  1. Very interesting appointment for Brisard with Uilenberg. Maybe an EL debut this season after a good performance in Athens. Harvey with Hamer is also a good appointment for the Irish. Nijhuis in a undecided game also in Athens.

Davanovic and Tohver in already decided games. That's disappointing for them

    1. Most likely the appointments where already made before the first legs. So getting decided games is bad luck, but should not have any meaning.

    2. Indeed, appointments are made after the round is completed, for both legs of next round.

    1. Marco Fritz was appointed for this game but he was removed. Waiting for replacement.

    2. Interesting with Fritz: It is reported that he failed the fitness test for Bundesliga and has not been appointed yet domestically. However he did a match in CL qualification 2nd round after that test (so maybe he passed some UEFA test?).
Furthermore it is reported that he passed the second attempt for the Bundesliga fitness test last Thursday, so should be available again.
The obvious replacement would be Dingert, who did not have any UEFA match in this season - but seems to be fit according to domestic appointments.

    3. Massa had a CL match last week as well.

Also, Tohver seems to be a replacement since he had an EL match last week as well.

  3. Nice to see U-17 referees in this stage!

  4. 92 matches on this round and only 1 Greek referee. Great............

    1. I don't see the big surprise in this circumstance: Current round officials are selected out of the first and second group - the only referee from Greece who could have been appointed apart from Papapétrou would have been Kominis who already handled two matches in previous stages. Sidiropoulos will be retained for upcoming matches and the other four referees from Greece are ranked in category 3.

      Delete
    2. Papapetrou will handle his first match where Kominis did only two. Other refs from category 2 have handled 2 or 3 matches. I think since Hugh Dallas left from Greece with not a very good way greek refs have been receiving very little attention of the committee. Pereira obviously has contributed to this by making ambiguous decisions and showing favouritism to specific refs. It is sad as I believe that greek refs are of good quality. They lack experience and good support. One last thing about Pereira... Greece should have had a ref in the women's world cup.. Mitsi was on the shortlist and one of the grand names to be present in France. Pereira took her off the list knowing that..Inexplicable decision...A very educated young talented ref who lives abroad and had reached the top in Europe was not good enough for the taste of mr pereira. To conclude I believe that mr pereira should go as soon as possible.

    3. @Peter

I am refering to the overall situation of Greek referees. The current policy in Greece certainly doesn't help the FIFA refs. So if we continue to nominate 36 y.o. and over for the FIFA list, the result will be that.

      @john stav

I agree with your comment 100%. Pereira should go (even though the Mitsi case isn't his fault). The trio of foreigners on the ref committee have totally failed. Only Marin is said to watch some matches and form an opinion about a few referees. Plus they have admitted that they can't read the observer's reports since they are written in Greek.

But we should be fair. Most of the decisions that Pereira took are not his. There is someone else who makes these decisions.

      Delete
    4. whose fault was Mitsi's case? She was a very good young ref who disappeared suddenly and without any explanation from anyone. I do agree with you on your comment about age. Can you see any young talent that can soon become a new'vassaras' in greek refereeing? I personally like Diamantopoulos and his style. Papapetrou also deserves more chances in Europe. He is a good ref but inexperienced.

    5. Mitsi was removed from the FIFA List on October 2017. Melo Pereira had only 3 months as Head of Refereeing and didn't know almost all the referees. So the decision was taken by the 2 Greek members of the Ref Committee Tritsonis and Koukoulakis. As for the reasons? Uknown.

IMO, the next candidates for FIFA should be Fotias and Manouchos (both 1989 born). But they should get more matches this year to get the required experience.

      Delete
    6. Fotias is an educated fellow with good potential. Could you find out from your sources why Mitsi was taken off the lists. It is very inexplicable to me. Also, does Vassaras have any role in greek refereeing? I think him and Bikas have been the best heads in the last 20 years.

      Delete
    7. Mitsi was probably removed since she had filed a complaint against HFF for sex discrimination (the complaint even reached UEFA). Back in 2014 she was removed from the FL list (2nd league) because, as it is said, she failed the fitness and LOTG test.

