  4. Very good Gil Manzano so far, but for sure this penalty for handball is at least debatable... arm in my opinion in very natural position, only thing to do for player was to put his arm behind the back (not required).
    Martínez Munuera accepted the call but I don't know...

    1. It's the absolute wrong call and I would call this a clear and obvious mistake. Deflection, 0.05 seconds to react, arm can't be cut off. Absurd penalty call to decide the match and a crucial mistake IMHO.

  5. 44' I invite you to watch the excellent advantage by Gil Manzano. Top class. All referees would have whistled the foul here, he waited and then Italy had a big chance to score. It was very impressive.

    1. I haven‘t seen the full game but the 7(!) cards in first half which were mostly correct in my opinion. For me, Jaccotet is not to blame for the many cards, the game was just incredibly hot from the very beginning (Xamax from First Division lost the first game at home 0-4 and wanted to achieve a miracle what they did in the end btw) However nobody cares about Jaccottet after the match in Switzerland so the statistics look worse than it really was.

  12. (OT) CAF will have an emergency meeting on Tuesday, 4 June, following up on the extraordinary incidents from the African Champions League final between Esperance Tunis and Wydad Casablanca.

    The away team had a goal wrongly disallowed for offside in min 61', and initially it seemed like the ref Bakary Gassama refused to consult the VAR. Several reports and videos however showed that the VAR system was deliberately damaged by a Tunisian police officer and became unusable.

    Wydad refused to continue the play and Tunis were crowned champions. Interesting to see what CAF will decide in this unprecedented issue.

  14. Interesting VAR intervention, if I'm not wrong, in PSO right now during COL - NZL. The first time ever I see a VAR intervention in this context, an infringment by goalkeeper was detected and he was booked by Al Kaf.

    Claus and Guerrero who know nothing about disciplinary control still in the tournament? Maybe Martínez for quarter-final?!

    Gil Manzano who gives a penalty for nothing and kicks the host team out from the tournament.

    Al-Kaf who warns players before EVERY SINGLE corner- or free-kick and still believes it's prevention.

    Al-Kaf who knows nothing about lost time compensation.

    The current state of politically and business run refereeing is more and more disappointing for those who follows that since times when refereeing was real art.

    Before I make comment about penalty decision I would share my opinion about this referee.I read many times here in this blog many readers compare Gil Manzano and Lahoz.After I watch Gil Manzano in this tournament I can say that there is a huge difference between Gil Manzano and Lahoz (of course in favour of Lahoz)

    It doesn’t mean that you are a great referee If you have perfect physical condition.Especially If you do not know how to run,where to run..

    Penalty decision was wrong in my opinion.Arm was natural position,there is no movement towards ball so wrong whistle to punish handball.

    VAR can not intervene since there is not a clear and obvious mistake.

    3 incidents to discuss

    1-Penalty should have been given because of illegal use of arm.The ball was in play when defender hit opponent face.Difficult to see for the referee but VAR should have been intervened.Minute 40

    2-Another penalty should have been given.Clear tackle/contact not seen by the Referee even he was well positioned.Again No Intervention by VAR which was needed in my opinion

    3-During the penalty kicks Referee decided to retake penalty kick of Colombia because of infringment of NZL goalkeeper.If you ask me guys I don’t see any infringment of goalkeeper.Everything seems normal.Another question is Why No Intervention by VAR!! Unfortunetely this decision changed everything in the tournament

    3. The law is so clear now that VAR has to intervene if there is an infringement. I believe that a YC is too harsh punishment though. At least for the first such offence.

    4. Laws are clear, but they need to be interpreted properly. The behavior by the goalie was completely normal. 85% of penalties would have to be repeated. That didn’t happen during CL or the rest of the U20 WC. Consistency is key and the intervention here was NOT consistent with the application elsewhere.

  23. I want to ask if a referee gives a yellow card for an infringement by a goalkeeper during a penalty either normal penalty or penalty shootout and the goalie infringes again, will he be given a yellow card again and subsequent red card?

