  1. So, after expecting him in Round of 16, we see István Kovács now.
    Easy to say, excellent appointment for the Romanian, we can't know whether this was already planned or not, because there were strong sensations, as said, that he could have handled a game in the previous round. Now, with Hategan out (waiting for him back, hopefully!) this appointment can be considered as even more expected (but not totally expected, if you ask me).
    In the other game we have Gil Manzano: the path of the Spanish is very interesting, we mostly discuss only about the "duel" Del Cerro - Mateu, but there is a third candidate, doing quite well so far.
    All in all, wise choices by committee, in this way they have kept big names for upcoming assignments and something like that was expected because otherwise no options at all.

    2. I think we could see Orsato in London, because it is possible he has a game. Also, I see that Irrati is AVAR in Manchester on Tuesday, very strange for him, this can be because today he will officiate Juventus - Inter, so in case of mistakes he must be kept away from spotlights, but I also think that both him and one between Di Bello and Valeri could go to London on Wednesday for the other game with Orsato referee.
      About Villarreal - Bayern, it should be finally time for Taylor, at least in this game...

    3. The direct explanation for Kovacs is, that he replaces Hategan - and possibly was swapped with the referee for Chelsea-Real, maybe because UEFA considers the latter the even bigger game.
      However still a bit strange then, that he was originally planned for no CL KO match, but now is considered ready for such a big appointment.

      Regarding Gil Manzano, UEFA came to the same conclusions like many of us. Only possibility for a Spanish referee and the other two had one of the teams in R16. I agree, that the Spanish WC race seems quite open. Let's see, whether there will be a place for one of them in the SFs.

      Orsato in Chelsea seems logical given your arguments, however it would still mean, that he repeats Real after R16. So I am not completely convinced about that.

    4. BTW with today's appointments, it is clear, that (at least) one of Makkelie, Marciniak, Orsato, Siebert, Taylor, Turpin and Vincic won't get a QF. So either saved for a SF or surprisingly left out from the further competition.

    6. Two very good appointments for QF 1st legs. Kovács was most likely a replacement for Haţegan plus a reshuffle due to Committee believing Chelsea-Real Madrid was bigger tie. Kovács inclusion in the UCL shows the belief the Committee has in him and possibly a UEL Final appointment shortlisting.

      As for Gil Manzano, there is definitely a three-way race for Spanish WC selection between him, Del Cerro, and Lahoz. We might see a Spanish third team in the UCL SF.

    2. I think Rapallini and Tello are both very good and both would deserve a spot. As for Brazil, I prefer old-fashioned Sampaio over modern Claus to be honest.

    3. I thought Sampaio was very good in the Arab Cup, particularly the QF derby Morocco-Algeria. He would be a great choice for difficult matches, IMO better than Claus. I hope he is selected.

    5. Sampaio deserves a place in the WC. Already in the previous World Cup he was a worthy competitor of Ricci. As for the Argentines, both are very good. Argentina has four excellent referees, IMO: Tello, Rapallini, Pitana and Loustau

    1. I am not too convinced about the VAR intervention for the penalty.
      Yes, the defender steps on the foot, but the attacker also moves towards the defender with his leg, the contact is not very strong and the attacker falls unnaturally.
      Surely acceptable to award the penalty, but I don't think it is a clear and obvious situation.

    2. Indeed I agree with you Philipp, and this choice of making an OFR is based on who is VAR (Mazzoleni). It is not the first time that he calls for not clear situations, differently from other VARs.
      The same Irrati would have never called an OFR for that penalty. This problem with VAR discretion in Italy has never been solved in the years, with Rizzoli before and Rocchi now as head of serie A. Each VAR has always had his own style in regard to calls, especially penalties and red cards for SFP, you can bet on what will happen in a game, based on the name in charge. I know it is impossible to find consistency, but looking at the outcome year after year, I rather say that there was never a guideline by committee, otherwise we would have had more attention to some incidents. As another example, we have another VAR, Aureliano, who makes callls for every SFP, differently from other colleagues, today if in charge of this Juventus - Inter, he would have intervened for the first YC of the game (Lautaro)...
      Having said that, I have to disagree with Anonymous, a first half that looked to be a nightmare for Irrati, he couldn't carry any control on the game, there was a big intensity, at least three possible red cards (two second yellow cards and one straight red), troubles in acceptance, struggling for every decision. After the penalty a wrong whistle, saved by VAR who called for an encroachment during the penalty and it was repeated for this reason. A bit better in the second half, but still you can't talk about a positive performance.

