Let's start with the total number of fouls in this game: 15. This is a clear signal that it was not really difficult for referee, and indeed I can confirm that game was mostly fair with both teams focused on playing football. This was even more visible in second half, especially when Spain scored 3 goals and there wasn't any chance for Armenia. In first half, however, something happened and there are for sure interesting incidents, in addition to the one already discussed on the blog (thank to those who posted the video). I fully agree with Tohver final choice to allow the goal because I think that in case of foul, this should have been against keeper.
A few words about assistant referees before starting with clips: both with an expected level game, never challenged about offside, no offside calls to make, I can report only the situation at the end of first half (45'+3), that started very likely (video doesn't help us from a good ONSIDE decision, however not difficult. Both assistant referees cooperated with referee (AR1: 28' [YC], 65', 88' | AR2: 72').
So now I will introduce you the clips and this will help you to understand more about what I'm saying.
I start with a possible penalty to Spain exactly in the last action before cooling break in first half (23'):

As you can see from the video, it is not clear whether there was a contact between players and it is also difficult in case to understand where (penalty or free kick?). There weren't protest at all for this situation and I agree with referee.

Tohver was forced to book the player because one can see arguments for both reckless challenge and SPA. This was a mandatory YC and AR1 cooperated with reporting the foul, very good.

Deliberate action by attacker against keeper? Could he have avoided that? I think that situation is not clear, one can't read a VC so the management by Tohver seems appropriate. I repeat, very isolated situation in a calm context.

Referee opted for a warning, I must say that watching replay I would have liked YC here. What is difficult to understand is the exact intensity of the contact, but also in case of very slight touch, this was for sure something dangerous. YC wouldn't have been wrong, however referee showed alertness at least issuing a warning.

The last action of first half (45'+3) was the most interesting situation of the game to analyze, I think that there are strong arguments for a penalty there. Unluckily the lack of closer replays doesn't help us in understanding how much significant this contact was, but my perception is that defender hit attacker when he had already kicked the ball. This sounds like a penalty for me and I would have whistled it. In any case, good by Tohver to wait before whistling, because Armenia could have scored. But then when nothing happened, I think he had to call this penalty. In addition, he whistled the end 13 seconds before the minimum time added (3 minutes) and this was a blatant mistake. About this particular incident (the possible penalty), I really would like to hear your opinions. Also, I don't know how much Tohver was aware of the situation, he didn't make clear gestures.

50': free kick leading to 1-1. As already discussed on the blog, I agree with you that goal was regularly allowed, however in this video you can see the free kick and the YC issued by Tohver for the foul before the goal. Excellent spot, if you ask me, and this can be a "+" in his performance, not all the referees would have noticed it. Spanish player left the leg and he created a reckless challenge.
As already said, second half, when Spain dominated the game, was without story. Referee was rarely challenged, I can report this situation in the very last minute of the game (90'+7):

It is forsure soft but not totally wrong. Attempt to hold opponent after a defensive mistake. However, given the nature of the foul, and despite the fact that maybe it wasn't a clear promising action, I have the feeling once whistled YC should have been issued there. Maybe the fact that foul was soft convinced Tohver in whistling without booking? This would be wrong.
As you can see, there are for sure points for improvements for Tohver, however at the same time I can understand why he can be considered a talent in perspective, spotting the YC before 1-1 was very good, and also the decision to allow the goal. He had a certain courage in front of a situation in which most of the referees call foul in favor of keeper. Also, absolutely correct to add 6 minutes in second half due to cooling break, injures and substitutions. Further 30 seconds were then added because there was another substitution during added time. Points for improvement are the following: always wait for the minimum added time, this is very important and it is also reported by RAPs clips, and for UEFA I would say it is a significant mistake. Also, a more convincing body language to show that you have detected a certain challenge but you prefer to wait / give advantage. I'm sure he will polish his officiating, we should not forge that officiating games as Category 1 referee brings you great experience.
I would like to see Tohver in a more challenging (second) game.

DeleteDon't worry about wrongly reporting about added time. I remember UEFA lambasting Jonathan Lardot in their network for analogous incident and again it was wrong graphics shown by broadcaster and not the referee's fault. At least they should be more careful before criticizing their referees.
I must say that I'm pretty much disappointed of UEFA.tv broadcasting in CZE-FRA. First, they announce the wrong referee (Nikola Dabanovic instead of Irfan Peljto) and the replay for the (correct) handball penalty for FRA came 5 minutes after the incident...