Obviously Tritsonis and Koukoulakis wanted to open a spot on the FIFA list in order to include some other female referee.

About Vassaras. He is Head of Refereeing in Romania. Just that. No role within the HFF. He and Bikas were indeed the best Head of Refereeing since 2000.

    8. A small update.

Newly promoted Super League referee Maloutas failed the fitness test which was held today. 2 more referees appeared injured (Gortzilas and Kotsanis).

They will all have a 2nd chance even though, according to regulations, any referee who has failed the fitness test can't have a 2nd chance.

  6. The premier league do not follow VAR procedure. It was expected tho. Today a goal was disallowed for handball but Andre marriner didn't use the pitch side monitor if I am not mistaken but used the word of his VAR

    ReplyDelete
    Replies
    1. If true, something should be done against this procedure, somebody should intervene. The first important thing in VAR application all over the world is of course the respect of protocol. If English FA wants to do as they want, this is unacceptable, sorry...

      Delete
    2. But since all handballs in the build up to a goal are punishable, isn’t this now a black/white (objective) decision? It either touched the hand or not.

      Delete
    3. I get your point but the rule or protocol doesn't classify that as an objective decision hence the review needed. Only objective decision is offside and if a foul occurred in or out of the penalty area

      Delete
    4. As far as I know the FA/PL have made no secret about that this is how they are going to do it. Things have been handled this way in the test trials in the FA cup (e.g. overturned RC against Baily without OFR in Wolves-MU last season).

So I would not expect anything to be done to stop this. If FIFA/IFAB would have the incentive to so, this would have happened before the start of VAR in the PL.

The IFAB VAR protocol does not state that the referee has to do an OFR for any kind of offence, as far as I know it only uses the word "should". Hence I don't think this is actually a breach of protocol

  8. A few key incidents and quick reports from the past days

AUSTRIA WIEN - APOLLON LIMASSOL, Massimiliano Irrati, 8. August
    (+) 12’ penalty Apollon, handball
(-) 35’ missed penalty Austria, pushing
    (+) 39’ penalty Austria, handball
    (+) 68’ no penalty Austria
    (+) 90’ 2nd YC Austria #30

General comment: one crucial mistake, good consistency regarding handball, good presence and personality

AS MONACO - OLYMPIQUE LYONNAIS, Ruddy Buquet, 9. August
(+) 30’ RC Monaco #4 after OFR, violent conduct (see video below)
(+) 33’ YC Lyon #8, reckless challenge - very wise card as tension was rising
    (+) 64’ YC Lyon #14, simulation

    https://streamable.com/ds5a8 —> OFR + RC

General comment: solid refereeing and wise management of crucial situations, remarkable courage to take brave decisions.
Maybe an earlier card opening might have avoided the raising tension that led to the RC.

TOTTENHAM - ASTON VILLA, Chris Kavanagh, 10. August
(+) 61’ no penalty (handball, close to the body + not increasing body surface), silent check
(+) 87’ YC Tottenham #11 time wasting (not leaving the field from the closest point)

General comment: clear missed holding in the 1st half (bad view and position), slightly questionable foul detection throughout the game. A referee that still needs to refine his soft skills. Distant but calm approach towards players. He understood that a lenient approach would work fine for the game.

MONTPELLIER - RENNES, Willy Delajod, 10. August
(+) 60’ acceptable penalty to Montpellier, holding
(+) 69’ RC to Rennes #20 after OFR, violent conduct

General comment: missed RC on live perception despite good positioning, excellent communication and player management. Excellent calm RC procedure with a small talk to the player and his captain (see video below).

    https://streamable.com/aaenq —> OFR + RC

MANCHESTER UNITED - CHELSEA, Anthony Taylor, 11. August

(+) 17’ penalty Man Utd, tripping

General comment: correct penalty decision and good disciplinary control. A few fouls missed. Overall solid performance with very little dissent by players

  9. Regarding VAR in England:

Video Assistant Refereeing presents the biggest threat ever to the Premier League Ltd. ever, at least from my view. What should never be forgotten when considering top level officiating in my country - it is essentially run by Premier League itself, and controlling it is seen as CRUCIAL to maximising profitability; Scudamore even said that himself to the referees.