    4. Very tough match for Irrati, who interestingly 2nd matchday in a row is handling big derby, remember last matchday he was in charge of Rome derby.

      Penalty hard to spot, however soft may be, good decision is to award it and then to retake it.

      Tough game with his average performance, if Mateu was in charge of this match we would be witnessing spectacle.

      1st half he was having trouble dealing with players like Barella, Cuadrado, Chiellini, Brozovic and so on, but all started in 2nd minute practicly with Lautaro yellow card.

      I have to praise him cause he had good 2nd half, bounced back and let the game and led her to end without crucial mistakes.

      About Barella, I am surprised how tolerant are Italian refs toewrds him, I mean he is protesting every call, always trying to get ref to show cards to the opponets and where the scandal is, he is there.
      I mean the league and refs have to do better job and start punishing some of his actions.

  7. How can Sánchez Martinez be considered an elite referee? Whenever games are becoming a bit tensed he’s losing it and he escalating rather than deescalating with his nervous and aggressive behavior.

  8. And the favoring of Italian referees continues. Di Bello the fourth official, but why? What is the explanation for this? Please don't tell me it's because VAR is Italian, because it doesn't justify anything. Marian Barbu, Marcel Birsan, Andrei Chivulete, Horatiu Fesnic and Radu Petrescu. Are these Romanian international referees all busy with European matches? I doubt it very much. Another favor from Father Rossetti.

  10. I'm shocked with this penalty in my country. Referee Vítor Ferreira (FIFA) didn't give penalty but Rui Oliveira (Portuguese Especializad VAR) called for an OFR. I don't even know what to say. Please help me with this.

    1. Imo, huge mistake by VAR. And in 99% of cases the referee feels the presure and change his decision, even if sometimes he is right. The angles were not the best but the last replay, 1:25 convinced me that it was a simulation.

    2. My view is this: the replays show a clear trip by the goalkeeper, that causes the attacker to lose his balance and stumble. This is a clear foul in my opinion. The attacker should have stayed on his feet, but the reality is that if he doesn't go down, 99% of professional referees wouldn't give him the call there, and the VAR wouldn't intervene.

      They got the decision correct after OFR, but these problems could be avoided if referees weren't so scared to give penalties on plays where the attacker does the honest thing and stays on his feet.

    3. Interesting opinion. Where exactly do you see the contact? During the video I have always felt that it might be or it might not be contact and nonone could say clear because of the poor angles. But the last replay, that gave me the clear view of a simulation. I would like to hear more opinions regarding this moment, maybe I am wrong.

    4. If the referee whistles a PK, VAR would not overturn the decision because there is a very light contact. If the ref whistles no PK, I very much doubt this is VAR-stuff...

      Honestly, attacker is doing everything perfect and this is never a contact that should cause a fall. An un-natural fall IMO. If attacker stays on his feet, he could have scored easily. I always wonder why attackers have to fall in situations like this. Is it culture kind of thing? In England, this would've been a 100% field goal. To protect the game, my preference is no PK.

    5. From the video replay it's less than obvious the touch of the goalkeeper which could provide lack of balance and the following fall. In my opinion the touch is so light that the attacker could have the possibility to stand up. At normal speed I fully agree with the referee; no penalty and simulation. Even if Rui Oliveira has asked for an OFR, Vitor Ferreira should have stayed on his decision

    7. IMO this is a good intervention by VAR. I'm quite sure that the VAR had better image quality than this video at his disposal and was able to judge that there was a clear trip. The second last replay was not shown long enough (but I think it is the best angle to judge) and the last replay is hard to judge because of bad picture quality and no zoom.

      The contact is absolutely minor and the fall by the attacker cannot be explained with the slight trip.
      Wrong VAR intervention (and also wrong PK call in general, i. e. on the field) for me.

