    I think Irrati must support here but nothing else than a mistake for me.

    1. Soft penalty? Yes. Mistake? Not in a million years. There was a clear thug from the Scottish player which will result to a free Kick outside the box but when it's inside we begin to debate. It it was a mistake Irrati would have said so and in the absence of no intervention it wasn't a mistake. My take is that Lidya was far from play but got her decision spot on. Any player running at such pace could tumble at any contact especially when it's a pull back. My advice is that the Scottish player should keep her arm down it's a Football match not the other way around

    2. Very soft penalty indeed and now Scotland had two appeals. The one in 80' would have been soft as well, so no intervention is ok. But the handball in 85' was rather clear for me. Once again nothing....

      I think Japanese player used her hand to move the ball from the Scottish player might be accidental but punishable.

    4. Not "soft" at all. The defender grabs and tugs the Japanese player as she is running past her. What's the need for the Scottish player to do this in such an obvious manner? Unlike Staubli yesterday, Tafesse Abebe had the courage whistle something so blatantly obvious.

    7. Chefren, but it can be enforced. And VAR is not needed for it to be enforced. All you need are AR's who are willing to abide by the letter of the Law and stop giving goalkeepers any sort of leeway.

  4. I see that no one else has brought up or discussed the incident at 90+2 in Brasil v Australia. However, I am not surprised at the silence and I know the reason.

    In regards to the incident. As a TV commentator put it, "her ego and disappointment kept her from doing the right thing and doing an OFR"

    1. At 90 +2, on a crossed pass into the penalty area. A Brazilian player was wrestled to ground by an Australian player unfairly preventing the Brazilian player from having an opportunity attack the ball. It seems that VAR did attempt to intervene. But much like like Brych in Serbia vs Switzerland, Staubli talked her way out from having to do an OFR (her 3rd in the match).

    6. Thanks, in my opinion penalty to be whistled, about VAR, I think Bastien assessed it as not too clear and obvious for an OFR, but apart from that, focus on referee, that's a crucial mistake for me.

    7. Watching the above video it becomes obvious that Staubli talked down any possible VAR intervention. You can see her possibly say the words "not for me". So if she was adamant and the VAR backed down too easily. Then we're left with a missed PK much like Brych last year in Russia.

      Yesterday I gave Staubli some leeway because of the type of play it was. I was under the impression that her attention wasn't on the penalty area until after the arrives. But the video says otherwise. She was looking into the penalty area as the holding started and ended with the Brasilian being wrestled to the ground.

  11. Warranted red card for serious foul play in my opinion. Players' safety is of paramount importance, and the Jamaican player's action jeopardized the safety of the Italian player.

  12. Unless I am mistaken, Riem Hussein is the only ref to be assigned for 2 games in group stage MD 1-2. Thus 23/26 refs have been assigned in the first 24 games. Does this mean the remaining 3 refs will not officiate?

    1. The three remaining refs are Braz, Koroleva and Lengwe.
      Koroleva was already 4th official three times and her potential ARs (Nesbitt, Boudreau) were used with Jacewicz.
      There are only 4 CAF referees in the tournament, who already work with Abebe and Mukansanga - so nobody left for Lengwe.
      So if there are fixed trios, both are probably only planned as 4th officials.
      On the other hand, for UEFA 2 ARs (Rashid and Magnusson) are still unused, so they could work together with Braz. However, she could have easily been appointed to USA-CHI (which should not be too difficult). So maybe she also is only reserve.

    3. Nesbitt and Boudreau were tied to Chenard. Mariscal went with Koroleva. Nesbitt/Boudreau were not "her potential ARs" unless Koroleva was getting moved into Chenard's position, which wasn't going to happen. I think the only way Koroleva gets a match is if FIFA did not like Borjas' performance. Koroleva would have a center with the same ARs from Borjas' match. Otherwise, she won't work in the middle.

    1. Abebe was terrible today and Victoire didn't even seem to understand Law 11. There is no chance FIFA will give Italy-Brazil to a referee who was so poor. The CAF referees at women's events are below standard. It's unfortunate, but it's reality. Abebe should be happy and lucky to get one match.

      Look, I watched the match. Her AR called a player off when the player was fully 2 yards onside. Her misconduct threshold was low, with neither booking be fully deserved or necessary. Her foul calls were erratic. She and her ARs seemed to miss a couple very simple throw-in decisions. Oh, and she added two minutes in the second half, when there were five substitutions and a goal celebration with a VAR check. Two minutes. When's the last time you saw two minutes as the accurate time added on in the second half of a major international.