ReplyDeleteTo summarize the match and the general image of refereeing, Irfan Peljto performed well in this match played in a literally hot atmosphere (35 degrees celsius at kick-off!). The first half was dominated by quite some fast football by both teams, second half was much much calmer, due to the two French goals scored in the beginning of that second half.
=> Let's start off with the most crucial decision of this match which was the penalty awarded for handball in 40': fully correct decision! It's one of the classic "pay attention to your hands in the penalty area" in a wall-situation. Peljto was even advising players in the wall to be careful with their hand and their arm, however CZE#4 disobeyed by holding his arm out. Penalty and YC were correctly awarded by the referee.
=> Disciplinary action was also good by the referee. CZE#9 committed a late foul in 10', where Peljto opted for a verbal warning, which I thought was sold rather well. Cards were opened at the aforementioned penalty incident, two further YC for CZE#9 (43', persistent infringement?) and CZE#6 (90'). However, IMO one caution was missed at the very end of the game for CZE#19, who should have been booked for a reckless stamp. In this situation, fourth official should have helped, as the situation happened directly in front of him.
=> Peljto proved to be a referee who is very present on the pitch, which is also due to his excellent athletic capacities, as already pointed out by pita falta before, allowing him to be close enough to judge over situations and to potentially intervene (as in 12', where he sprinted to the situation in order to avoid any form of escalation). He also did good work in terms of prevention at set pieces (e.g. 40' before the penalty, or 64').
=> Good application as well of the new LotG with e.g. ball not leaving the penalty area at a goal kick, or punishing undeliberate handballs in the build-up of an attack (72').
=> Assistant referees also both with solid work in this match. Minor issue for AR1, who IMO raised the flag too early in one offside situation in the first half (wait-and-see technique not properly applied here, flag was raised without the French player taking the ball, ball was later even kept by Czech player).
Peljto as well as his assistants performed well in their first appearance at this U19 Euro in a game that was not too demanding for the officials. A second game should follow as well for the Bosnian, whom I'd like to see in a more challenging atmosphere.
Report got a bit longer than I was actually expecting it to be. And it was quite refreshing to see some good UEFA officiating again after a couple of weeks with "toxic" FIFA performances.

Overall not impressed at all by Sergey Ivanov.
(1) Really lacking prevention during the entire game. He barely spoke to players and showed no middle step between foul and YC - I barely saw any verbal warning.
(2) Foul detection was acceptable but card management was surely disappointing. He started with a few clear missed YCs at 7’ and 14’(!), later on choosing to show cards for what looked to be softer tackles (37’, 41’).
(3) During 2nd half the game got very easy and there was very little that could have been assessed wrong. All main challenges were assessed correctly from 46’ onwards.
(4) The only crucial decision in the penalty box was assessed correctly (80’ - play on)
(5) No major decisions to be assessed by the ARs. All offside decisions seemed supportable.
To summarise, Ivanov showed two major weaknesses. The first one is a clear lack of empathy and involvement with the players, which did not confer him the required authority. His prevention was very poor, not showing any verbal warning. The second one is an inconsistent and unpredictable line in foul detection and disciplinary control. He seemed to be more strict on tactical fouls than on those which could actually hurt players, ultimately showing no ability to protect them.

In my humble opinion, it's absolutely not acceptable to issue only YC for the foul in 68'. It's not a foul, it's an assault! Such flying attack has nothing to do with football.
Delete@Mohammed: thanks for you feedback! In my opinion the dynamic itself would justify a RC, but if we look at the effect, besides the theatrical jump, it was a late reckless challenge and nothing more. Therefore I said acceptable.
DeleteHowever, I would rather see fouls punished based on their dynamic and possible consequences, rather then their real effects. Punishing such flying attacks always with RC, no matter the type of contact with the opponent, would also make the interpretation easier.
IMHO such high flying tackles should always be sanctioned with a direct red card if they are made very close to an opponent, but it seems the trend of keeping all 22 player on the pitch at all cost reached also UEFA.

ReplyDeleteDabanovic faced a normal difficulty match and performed well. In general his foul detection/recognition was good even though he allowed a fair amount of physical play. In total he whistled 24 fouls (10-14).
He fulfield the basic requirements of the match and showed good application of the LoTG.
Let's start with the 1-0 (https://streamable.com/qsfk0). 2 players (N17 NOR, N2 IRL) collide will attempting to get to the ball. The referee is well positioned and decides for a goal. I don't see an infraction so I agree with the referee.
The next crucial scene at 83' (https://streamable.com/3m30y). N11 NOR and N1 IRL are going for the ball. The Irish GK gets his hands in front of his body and he slightly pushes the attacker (who fells after 2''). The referee is well positioned and decides for a GK. I don't see a clear foul.
Management/Disciplinary control.
He started with a public warning (02') before the execution of a corner kick due to pushing/pulling. At 05' and 10' (https://streamable.com/z9gvd) there are 2 warnings to IRL players. At the second scene he could have gone for a caution but I can accept his decision. The first caution came at 33' for a reckless tackle (https://streamable.com/3pyw6). Correct decision. Then we have another warning at 36' (https://streamable.com/7jo68). At min. 53' we have 2 cautions to N17 NOR and N9 IRL (https://streamable.com/5vclw). Here the referee should have also booked N5 IRL for pushing his opponent. Finally the 2 last cautions at 86' (https://streamable.com/2x6ph) and 90' (https://streamable.com/gqdhn) are both correct decisions.
I would like to highlight the situation at min. 64' (https://streamable.com/t80gv). Here the referee should caution the IRL player for dissent on his AR. It's always the referee's duty to protect his colleagues at any moment of the match. That's something to consider.
Nikola Dabanović presented good communication skills. He started with clear warnings at the first 10' and chose the right moment to issue the first caution.
Physical condition/Positioning.
He is a very fit and athletic referee. He moves efficiently and he gets inside the penalty area when it is needed (08'). However he should work on his positioning and movement. DeleteInteresting incident in 83'. I think that, although the GK managed to head the ball, it was still late foul (careless push/charge) because the ball remained in attacker's possession. But nothing more than YC should've been given, I can accept also no card.
