  1. Big assignment for Urs Schnyder! France - Ireland has been always treated as big game by committee in recent times, one must also add the Martin Hansson famous handball to the history!
    Now I think that the Irish side is seen by committee in a different way and so definitely less a big game, but still a top appointment for a Category 2, if you ask me. We can also continue to think that Schaerer is not available for this very long injury, at this point one should be really worried even about his career...

  6. For the umpteenth time, a Cypriot referee (in this case new FIFA referee Kyriakos Athanasiou) had a bomb planted on his car. The bomb went off at night causing fortunately no casualties, only material damage.

  8. Rosetti will present new rules to referees tonight in Geneva.

    "Enough is enough – it’s time to act," Rosetti said as he urged referees to show strength and courage and give yellow cards for actions such as dissent, running towards the referee, mobbing or any kind of unsporting behaviour.

    "Yellow cards must be shown for attempts to deceive the referee, feigning injury, simulation or exaggeration, or delaying the restart of the game," he added. "And in cases of offensive or inflammatory conduct such as insults or abuse, the punishment should be a red card. Of course, football is a game of emotions – but a player or coach insulting or abusing a referee cannot be considered as an emotion.

    "It is our duty to protect football’s image, and we must seize this opportunity for change," Rosetti explained. "Certain behaviour cannot be tolerated anymore. We must set a good example for boys and girls who love the game. We want our referees to be robust and take action." Europe’s top referees will be briefed on what is expected of them on this respect at their UEFA summer course in Geneva next week.

    We have talked about this here on blog and as we could stated so far only England and Germany follows this new directives for yellow cards.

    But I suppose this will change after tonight when UEFA has come with this directives to.

    We could see some elite referees like Sanchez in PSV-Glasgow who did not cared at all and missed 4,5 situations like this and no card, I wonder how he will act now.

    In France they tolerate everything, I saw many games in Ligue 1 this round and it is incredible that no unsporting behaviour is punished with yellow card. Gautier was famous that he hated cards but he must follow new trends if he wants that France keep having elite referees in future. You could see clearly that only UEFA refs in Ligue 1 punish simulation,exaggeration,delaying the restart of the game with cards Delajod,Letexier,Turpin,Pignard the rest just talks and kills the tempo.

    Portugal and Italy must adept to but as Chefren wrote problem there is in culture and many refs have problem with this when some big hot teams are involved.

    Big respect for Webb and Frohlich to implement this new yellow cards rules before even UEFA and Rosetti.

      These guidelines to issue YC’s to protect the football image (blah blah), we have heard it so many times before, but its worth nothing if referees refuse to apply these rules in games that involve PSG or Italian teams. Or if referees refuse to issue a YC to mr Mourinho (and his entire staff), instead he’s hugged after the game by the same RR.

      If even French or Italian referees refuse to apply these guidelines in their own domestic competition 🤦‍♂️ , for simple reason that they don’t want to draw any attention or being rejected by big clubs in the future…

      So, what will happen if a referee issues a 2YC to a PSG player for dissents and the PSG president is furious after the game? Will UEFA support the referee for following the “new” guidelines to protect the football image? Think again.

      The referees that achieve a UEFA finals, they all have something in common: they didn’t make a mistake in games that involve Italian teams, they are not the bravest referee. No, they didn’t trigger any (negative) headlines, or influence the game with their disciplinary management or soft penalty kicks. They are smart managers, able to bend the LOTG a bit in their favour, to be invisible at all cost. That’s unfortunately where we are now.

      He saw positive changes in Grrmany and England,saw negatives in Italy,Spain and Portugal with all this mobbing and protesting to every refereeing decision and he decided to act.
      Seriously,what they do,especially in Italy with timewasting is beyond me,what goes unpunished becomes funny,but the most ideal match that has shown weakness of that style and that old school of refs is Psv vs Rangers.

      In terms of referreeing, looks like they are 3rd world, allowing everything.
      England and France are 2 great examples-one evolved and the other did not.

    4. Well, in fact it seems like English and German directives have arrived at UEFA level. I can only speak about Germany, it has been practiced for years now. Of course there was a lot of criticism in the first months and maybe even first season. However, after years of practice, it works very well. Everyone knows there will be a YC if you visibly mob the referee, everyone knows there will be a YC if you prevent a quick restart by taking or kicking the ball away, even if it is only two meters, everyone knows there will be a YC if you behave in an unsporting behaviour. For sure, the punishment does not mean there won‘t be any UB anymore. But everyone knows the consequences if they do so. It helped a lot in respect to consistency. For German referees, it won‘t be an issue to follow the new guidelines (especially not for Daniel Schlager who is super strict in respect to UB). However, so far we only have words by Rosetti. I am very curious how the guidelines will be applied. Without any prejudices, I think it is fair to say that the player‘s attitude and temper is a bit different in southern countries. Not sure whether this will work out internationally. It will be important to pursue this path, without caring to much about media in the first season. We will have to wait whether UEFA can manage or is willing to manage to do this. Being strict does not mean you have to penalise everything.

      Maybe even more interesting what Rosetti said about handball interpretation. We all remember the statements before EURO, that there would be changes, that the referees would only punish clear handballs. But it did not even take one match to leave this approach behind… We will have to wait. Again: If they follow these guidelines, we‘ll rather have debates in Italian and Spanish media than in English and German press. After some weeks of the new season, handball is surprisingly well and consistently interpreted by the referees here so far. Hope we will see something similar in CL, EL and ECL.

About the above topics, I'm curious to see how handball could change in Italy, to be honest so far, looking at the early matchdays of serie A and B, nothing has changed and all handballs as it was before are always reported by VAR. To be honest, I find impossible to make a change, but I will update you in due course, with the season going on.
    About unsporting behaviors and protests, I can only welcome such strictness, hopefully it will be applied, but be sure that without UEFA input here nothing would change. Years and years of promises by heads of referees, alwyas the same history...

