not enough. The same as with some of the penalties.
      Some can say, well yes, but this offside is a missed incident. But so can be a 50/50 penalty. Would you agree on an OFR for a 50/50 penalty even if it's a missed incident? I don't think so.
      I believe this OFR is wrong. It's not clear and obvious mistake because it's not a matter of position but a matter of involvement in an active play.

      Indeed, Di Paolo will be VAR in a serie A game on next round, the same for Massa. When the official assessment by AIA will be in case published or known, I will report it here.

      Correct decision to disallow goal because "When there is physical contact between an attacker in geographical offside position and a defender, the attacker is to be considered punishable, regardless of the clear intention to interfere with the opponent. The movement of legs, between Giroud and Juan Jesus is enough to consider the cancellation of the goal scored as correct."

As is stated above, IMO it is not just any contact, but at the moment the defender tries to clear the ball, when his leg bends back (kicking motion) the foot of Giroud touches the defender (backheel) and thus his kick is not as strong as intended. But I could only see that going frame-for-frame.

    2. Actually I am not surprised that (most of) the people here, including the Admins, decisively ignore such an abysmal referee's performance. It is not the first time.

      Concerning the game itself: it was not just the CLEAR AND OBVIOUS red card blatantly ignored by Tierney AND VAR (if Robertson's leg was planted into the ground it was 100% a broken leg and quite possibly a career ending injury), it was also the extremely exaggerated VAR intervention for Robertson's red card (just miskicking the ball - not even a slightest danger for the opponent) and on top of that a crystal clear penalty NOT GIVEN by Tierney and VAR (I wrote NOT GIVEN not MISSED because the so called referee had explained to Klopp that D. Jota has stopped by himself (?!?!?!)). So IMO the only conclusion about refereeing in this game could be that the referee blatantly influenced the outcome of the game, extremely endangered the safety of the players and absolutely failed to secure equal and fair conditions for both teams. This should end in severe punishment of the referee and VAR team but as we all know this is maybe the only job in the world in which people are not accountable for their decisions and and they do not answer to media and football people.

      For me more striking is how EVERYBODY here "loudly" ignores Klopp's words after the game. He said that it is unacceptable that football games are refereed by people who had not played football and therefore did not understand football. It is something that I wrote many times here that (most of) the referees don't have a football knowledge - not only they have not played football but they also don't watch football. It is shocking that in industry in which are involved so much money, such an important part of it like refereeing is at such an amateurish level.

      Some of you may agree or disagree but I have shared my personal opinion and I am very glad the football people also started to pay more detailed attention to referees and started to be more demanding. I think that it is high time that the refeeree's structure wake up also and understand that a general change is an absolute must - from the referees' backgroung, through referees' education to referees' accountability and media and football connections.

    3. I preface this as a keen Liverpool supporter.

      I though both were clear RC's. Kane is an extended leg that's very high, and I think if Robertsons foot is on the floor it could well break his leg. Robertson is a very dangerous challenge that's no where near the ball and also poses a significant risk to the safety of the Spurs player. The penalty appeal more 50/50 and could go either way.

      What concerns me more with Tierny is he never seems to be able to give a RC without an OFR. This must be the 7th or 8th time I've seen him instinctively go for a yellow and then get corrected. Haven't red seen him give a straight RC without help in VAR era. I will say though he has established himself as 3rd behind Taylor and Oliver and has consistently gotten good matched in EPL this season.

      On another note in England. Anthony Taylor has been reappointed to Chelsea v Liverpool despite doing that tie 3 months ago! Seems poor management to me but that seems to be the PGMOL.

    4. Just some stats: in 20 domestic games this season Liverpool have been issued with 27 yellow cards and one red - 11 of those yellows and the red have been issued in 3 games by Paul Tierney.

    -Nijhuis gets a 7,0 from AD, while he missed a 100% crystal clear penalty. This must be a joke. VI is more accurate: 5,0.
    -Gözübüyük gets a 6,0 and 6.5 while he missed a foul in APP.
    -Higler: 4,0 and 4,5. I don't know why he is punished so much? Is it the amount of yellow cards? Or did he miss a RC for Anthony? Analysts are also blaming him for not providing a PK to Feyenoord (handball) which was a correct decision according to the LOTG). Really weird.
    -Lindhout getting a 6 and 6,5 while he missed a RC for DOGSO. Saved by an OFR. Not sure whether Lindhout or his assisstents SHOULD have spotted the incident on the pitch though.
    -Makkelie getting a 5,0 and 5,5 while he actually issued a correct RC (player was kicked at his shin and ball was gone). This was a brave decision early in the game. And he assessed 2 handsballs correct according the LOTG - 1). first one after an OFR (arm stretched and out of the body). Makkelie told in the interview after the match that he couldn't see it clearly from his position and was glad that VAR intervened. 2). Second handball: arm was close to the body and in a natural position. Some supporters heavily disagree, don't see the difference between the two incidents and want to see a PK for both incidents or play-on in both cases.

    It is shameful. The invisible referees with a more lenient style are always rewarded with HIGH ratings and those that have to take impopular measures are blamed. Journalist don't know the rules, especially with regard to handsballs. They are awarding ratings based on their OPINION and not based on the LOTG. This is so annoying.

    1. Take those ratings with a big pinch of salt.

      VI and AD are often clubwatchers, subjective and don't have knowledge of the LOTG.