  11. This play is the best example of what is wrong with the protocols of VAR. The referee had an EXCELLENT view of the play. WHY? Because he was fit and positioned himself WELL. His VIEW of the contact was CLEAR. There was ABSOLUTELY no need for a SECOND ITOOTR. If you allow VAR to interject itself in situations where the referee has put himself in a CLEAR view. then our beautiful game will have robotic eunuchs pretending as officials. Shame on the referee for not staying with his original decision.

  13. Interesting SPA vs DOGSO situation last Sunday in Barcelona-Sevilla (referee José María Sánchez Martínez, VAR José Luis González González)

    Outcome was YC for Pique (SPA) + 2 YCs for Sevilla players for dissent/mobbing and assistant coach of Sevilla sent off.

    1. Good performance, not much to report. Correct no PKs in 13' and 40'. I particularly liked that in 38' the AR2 raised the flag for a clear offside ( at least 2 meters) even though ATM's player remained 1vs1 with City's GK. Very good for the spirit of the game. Easy game so far.

    2. Agreed! Two Man.City's penalty appeals rightly waved away in 13' and 40'. Apart from that, only few incidents happened. One could have issued a YC to De Bruyne for SPA in 34' but it was not mandatory (having in mind (correct) no card to Kondogbia for late challenge in 7', it was optimal to save the munition).

      Mentoring tip: talking to some MCI players after simulation / exaggerated falls (Sterling - 13', De Bruyne - 40', Bernardo Silva - 43') would give Kovács even more control. It could be done with some delay after confirmation from VAR.

  16. MCI - ATM looks like a very tight game. Kovacs doing well so far, not really challenged. I like his relaxed attitude, some good play-on decisions. Maybe some small issues regarding positioning?

    I wonder who gets the return game in Madrid. The difficulty of that game will be a lot bigger. Expect a hot atmosphere in Madrid and much more pressure on the referee…

    1. Also, during the incident in which Grealish had a ball kicked at him on the ground, Guardiola entered the field and put his hands on multiple opponents in a physical / aggressive manner. He must be sent off for this.

      I think Kovacs had a good game overall but I’m disappointed in the leniency towards both managers in these situations, especially by the fourth official and AR1.

  25. I only watched the second half, but I had the impression that Kovács was well aware that the match was of significant importance, not only for the teams but also for himself. He knew that he had to deliver and that the match could be a chance to go to Qatar (indeed also due to Hategan's health condition – best wishes for recovery!). In my view he did quite well, trying to act preventively if possible, being on the scene quickly and entering the penalty area to be close.

  26. Idk if Laporte actually headbutted Cunha but I can't understand why did he book Ederson, Kovács clearly asked to his AR who was the 'culprit' (he missed it because he was on the process of booking Vrsaljko for the stamp on Grealish) and Laporte got away with it...

    3. Well, it's actually the typical spanish football drama. He's accused of that because he told Enes Unal at the mid time that "he owed him one". Without context, yes, one might think that he didn't follow the LotG purposefully to benefit Unal. Truth is that there was a confrontation around the 40th minute. Unal was involved in the confrontation twice, the last one while Mateu Lahoz was calling him loudly. He was booked as the other 3 players involved. Are there arguments to send him off? Yes. Is it a mandatory situation? No. Is it the expected outcome of the situation? No. So on a tactical level, the decision was fully correct. However, he was caught by the cameras saying those words, which were related to that incident and that were clearly an attempt by the referee to calm the player down for the second half... and it worked.

      There was also a penalty for Getafe that meant the 2nd YC for one of the Mallorca players involved in the confrontation for, allegedly, blocking a shot on goal (no DOGSO, though) with the right arm, which was in an unnatural position. However, none of the replays I watched (though I missed one) showed a clear contact with the right arm, but rather it seemed with the left, which was stuck to the body. The penalty was given after an OFR, though, so in case of a mistake, it is both a mistake by Estrada Fernández and Mateu Lahoz, so I guess they have a very conclusive replay.

    1. +1. Overall good from Kovacs, even if the game could've been more challenging.