    1. Yes, Vinčič told the Malian goalkeeper very clearly (adaublie even on TV) that he would have to be sent off if he does it again (KSA - MLI; after the goalkeeper saved the first attempt, but got booked for infringement).

  26. Very challenging game for Oliver. Now another penalty and RC for DOGSO (deliberate handball). Correct decision.
    A few minutes ago excellent procedure by AR2, who waited before raising an offside and then a possible penalty was correctly annulled by (delayed) flag. VAR confirmed.

    If he had not handle the under 17 final years ago he would probably have been a candidate for the final

  30. Well done Massa! Another permissive referee and forced substitution of Nigerian player (injury). That was third late and reckless challenge of Senegalese player. Neither was punished with a YC.

    But hey, FIFA is happy because no cards were shown!

  31. Now an interesting situation. Massa whistled a direct free kick outside the box, but Guida called him to OFR because it was inside. After the OFR, Massa gave an indirect free kick but I don't understand why outside. It should have been inside, as VAR intervened...

    4. @josh if VAR intervenes, it must be inside, otherwise, in all the other situations, VAR should have supported referee's choice outside the box, even in case of very clear mistake... so there was for sure a mismanagement, let's say that Massa was not so alert after the OFR, he had to allowi the indirect free kick INSIDE the box.

    5. Massa should be sent home for that. It is completely unacceptable.

      The VAR is calling Massa over because he has a clear penalty, based on location. This decision is actually objective and doesn't need an OFR. So I wonder if Massa asked for the OFR.

      Regardless, for him to look at that video and change a DFK to an IFK is unacceptable. There is contact in the back of the Nigerian attacker. It is not an IFK offence and it certainly is not a CLEAR IFK offence. It would have to be "clearly wrong" as a DFK/PEN to change the decision. It wasn't. Massa called a foul and the foul was inside the penalty area. The only correct result was penalty kick.

      I cannot believe he chose to change his decision to an IFK. This 2-0 match should very likely be 1-1.

    6. Chefren how can it be an IFK if there is contact with the other player? Contact = DFK not IFK, right? So if a DFK foul happens inside the box, then it's a PK. Right?

      Correct me if I am wrong. But do so only if what you tell me is 1. Supported by The Laws of the Game and 2. Supported by actual images of the incident.

      But why is it that "certain" referee's are praised when they do this and get through their matches without showing a card. Yet when other referee's do it, they're crucified?
      Where is the logic in that?

    2. I'm completely happy with matches without cards. If they aren't needed and there are no incidents that need to be punished. At this WC, this fits POR - KOR (Zitouni) and according to the report RSA - KOR (Guerrero). However, if a referee tries to avoid cards as much as possible, even for blatant offences, then I criticize it. And in the matches I have seen from Guerrero, you could actually tell that he does not want to use cards, seemingly no matter what. This is my impression of him. If that's him or if he is following instructions etc. I can not say.

      As for your question, I can't answer it. I hopefully wrote why I criticize Guerrero's performances. I generally never condone or praise overly leniency and can't remember ever doing that.

    3. But can you truly blame him and or any other referee? If it is well known (Marciniak said it) that the FIFA Ref Comm forces these directives and instructions upon their referee's. What's a referee to do?
      Furthermore, this isn't nothing new. It's a "cancer" that started at Brasil 2014. Referee's doing anything and everything to get through the first 45 mins without cards.

    4. True, Sheriff. Refereeing at FIFA tournaments is a parody. It has nothing to do with real refereeing. Unfortunately UEFA start to introduce it into their biggest games too. However, they have the ones like Cakir, Skomina and others who can manage it without losing control.

      At this U20WC we can see referees being forced to not show cards and therefore games being played out of referees' control. The best examples at this tournament are Martínez, Claus, Guerrero and Massa yesterday. Really bad to watch.

    5. A good question. Instructions or not, the decisions are his in the end. Also, we had some who were willing not to comply (Aguilar in 2014 comes to mind, but we had others at this tournament who were way stricter).

      The trend with fewer YCs (or to move away from that: allowing infringements without punishment) is indeed a disease that has spread over the world since 2014.

