  1. After an okayish performance in Poland - Columbia and an expected level in Italy - Japan a next chance for Ghorbal to show his potential.But IMO no more games for him.

    Another good appointment for Ismail Elfath in a very interesting match (Italy-candidate for the final vs.Mali-a big surprise).After solid performances in Uruguay - Norway and Portugal - Argentina he is a candidate for further appointments.

      According to our reports, this appointment seems indeed justified. For sure in any case a better referee than Mehdi Charef.

  4. An interesting situation from Italian serie B play out game Salernitana - Venezia:

    No VAR intervention, referee was supported (however, I think he had missed the incident on the pitch).
    Do you agree with this assessment? Here it is very clear that it is 100% unexpected ball (rebound on opponent's leg and then a change of direction). However, given that many penalties are whistled only looking at arm's positions, I have some doubts.
    VAR took a big responsibility here, this game was first leg for relegation.

In my opinion correct to play on.It was an unexpected ball and I can not recognize any intention.The VAR was correct not to intervene because it was a50/50 decision.Some referees would have given a penalty and some not.I think Di Paolo recognize the incident because he had a clear view of the handball sizuation.Yes,he was a bit far away but the professional referees know how it is to decide from a distance.

    2. It depends on wether the referee saw the incident or not. If yes, no intervention is correct. If no, OFR should be made as it would be a "missed incident". But we will probably never know wether he saw it or not.

    3. I don't think the U17 final would/should be a problem for Oliver. It's like refereeing the EL final and then some years later the CL final.
      But there might be other reasons againts him, e.g. an UEFA team in the final, or COL-SEN as final (which he had in GS). Or just someone else, who deserves it even more in FIFA's opinion.

      But chefren I don't think that the FIFA u17 WC will be his difficulties for his appointment in FIFA u20 WC ...

      Instead it will be useful for him...
      So the FIFA referring body might think he has the experience of a FIFA final match...

      Well I must say that it is difficult to manage everything as we made for Under 20 World Cup. You can perhaps imagine the big efforts from all people behind and also our work.   11. COLOMBIA vs UKRAINE: quite refreshing to see a referee who actually shows cards when they're needed in a FIFA tournament. 5 YC shown by Mustapha Ghorbal in the first half and all of them fully correct (2x reckless fouls, 1 unsporting behaviour, 1 illegal use of arms and 1 dissent).
    If anyone else is watching, a question: after the 0-1 for Ukraine, did Ghorbal give a YC for DOGSO (after advantage) to the Colombian defender? At one point, Ghorbal had the yellow out but nothing has been shown by the broadcaster and FIFA.com neither mention a YC at that minute. If he's given it, then it is a very good decision!

    In minute 34, Ukraine wanted a penalty for a slight holding, but that definitely wasn't enough and Ghorbal decided to play-on. After a silent check, VAR supported that decision.

    IMO a pleasant first half by the Algerian referee in this first half, hopefully he can keep this shape now in the second half!

    1. Second half review: calm and players were interested in playing football. Ghorbal prepared the turf quite well for the second half with his disciplinary action in the first, and he remained consistent: two YC awarded (1 foul, 1x time-wasting).

      In minute 85, there was an OFR for a SFP incident, which ended in a correct RC after VAR review. Excellent spot by Soares Dias here, Ghorbal missed the incident as he followed the direction of the ball.

      Mustapha Ghorbal should be very satisfied of his performance in this quarterfinal and I think he's one of the referees who should be considered for one of the final matches. Well done!

    3. By seeing the highlight video, I am not convinced about the SFP. The player clearly gets the ball first and then only makes contact with the foot, not higher.
      Are there pictures, which show more?

    5. Seems like the referee was shown only 1 camera. Probably there weren't more (although that would be strange as the ball was there). It wasn't a good camera to make a decision from but. But IMO, although he played the ball first, it was SFP as he did it with totally straight feet.

      @Stake: Rewatching the DOGSO scene/goal, he has the card out indeed. FIFA documents don't list a booking at this point though and they are as official as we're gonna get. Maybe he decided otherwise or simply used the card to write down the goal?