      A couple of minor mistakes such as missed YC for Laporte at the end (Ederson was booked instead). Perhaps, as has been mentioned, a more serious word with the managers was technically necessary.

      However, I think no one will talk about his performance in a way that impacted the result so he can be happy.

  28. Good game for Gil Manzano, will have done future chances no harm with that. Let the game flow well by not whistling small contacts, like most UEFA officials at the moment. Two fairly clear cautions issued for SPA, and looked at no point like losing control, although it was a fairly easy game to officiate, no overly challenging moments.
    The only slight point of contention was a possible penalty around 70', but based on the few replays shown it would have been very soft; no penalty the preferable call

  29. Bad performance from Gil Manzano. Missed a clear YC for Kannoté early in the gane, I think he himself was aware that he blundered in that incident and the got absolutely lost in his twisted criterior. Missed a penalty for foul on Rafa Silva by Van Dijk. Exactly the same infraction commited by Kannoté on Rafa Silva. Kannote blocked Rafa by puuting his arm on Rafa's neck. Van Dijk blocked Darwin by outstretching his arm into Darwin's chest. It was quite blatatnt.

    On top of one crucial mistake, very inconsistent foul selection. Big disappointment. Not a trustable official for high-level clashes as one could imagine.

    3. Chigazie, I'm not a Benfica crazy fan by any means. I just noticed Gil Manzano got totally lost when he overlooked a blatant foul from Konaté on Rafa Silva early in the game. Plus, missed YC. From that incident on he tried to make the case he was letting the game flow. But one thing is to let the game flow, another thing is to miss a foul from a player who stretches out his arm when he realizes the opponent will surpass him.

      Same thing for Van Dijk, in this case missed PK, crucial mistake. Van Dijk stopped Darwin by brazenly outstretching his arm into Darwin's chest. If you don´t understand this, please review the laws of the game.

      Gil Manzano failed the test.

  33. I'm really struggling to complete the puzzle for next week. :)

    Hereby the names that we haven't seen in the 1st leg:
    -Orsato
    -Siebert
    -Vinčič >> AR has a match on Sunday, only possible on Wednesday(?)
    -Makkelie >> has a match on Sunday; possible on Wednesday
    -Mateu Lahoz / DCG >> in that case, they will repeat a team in R16)
    -Do I forget someone...?

    Especially the Bayern game on Tuesday is a tough one to predict. Siebert and the Spanish refs are out. Makkelie not possible. If Vincic and his team are indeed not possible on Tuesday, who else to expect? Orsato? Tbh I'd expect him on a bigger tie.

    I don't completely rule out Marciniak for a 2nd leg QF CL either...

    In my opinion not enough for a penalty and rather correct decision by Gil Manzano to play on. However, penalty wouldn't have been wrong and it was a very risky action by defender. I can understand the point of view, but penalty should have been whistled directly by Gil Manzano, no VAR stuff. The situation occurred in the worst possible timing, when a goal could have meant the equalizer, 2-2, so I understand why this is more discussed. I think he will be supported by observer, though.

    1. Remember that UEFA threw out Turpin's penalty call in RUSDEN and assessed Orsato's 41' play on in SWEUKR as "correct". For me, it is isolatedly/didactically quite a clear impeding action and therefore penalty (SPA vs. DOGSO?) to be given.

      However to reiterate what I wrote in my comment, only an 'idiot' would do the same in UEFA's CL QF, after the guidelines at the winter course, Rosetti's public war on "soft penalties", etcetera.

  35. I didn’t watch Jesús Gil Manzano’s Benfica vs. Liverpool game last night, but I did go and find the two situations mentioned by the anonymous user concerning this match:

    On a purely didactic level, quite a clear case of impeding the progress of an opponent and freekick to be given; we could even call this a potential DOGSO scene (though, not IMO). However, I think the general football expectation nowadays is to accept this as normal physical play(?). Furthermore, UEFA ordered their referees be (excessively) extreme in ignoring such offences, see a much more blatant case than this at 5’ in R. Madrid vs. Paris.

    We can compare this scene to Turpin’s penalty in RUSDEN; (hypothetically) defended by Mikael, strongly criticised by football public for too soft, deemed incorrect + sound non-intervention by UEFA. Only an ‘idiot’ would award a penalty here in this game, to be blunt.