      Changes little for me though: If your disciplinary control is bad, it'll be criticized. I'm willing to accept mitigating circumstances, but then there is still the question why some apparently still stick to their own ways and do not comply.

    6. As I watch Guerrero today. Sure he's missed a few cards. But the game doesn't look or feel to be "out of control" as you say. Certainly not like Brasil v Colombia (Velasco Carballo), Holland v Spain (Howard Webb), Colombia v England (Geiger) or Portugal v Holland (Valentin Ivanov).

    8. True, it isn't out of control, the players behave. But then we must discuss: What is the role of the referee? Stay in control and ensure the match ends without trouble? Or stay in control and properly follow the laws of the game, including Law 12?

      Tons of cards aren't a sign of a well refereed match. I'd personally take it over 0 cards and a multitude of missed or unpunished infringements any day, but that is just me.

      From my own limited experience (whistling and watching), the risk of things going out of control is higher when players realize they can do anything without punishment. I'm not saying the approach doesn't work.

      As for this match, I never said it was "out of control". It certainly is not, despite some angry protests at the end of the first half.

    9. Howard I am with you. I am totally a by the book Laws of the Game type of referee. A referee who understands that no amount of talking or pleading with players will have the same effect as a caution.

      My refereeing mantra is, "we (referee's) don't 'give' out cards. Players earn them and we simply apply and enforce the LoTG"

    10. Exactly. Take the foul in 90'. Is that "calm down" gesture towards the Mali player really preventing him from continuing playing like that? Use warnings, but you need to back them up sometime. Or they are just words.

    11. I agree. The "calm dowm, calm down" style of refereeing being used by most of not all referee's is pointless to me. But others on this blog will tell you that this is the "modern" and expected approach to officiating.

    2. I think a simple problem occured what the LOTG is not handling for a long time.
      As a referee you want to prevent a caution so you say the defender to move away from the ball. But you do that without forcing the attacking team to wait for the whistle.

      So the player moves away As the referee ask for, but then you can't deny a quick freekick.

      I honestly think as a referee for many years this is a real problem in the LOTG and weird that IFAB never try to solve this issue.

      So from player perspective understandable if they are furious, cause as a referee you force them not to stand in front of the ball but you let the attacking to kick it without a whistle blown.

    3. The referee was verbally and visually engaging a defender. That is supposed to be a ceremonial restart. It needed a whistle.

    4. In the US, our instructions have been very clear for a long time. If you are engaging players at a restart with words or visual instructions, the restart becomes ceremonial and needs a whistle to restart. You can't allow a quick free kick if you are talking to one of the defenders and distracting them.

      I was sure that this was worldwide guidance. It's not?

    6. I'm with Chefen. The procedure on the free was done by the book and inline with the Laws as they are written. The attacking team should not be further punished by forcing them to wait. And the defending team has zero right to request a ceremonial restart. The Mali team at no point requested 10 yards or a ceremonial restart. The quick kick concept worked perfectly on that goal. Argentina has only themselves to blame for falling asleep.

    7. The Argentinian player's were not "distracted" by the referee talking. One of their players was actually using gamesmanship to try and delay the restart.

    If we back N'Diaye for the penalty appeal in first half, his performance results more or less in a classic OKAYSH performance, with some things to be polished but nothing that important. A quite particular foul detection all match long with a special attention to aerial duels, however match was not that difficult. More to follow.

    2. 24th minute -- good flag for me. KOR#18 plays the ball, but off JPN#5. It bounces to the other defender KOR#? who sticks a leg out, but (to me) it's a very reactionary leg movement and not a deliberate play.

    4. IMO a "reactionary leg movement" has to be considered as deliberate play.

      22' is not deliberate IMO, because the ball comes from the lower back.

    5. Direction we got from FIFA instructors here was that a reactionary leg movement is just that... reactionary, and therefore NOT deliberate.

      Players are trained to react... in this case, that movement by the defender is instinctual, and if he doesn't play it, it's likely going out for a goal kick.