  12. Rough twenty minutes in ITA - MLI. First a clumsy challenge by MLI #14 that got harder than intended as the player slipped. YC by Elfath (also an exaggerated "calm down" gesture... is this mandatory according to FIFA?).

    Now a fully correct RC for SP for MLI #6. Horrible tackle right in front of the referee, who immediately sent him off.

  13. Two very harsh fouls by Mali players. The first one by Sissoko was YC, as it was not intentional.
    On the second one by Diakhite RC was the only possible choice. Both correct decisions by Elfath!

  14. Mali player might have got the ball first but looked like he clipped the Italy player badly on back of leg after, so contact could have been called a foul.

  18. Now another penalty to Mali, this time fully correct. I didn't watch full game but I think Elfath in this WC has shown some good skills.
    Fully entitled to be in fight with Marrufo on the road to Qatar 2022, USA have very often two referees at WC this time it can be the same.

  19. Last corner kick of the game - after the missed penalty, one has the impression that VAR informed referee. That would be absolutely forbidden! All were ready for a goal kick then referee changed suddenly idea after some replays shown... but of course we can't know who informed him.

    Goal correctly upheld after VAR review for possible offside. Very super tight play. With a few camera angles that were inconclusive. But a single camera angle finally showed that the Ecuador player was just level with the line of the ball.

    Other than the keeper now only being required to have 1 foot on the goal line at the time the ball is kicked. Are there any other changes that IFAB made in regards to penalty kick procedure for 2019/2020?

    I am hearing about a certain specific change from fellow referee's. But it's a change that I haven't seen written about elsewhere.

      The player taking the penalty kick must kick the ball forward; backheeling is permitted provided the ball moves forward.

      When the ball is kicked, the defending goalkeeper must have at least part of one foot touching, or in line with, the goal line.

  23. Interesting PK change. Seems rather strict so might be uproar if enforced according to letter of the law, as if police officer starts pulling people over for doing 101 kmph in a 100 kmph zone. One referee partner told me in a pre-game, "I give the keeper that first step off the line but not the second." I think that is a fair approach. Also, giving the keeper a step off of the line gives them a better opportunity to make the save, thus making the game more dramatic for the fans, so I personally hope IFAB rescinds the update.

    1. To your knowledge, have any other changes been made? I've had a few referee's tell me about a change that I haven't read about anywhere.

      The change they talk about is for a PK taken during the match. What they say is that the "new rule" is that when a PK is taken during the match. If the keeper blocks the kick and the ball rebounds back into play. Or if the ball strikes the crossbar or post. The referee stops play and awards a goal kick. Thus removing the possibility of attacking players charging a rebounded ball.

      Is there any truth to this?

    2. No. That's in the Play Fair proposals, but wasn't put onto the table this year.

      Apparently the referees you've spoken to that are saying this took all of their news about the Law changes from the Daily Mail.

  24. Also, yes seemed like correct no offside call on goal and VAR look. Television replays sometimes have a line going across the screen to help judge offside positions, and I find that it is very hard to tell the positions without that line, as the camera angle can play tricks on one's eyes.

I haven't heard any changes, but that would seem to be a revolutionary change and rather strange, as both defensive players and attacking players have an equal opportunity to get a PK rebound off the keeper or post, though of course the shooter has the advantage for a rebound off the keeper since the keeper is usually on the ground after a save/attempted save.

  27. Sounds good. Did you see that drop ball? The referee pushed an Ecuadorian player back and gave the U.S. player free reign near the Ecuadorian penalty box. Strangest thing I've ever seen.

    1. He was struck by the ball taking away and attacking opportunity for the USA. He correctly manufactured the outcome of the drop ball. Ensuring that the USA regained possession of the ball in the area of the field where they had initially lost the ball.

  31. South Korea - Senegal: penalty after VAR OFR for handball and then now the same penalty to be repeated due to keeper's infringment (he had saved the goal), another VAR intervention. Very strict application of LotG. Let's hope that there will be consistency in all competitions about that, otherwise it doesn't make sense.

  34. VAR correctly assists and helps Korea move on to the Semi Finals. This GK encroachment intervention by VAR is setting a precedence. As Chefren said previously, hopefully it continues to be done in this manner.