      You didn't watch the match. I did. It was clear she was in over her head. It was clear that AR2 doesn't deserve to be at a World Cup.

      But, hey, you like to make waves here and invent all sorts of standards (e.g., "no one said anything so she wasn't terrible") to suit your own agenda. Like I said, you're not serious. If a UEFA referee gave that penalty you'd be railing about how soft it was and how the referee fell for embellishment. If Marciniak gave that penalty, you'd probably be calling for him to face a jail sentence. Give me a break.

    4. When a penalty is as obvious as this one. It's a penalty in Estonia, Lesotho, Guam, Bolivia, Cuba, Vanuatu and anywhere else in the world regardless of Confederation. You didn't like her cautions? Okay. I'd a million times prefer this over a referee who is overly lenient/permissive and who is willing to under punish incidents. Added time? Using your logic, Fortunato (ARG) should have added 7-8 minutes to the 2nd half of USA -Thailand. I mean there were 5 substitutions and 10 goals scored.     5. However, I do agree that the FIFA Ref Comm will not assign her to the Brasil v Italia match. Not because of how well (me) or bad (you) she did in her match. But because it's a "big" match that requires a "big" name. A match whose result will determine who advances and who goes home. So in this case a highly trusted "big gun" from neither UEFA or CONMEBOL if the Ref Comm wants to maintain neutrality. From CONCACAF it can be Venegas (MEX) from AFC it can be Ri (PRK) or Jacewicz (AUS). If the Ref Comm breaks neutrality and goes with a UEFA referee, then there are multiple options. I personally don't see a UEFA referee in Brasil's future. Not after Staubli's performance yesterday.

    The 2019 CONMEBOL Copa America referee kits are made by Ecuadorian brand Marathon Sports. Kits Solid colored shirt with wide black trim on the neck/shoulders and down the sides of the shirt. And thin black piping around the lower part of the sleeve. Solid black shorts and socks complete the look. Pitana and his crew are wearing the yellow shirt.

But he said that the Bolivian player did make his silhouette bigger by having his hand/arm in that position. TBH, I'm still not real clear on the new handling interpretation.So I don't know.

  21. I turned on TV right now and Italian commentator has stated that Casey Reibelt was not so convincing in the early minutes of the game, missing some fouls and looking unsure. I don't trust commentators as they are mostly not referee experts, so I ask you.

    1. For the first 15-20 minutes she seemed a bit nervous. Instead of doing things "by auto-pilot", she seemed to stop for a while to think about her decisions. But I think she came back strongly and now she looks in control.

    2. Clear and obious mistake. In refereeing nowadays I say that it is acceptable if you make a mistake but it is totally unacceptable if you make a mistake and then disregard the VAR. That is totally unacceptable!

    3. Her first half was one of the worst that I've seen so far at this tournament. Mutliple missed fouls due to poor foul regocnition and no real clear disciplinary line. She demonstrated a lack of feeling for the rhytym andflow of the match. Failing to apply a few advantages. And the whole situation in the 18th minute to the 21st minute was a confusing mess. Still don't who was in her ear or what player she was supposed to talk to.

      In the 23rd minute she misses a foul committed by a Dutch player. She makes the signal that the Dutch player "won the ball". However the Dutch kicks the heel of the Cameroonian player and sweeps her of her feet. The Cameroonian player stays down as the Dutch team is moving the ball into the attacking third of the field. At which point Reibelt decides to stop the match for the injury. The Dutch players were not happy to say the least.

      In the 27th minute she misses yet another foul committed against Cameroon #7. The Dutch goes in for a tackle, but at no point makes contact with the ball. The only contact her legs make are with the legs of Cammeroon #7. It seems as if Reibelt decided that Cameroon #7 was not going to get a call in her favor. She was quicker than the Dutch defenders who resorted to fouling her in order to stop her.

      To summarize her first 45 minutes. She officiated in a manner that only succeeded in frustrating the players. As they never knew what exactly Reibelt was going call or not call.

    4. In the 70th minute I feel that she misapplied the referee being hit by the ball rule. The Dutch team IMO never has "control" or "possession" of the ball. The Dutch player is trying to clear the ball far away not make a pass to a teammate. And the ball doesn't put Cameroon in an advantageous position. Cameroon actually ended up playing the ball backwards to their defense.

    Lot of minor fouls not whistled for. Possible because to let the game flow. Result is a very fysical match and players looking for a clear line.