  12. Junet Chakir, head of the Referees Department of the Georgian Football Federation, participated in the UEFA Referee Talents and Mentors Program, which was held on August 29-31 in Nyon.

    Junet Chakir was a mentor of Austrian and Norwegian referees within the program. Georgian referee of the second category of FIFA, Goga Kikacheishvili, also participated in the mentioned program, who took part in video tests within the framework of the training session and passed the test on the rules of the game.

    All referees participating in the meeting underwent a medical examination and several tests to prevent injuries. Within the framework of the one-year program, Goga Kikacheishvili will be mentored by a former referee, Milorad Majich.

  18. Interesting choices again with VAR, Dankert for France - Ireland and this confirms that the Swiss referee got a big game, while for other assignments we have VARs from the same countries of referees.
    Just as discussion, one could wonder whether making a selection among VAR is a fair thing, based on the game they are going to officiate, because on paper, regarding VAR, all should be at the same level. But I realize this is impossible...

  19. Another 4 friendly games in on 7 September. Most notably, William Collum in Wales - Korea Republic. I really don't think Elite is necessary for these friendly games altough in practice Collum is not Elite for some years.
    It will be interesting to see the appointment in Germany - France, I think about someone like Eskas, Rumsas or an Albanian - Xhaja or Jorgji

The management of Collum at this point is really unfair: unless he did something wrong, he has been excluded in reality from Elite group, getting only minor games, but this doesn't apply to other Elite referees who are regularly appointed, being in the same situation of the Scottish, at least in terms of performances... no need to mention names! It seems committee is only waiting for his retirement.

      The appointment for Mr Collum is not unusual in a game like this .The host country can ask for a referee to come for the match. Plus Scotland is only 4 hours from Wales or 2 by plane .
      There is absolutely nothing wrong with this approach .
      Scotland,Wales , England and Ireland have been asking for officials from the each country for many years in the past .
      So what is your problem with this appointment?

    5. I'd say that in recent history, Svein Odvar Moen (NOR) was a bigger disappointment than Collum. He achieved a lot very quickly and early in his career. Yet he amounted to nothing in the long run and as a whole.

The defender's arms/hands have zero business being up near the face/neck of the attacking player. The defender could have (should have) shielded the ball with a FAIR shoulder challenge. A FAIR challenge is done without the use of arms/hands near the neck/face.

      3 of elites in CONMEBOL right now.

      Especially Roldan,that ref has been on high level in Libertadores and Sudamericana for a long time.

      You can say that only thing missing from his career is WC Final,but that will be very hard.

      As for the rest,he has done all finals that has been possible;

    3. I would not label Roldan as "great". Sure, his resume in South America is a great read. But IMO that says a lot about how limited CONMEBOL has been(is). He's aided by the fact that he's Colombian and teams from that nation rarely make it to Finals. The same can be said about Bascunan (CHI) who seemed to be assigned to every "BIG" match during a short yet sustained period.

      In regards Roldan in ARG - ECU. He was the "same" Roldan that I've seen all along in CONMEBOL. Overly lenient while clearly favoring the local team when he would actually call fouls. The poor Ecuadorians couldn't seem to get a call to go their way for most of the match. Yet many small "touch" fouls were consistently whistled in Argentina's favor. The match became heated and combative because he allowed it to get to that point. The match also had a couple mass confrontations which happened after clear fouls were not whistled. Roldan was yelled at and mobbed for the entire match without him taking any steps to stop the misconduct.
      "Great" Roldan? NO

  26. Denmark - San Marino, minute 20.
    Treimanis invited Spasjoņņikovs to OFR for a possible penalty for Denmark. After rewatching incident, the reaction by referee was very particular, he made a blatant gestures like player had made a dive, you don't see this very often. Instead of calling penalty he did that and all fans at stadium were surprised. Of course this could only come from a referee without long experience with VAR. An incident to be watched!

    4. Imo wrong OFR by Treimanis, I don't see a clear and obvious error here. The better decision is probably IFK and YC though, so if you absolutely have to make an OFR, that should be the recommendation.

    5. About the penalty revoked, I thought it was an OFR to call a penalty, sorry. Correct decision by Treimanis and correct decision to remove penalty by referee after reviewing, but clearly missed YC and indirect free kick. Once no foul, clear simulation for me.

      The penalty appeal is particular: I think that low head was strong argument for Treimanis to stay silent, because without that there aren't other reasons for playing on. Clear kick to face. In such situations it is very difficult to have consistency for VAR, I think a call to OFR wouldn't have been wrong, but still... different VARs can have different views. To me this was rather a clear penalty to be whistled.

    6. For me this is an perfectly justified intervention as well. The mere existence of a contact cannot be the sole reason the support. Attacker clearly created his own fall, which had nothing to do with the (minimal) contact. Ofc the decision should have been Ifk + Yc.

    A few minutes before, a correct offside call by the same assistant referee, disallowing a a goal, was confirmed by VAR, but I think there was a possible handball by defender before, but it looked like it wasn't checked and the focus was only on offside (based on replays).

  31. For those of you that complained about Sanchez’ leniency and card management should watch Oliver’s performance (NED-GRE) yesterday. No-nonsense approach imo. Showed 6 YC, the first one in ‘11. He draw a line and sticked to it the entire game.

    2. Yes indeed. Also in the 92 minute when the game was played no leniency but a right YC. Good performance for Oliver specially in mind that he last game with the NL team was the controversial Turkye-NL. Good revanche!

    Referee indicates for a defensive foul, not clear if it was for handball or he insinuated a foul from the attacker to GK.
    Still i think this is a accidental handball and PK would be the right decision.