Sth that I found fascinating: you can view financial returns for PGMOL Ltd. - synthetic organisation created so that Premier League executives could control the way that matches are officiated - in the link below.

    https://docdro.id/vxJW76H

This week, VAR Project leader Neil Swarbrick during a television programme analysed a tackle which he said PGMOL evaluated as a Red Card, but when the referee gave a Yellow Card, VAR would not intervene because it was a 'clear and obvious error'. At least they are honest about their destructive relativism.

But besides that relativisation - maybe you guessed that became my favourite word in recent times - there is a bigger reason that can explain the format of England's VARs - comercial pragmatism.

The 'cut-and-thrust' of the matter is that the imperative, most important feature of VAR in Premier League is not to each time reach the correct decisions, but to be quick. To disrupt the flow of matches could be absolutely catastrophic for profits, so the emphasis of the system is based around it's rapidity rather than accuracy; this is why On-Field Reviews will be used extremely sparingly - PGMOL said that in 18/19 only one incident would have referred the referee to the RRA.

VAR project here should further highlight that as long as you stay in the background and allow a flowing football match, making crucial mistakes is more-or-less superfluous.

So when you watch without explanations why VAR does not intervene on this or that situation this season, be reminded that the apparent inadequacy of VAR teams is better understood against the background of executives having preserved their profits - the referees used just as a means for that.

But of course, such 'big-picture' refereeing is the future!

    1. One OFR in the whole season?! I hope that won't be true. Sounds unbelievable and ridiculous.

      Delete
    2. A source told me that if VAR was used in 2018-19 season, only one OFR would have been called (for an off-the-ball incident). Essentially, it is an extreme missed incident principle - with the emphasis only for it to be used only in extremis.

It is rather pseudo-VAR to be honest.

    3. From the first premier league weekend of the season, 3 decisions were changed by VAR with one being an offside decision, one being encroachment on a penalty kick and the other a non-deliberate handball that led to a goal. The handball decision in Leicester Wolves that disallowed the goal is the one that has caused discussion on here because no OFR was given. In UEFA and FIFA competitions I think an OFR would have been given however I think an OFR wasn't given because any referee in the world knowing the new laws of the game would have disallowed the goal which was clear and obvious for anybody watching the replay. This is probably why an OFR wasn't taken as I think the Premier League saw this kind of incident as black or white so would have been a waste of time for Marriner to review the incident himself as any referee knowing the new laws of the game would have had to disallow the goal. However, one OFR last season seems shocking but obviously we don't know how many trial games they done last season, and I do expect a lot more OFR's this season in order to please the protocol set in place by UEFA and FIFA

  17. LaLiga appointments for MD1 should be published today if the trend from last season continues. However, there is a big dispute regarding match days and times between RFEF and LaLiga (the former does not want matches to be played on Fridays nor Mondays, and they say they have the right to ban that, whilst the latter wants to play all four days and says that it is their right to determine the timings of the matches. At the moment, court has ruled that matches might be played on Friday but not on Monday as a temporary measure while they make a full statement of the case) that might delay the public release.

    1. I totally disagree. He missed crystal clear YC for elbowing for Scekic (PAR) in first half. Malatia player was bleeding. It was rather orange card. The problem is that same player at the beginning of the second half got YC, and that would be his second. Also, there was very suspicious situation in partizan PK area - probably punishable handball. Stretched arms during cross. Furthermore, he missed several clear fouls and gave some phantom fouls. At least one offside was missed. So I don't think this was good performance.

    1. 11': Not clear, but rather a legal usage of the body fighting for the ball (Lewandowski's fault that he runs with this head first ;) ). If foul, borderline between SPA and DOGSO
38': Ordinary collision and I don't see any contact with the arm
44': 50-50 decision. There is a push, but Coman seems to fall anyway and partly deliberately
57': VAR intervention correct due to missed incident. Penalty also correct, although maybe not 100% clear and obvious.