    1. I believe you are right. As soon as Cameroon player takes the ball, the referee clearly puts the whistle in her mouth and turns her head away from the ball to look towards the injured player. The whistle can be heard just before the ball is out of play.

    2. I agree. The Cameroonian player is clearly still in possession of the ball when Reibelt blows her whistle. Correct restart should have been a drop ball for Cameroon not a throw in for Holland. Reibelt effectively took possession of the ball away from Cameroon.

      I must say though, that the play was preceded by yet another foul committed against Cameroon #7. Reibelt insists that the Dutch player fairly wins a shoulder to shoulder charge. But the Dutch players shoulder makes contact only with the chest of the Cameroonian player.

  26. A challenging first half for Wilmar Roldan in Copa America game Venezuela - Peru.

    He is very motivated and active,excellent physical conditions and positing.His managent with the players is very firmly but always certainly.Excellent communication between assistent referees and a very active fourth offical at the benches.

    Solid foul detecion and two correct YCs given (6' VEN and 26' PER).

    The first important key match incident was in minute 5': Goal scored for Peru after a correct free kick.The goalkeeper from Venezuela and the striker from Peru were injured in the situation (classic scene:Goalkeeper comes out and doesn't catch the ball).Five minutes after the players were stable/okay,Roldan was streching his arm and was talking to the VAR.Everyone thought for a possible foul from the striker.He went to the VAR monitor and then correctly disallowed the goal after an illegal offside position.Well spotted by the VAR team!

    Only some points of improvement: His managment at standard situations is always too long.At every korner or free kick he is talking to players and pointing out who is in an offside position.After a while it is ennoying.

    His managmant of additional times was unbelievable.A five minute break for the injury + the VAR review,players were often injured (every time medical staff was at the pitch) and then only 4 MIN. additional time.This is absolutely disastrous!

    5. I've had the opportunity to speak to a few fellow local Latino referee's whom I work matches with regularly. They are all aware of and understand the passionate and physical style of play that plagues South American football. But they all concurred that what happened yesterday between Argentina and Colombia went beyond that. It was a general consensus among them that Tobar did very little to prevent the escalating level of roughness. One of my colleagues put it this way, "Tobar gave the teams and inch and they took a mile".

    Sweden 3 - 0 Thailand.

    Incorrect free kick leading to the first Swedish goal and in 16' a "crazy" advantage in Swedish penalty area (as mentioned by Gardan).

    But I would not say absolutely bad.Solid foul detecion,good body language and clear warnings in an unspectacular and fair game.One correct YC given (45' THAI).

    One short VAR process for a possible handball for Sweden but no replays were shown and the game went on.

  36. I like how this referee quickly talks to players after a more physical foul, showing that she means business. The YC on Horan was questionable, though, as her foul didn't appear reckless and it wasn't a tactical foul, as she was going for the ball. Perhaps it could have been for persistent infringement due to several small fouls by U.S. players.

  37. Was the ball still in play for foul on Pugh? Still think the fact that fouls can't be committed while ball is out of play is gap in the rules. For example, basketball has technical fouls for such situations, whereas football just ignores the fouls if ball isn't in play and it isn't misconduct.

      The restart on the play left me with some doubt though. The referee clearly instructs the USA player to play on the whistle. The USA player then proceeds to put the ball into play before the referee blows her whistle.

      My question is:
      Is the USA player guilty of "delaying the restart" by what can be considered kicking the ball away?

  39. 79: Penalty missed with no save from the GK but she is clearly as much off the line as in the Italy match but no retake. Where is the consistency?       VAR protocol says that:

      "The referee can initiate a review for an offence by the goalkeeper or kicker which DIRECTLY affects the outcome of the penalty kick and thus whether a goal is scored. If an offence is clearly identified, the necessary disciplinary action must also be taken.

      Other encroachment offences and other infringements which do not directly affect whether a goal is scored cannot be reviewed."

      I'm sure the penalty would have been retaken (VAR intervention) if the goalkeeper saved that penalty.

      The rule is clear and I hope it will be strictly applied if the goalkeeper takes an advantage from being both feet off the line at the moment of shot.

  43. Correct PK to Norway and caution to South Korean player. The Korean player wraps up her opponent and makes no attempt to play the ball.

    Correct 2nd penalty for Norway in the 49th minute. But missing yellow card. The tackle was clumsy and not ill willed. But it was ugly and could have seriously injured the Norwegian player.

  49. I strongly hope that this new rule about GK infringments will be abolished soon, it is absurd and against common sense. I'm the last person who thinks to common sense and I have a very deep respect for LOTG, I praise referee when they go by book, but this innovation is out of all logic, if you ask me. Too penalizing and impossible to apply with consistency. All saves are annulled, nonsense. Just my opinion.