      My observations:
      -Clubwatchers don't like it when their favourite club has lost points after a referees decision and will punish the referee, even when it is the right decision :')
      -They like lenient, invisible referees that don't have to evaluate ANY crucial KMI's.
      -Referees often get a lower rating when KMI's are heavily discussed in media, even when it is the right decision according to the law.
      -They don't like it when a referee leaves a mark and takes impopular decisions, even when it is a correct decision.
      -If two teams are playing "attractive" football, the referee often gets a high rating.
      -When two teams are playing 'ugly" football, a referee is often punished, even when the ref didn't do anything wrong.
      -Etc etc.

      Conclusion: ignore it. :-)

  21. In my opinion Higler missed two red cards in the first half (Gravenberch and Antony) and maybe even a possible third one for Linssen. 4,0 is maybe a bit harsh, but still.

    Then, Nijhuis rating indeed is ridiculous. He is getting worse by the week, has not been on top level for a long time now. Makkelie rating should be a lot higher imo.

    1. I am very curious to here why you think Gravenberch deserved a straight RC. IMO, it wasn't even necessary to issue a YC there; Higler most likely issued it in an effort to calm everyone down, as he had just issued a YC to Linssen as well.

Flying into that challenge at very high pace, arm raised up unnecessarily high, hitting the Feyenoord player in the face with much strength, thereby effectively using arm as a weapon and knowingly risking opponents´ physical well being. YC absolutely mandatory, but I would say RC would be the better decision.

    1. As I see this a common referees' thing. The state of unaccountability leads to this. You don't see your mistakes, don't confess them, don't accept others' opinions and you think that you are better and more clever than anybody else. That it is exactly how many referees and referees' committees behave nowadays - arrogantly and cynically. Lies and politics have become second nature and anyone who opens their mouth is deleted from their lists. It is a Middle age's behaviour and unfortunately it is the same situation with their skills on the pitch. They are the weakest link in the football world simply because they don't understand football.

    2. I think Del Cerro is too lenient in this game, but honestly it's been his style in La Liga for a while.
      IMO he lacks skills in order to prevent incidents, and relies too much on chats/warnings. A law-enforcer approach would've lowered the game's temperature, which is now on the edge of boiling over at any foul.

    3. I've only watched the second half, but every foul or near foul since the red has been drastically exaggerated. Sometimes it's hard to lower the temp when every careless foul is being sold as a leg breaker.

  28. @CWY2190: That sounds like the general approach of a Spanish team while a man down. Exaggerated every foul, theatrics etc. This is quite different compared to other countries.

    Issuing a RC in general can have different outcomes in a game, I would say, depending on the players and their behaviour.
    - In some games, the temperature rises even more when a RC is issued. In other games, it can be the perfect line and the game will calm down.
    - On the other hand, we all remember referees that keep the RC's in their pockets at all costs, even when a RC is fully justified. Players can interpret that as a "free pass" to make hard fouls. Those games could obviously end with 10 YC's and a straight RC.

    The best referees know when they should not to issue a RC at all costs to keep control on the gam. Or recognize the right moment to issue the RC to draw a line and to calm things down.

    Referees are balancing on a very thin line. Applying the LOTG, understand what a game needs, managing the game and take decisions in the spirit of the game. Refereeing is certainly not easy. :)

    1. IMO, it depends on his part of the match. If he is a player from the bench/coach/etc it should be penalty + red. If he is a ball boy/fan/etc the match should be continued with a ref-ball.

      18' Probably a YC (UB) should be issued to the played that kicked the ball at the opponent. But It could maybe be managed by a referee with good feel. The whistle has not gone before the ball was kicked, that speaks for him.
      42' RC for me (DOGSO). The angle is away from goal, but as the goalkeeper fouls and isn't in goal, it is still a very clear goalscoring opportunity for me.
      85' PK seems at the very least supportable. The striker touches the ball and gets clattered. Maybe the defender got a bit of the ball, but not much. Not the best replays though.

  33. IMO 90+2 looks a bit too soft for a PK. The contact itself happens very late after the defender stepped across, and it looks a bit theatrical (is the striker looking for the contact?).

    18' YC (UB) should be issued, not enough for a sending-off as the game wasn't even dead when he kicked the ball.
    42' When the GK is out of his goal and commits a foul it's often a RC; here, the direction and the defender near the foul (not the one in the center but the one ready for a defending duel) are enough to support a YC in my view.
    85' Wierd scene, from the pictures available, I think the call is quite soft - the penalty must be repeated nonetheless because of the GK's infringement.
    90+3' It speaks in favor of him that it looks unintentional (kicking the ball to his own arm, coordination issue?) but the enlargement of the body surface is really significant - I don't really think it's justifiable with his body movement anymore, still the contact occurs. Penalty should be given for me.

  35. Oh sorry, I didn't focus on the possible handball. For me not punishable according to UEFA RAP standards (one example with Lindelöff is practically the same). But I can understand many fans and people involved in the game disagreeing. But it's played actively and IMO not deliberate.

  36. Sorry, but in my opinion this is not a penalty at 92, but a defensive free kick, yes there is a use of the arm... but that might be because the defender is brought out of balance by a bodycheck first, not the right way to try to get the bal in my view, so defensive free kick.

    3. This is as ridiculous as when a referee trots alongside a player to try to get him off the field faster during a substitution.

      I mean how great would it be if the referee was in control of the time and able to add as much time as needed. Oh wait!

    4. I slightly disagree with anonymous. Momentum is a thing in football. So even if the time is played in extra time, the team wasting time still was successfull in its act of unsporting behaviour. Further more, it takes away from the spectacle, a unbiased watcher will not enjoy time wasting. So I encourage the referee to hurry people if they are time wasting.