    I can’t comment on the rest of the game, but to state that Gil Manzano’s performance should be rejected based on these two scenes is quite wrong IMO, and to suggest that UEFA might, for implementing their vision on the game, is absolute lunacy.

    Whether the Spaniard struggled to successfully MtG in implementing the guidelines (correctly for UEFA at 3’) is another question though, and it would be interesting to hear from somebody else who watched the game in full (Euro Soccer Ref?).

    2. @ Mikael W, actually I think it is impossible to evaluate the performance of Gil Manzano in this particular game because actually it was quite fair - 19 fouls in total, which I think is pretty low for a CL QF. There were although 2 or 3 moments of sharper collisions where his body language was actually quite good - he sprinted decisively towards the players and prevented any possible escalation. IMO - an expected level of performance in an easy/normal game difficulty.

    3. Mikael, I don't mean to attack you, but what I find "idiot" is to say that "only an idiot would award" that penalty. You can argue that it is too soft, but Van Dijk cannot do what he did and it was quite blatant by the way. The point is that a PK could have been perfectly awarded. No one would deem it as "scandalous" by any means.

    1. So it wasn't just me who noticed that in the last ten-ish years then :DDD.

      Unknown - I write this as an observation(!), not a criticism: you seem very keen to talk about and direct the conversation to all manner of 'uncontroversial' topics (especially appointment predictions, admittedly not my favourite pastime), while at the same time, unequivocally praising every-single-element of UEFA's current track.

      To be 100% clear before someone attacks me, everyone is free to make up their own view about x, y and z (of course!!), but such unequivocal praise (the same as completely unequivocal criticism), reads a bit jarringly, at least from my perspective. I would respectfully suggest in reply - maybe Gil Manzano's well-renowned physical condition is not the most interesting element of this clip(s). :)

      My apologies, I often skip from one subject to another (like women usually do ;). I understand your feedback and I don't feel attacked at all. To be frank, refereeing is one of my interests however my knowledge of the LOTG (and application) is not as big as some of the others here, like you/Chefren/ESR, therefore I don’t feel comfortable enough to share my point of view with regard to controversial situations. For this reason, my comments are a bit more superficial than the comments of other readers; f.e. predictions. Sorry to bother you :) (maybe create a separate page?)?

      Of course, we must respect each other’s point of view. Some like the current track of UEFA, some don’t like it. That’s all fine. I’m probably one of the readers who like the modern track, but I can see some negative aspects as well. In particular the uniformity of decisions worries me.

      I want to thank you for your deep analysis with regard to both situations ('3 and '66) and comparing it with similar cases – much appreciated. I really like to read your deep analysis; keep going! As I said, I’m not an expert but its hard to disagree with such a deep conclusive analysis :)

    3. @ Mikael W, I could not said it better (and especially more polite :)). It is already long time since this Unknown appeared and started promoting the so called "modern refereeing", refusing to acknowledge any referees' mistakes and directing all the conversations to meaningless appointment predictions. It is quite obvious that he is here with an agenda. And while anybody is free to write for what they want, of course, I think that the blog significantly loses its credibility with his posts. I just hope that more people will start realizing his motives and stop engaging in conversations with him. It is real pleasure for me to discuss with knowledgable people the real refereeing situations on the pitch - both right and wrong, and not to read odes for UEFA politics. So, Mikael W, thank you again for the timely intervention and honest opinion.

      I didn't like your comment and I feel personally attached. My preference is also the modern track and I've probably written it a few times on this blog. I also noticed that some 'anonymous' comments ACCUSED referees that apply a modern style of being corrupt. I think that's not a good thing. It soils the blog.

      Do you really think people that prefer the modern track have an agenda? Seriously? Even if people write it numerous times, it can still be a passion. I believe, many of us are just passionate about refereeing. What you are doing right now is conspiring with an admin. The result is that some people apparantly don't feel welcome to share their opinions anymore. What is the purpose of a blog? Pls respect all different opinions and promote conversations instead of conspiring or accuse people in the comments that have a different opinion.