    3. I agree that it seems harsh and increases the chances for the penalty taker (and I don't like that).
      However, I think, it can be applied with consistency, because it basically is a black/white decision to make, if you apply it strictly. And I prefer this to another grey zone, where it is a matter of interpretation by the referee (or the VAR), whether it was enough for a retake.
      And the goalkeepers will get used to it and obey the Law better than before, I think. At least, they only need to have one foot (not both as before) on the line now. So, on paper it's even improved for them.

  53. I'm sorry and I know that Borjas-Pastrana is a fellow CONCACAF colleague. But that's PK that she's got to call on her own. She was too passive failed to be proactive in regards to the dynamic play that was developing. She ended up in a bad position with a poor angle of the play by the time she reacted.

    3. The case of Svein Odvar Moen is an example for the current and future UEFA Referee Committee's about the dangers of "pushing" a referee too much too soon. As it can easily lead to referee "burn out". Unfortunately once a referee becomes a spent cartridge, there is no salvaging it.

  55. Turpin was wrong and Makkelie is correct. The new law is very clear. Offence by the GK means a retake when the ball is saved or missed. Directly involved counts only for players who are encroaching and then get directly involved in play.

It's already to hard to save a penalty and now to enforce this even if it's a miss and not a save makes it almost certain every penalty will be scored. Imagine someone who stutters 10 times just like Paul Pogba b4 he takes his penalty. It is close to impossible not to move from the goalie. In the same vain they should punish encroachments by attacking team as it happened today France players encroached but as they will say no direct influence

    11. In addition, i like this qoute of the LOTG very much. Found in rule 14. "The ball must be stationary on the penalty mark and the goalposts, crossbar and goal
      net must not be moving.". Especially the part about the net seems hard to enforce. A little wind in the stadium and one can't take the penaltykick because of the net? Is the referee than forced to wait? Is the AR from the other play halve or the FO forced to hold the net stil??

      I am curious which case led to the creation of this rule.

      Looking at the case of Makkelie I would say that he handled in line of the new LOTG since there is nothing mentioned about the outcome of the penalty.

  59. This might have been discussed yesterday, but what was the YC against the Nigerian keeper for during the VAR penalty review? And I know that railing against rules won't help, but the thought that many PKs will be retaken due to a keeper being off the line, many in crucial situations, something that the many referees cannot even see on the field, seems to add a strictness to the rules that seems unfair. While I'm on a rules rant, does anyone else not like how the interpretation of handling has expanded handling so much that it is now being enforced to include many incidents that are actually opposite to what the rule states, that handling must be a deliberate action. I referee in both a boys and girls league, and the boys use the FIFA interpretation of handling, whereas the girls league interprets handling as it is literally written. Needless to say, the games in the girls league flow much more smoothly, since many fewer handling calls are made and players aren't penalized for unintentional contact between their hands/arms and the ball.

    1. Even Marco Antonio Rodriguez wasn't sure of the PK (as am I). He labeled it a "grey area" type of call. He said that there were merits for a foul to be called just like there were merits for a "play on". And that because it could very well be considered a "grey area" call, VAR was never going to intervene.

  61. Very very questionable timekeeping in Scotland Argentina match. About six mins for VAR penalty and then retake (gk off line) alone, but only just over five played. Both teams unhappy with many other stoppages in the half in addition to the VAR minutes.

Was at the Argentina - Scotland game last night and have never seen an entire stadium, fans of both teams plus neutrals, erupt in boos at clueless officials after they allowed only one minute of stoppage play. Absolutely absurd with 6:15 of VARs, and not including six subs, four legitimate goals, and multiple yellows. Stoppage time is too subject to bias; futbol needs to go fixed clocks like all other sports with time stops on the field for injuries, etc. This would minimize egregious timing errors like what we saw last night.

  64. YC against Canada in 38" very close to RC, with two legged dive into back of Canadian's legs and take down. Referee went with the advantage, though the ball went to a marked Netherlands player, so free kick at the top of the Canadians' box would probably have been more advantageous.

  66. My broadcasters went to Cameroon-NZ game after Holland-Canada game, and I saw Cameron score in 95th minute to win the game. The Cameroonian player who scored (her second goal) fell to the ground in apparent tears. That is when sport transcends competition and becomes a thing of beauty. It is strange, though, that the referee called the match after the Cameroonian players celebrated for one or two minutes and didn't add extra time onto the clock.
