  3. Chefren, do you think italian referees got an instruction that they have to be more lenient in big games? Chiffi yesterday in atalanta vs inter was also extreme lenient in my opinion, though it was a good performance because he still did whistle 100% clear fouls and was in control of the match. But I have the feeling that very lenient performances are getting normal in Italy, right?

    1. Well, rather than getting instructions by head of refereeing, I think this is a deliberate choice by referees themselves, or at least some of them. But indeed you are right when you say that in recent times we are watching many games officiated in this way and I really don't like that. About Chiffi, this is his style, I think that continuing in this way he can't get hot games because he decides always to apply a certain management, yesterday he was lucky that game didn't escalate, but if so, big troubles for him. We observed similar officiating by Doveri, and the "new Maresca". Sometimes by Mariani as well, but his style is not still 100% clear differently from other referees.+
      So all in all I would say there is something like that, but not as instructions, just because some referees don't want to apply more and they think teams are content with such way of handling!
      Finally, yes I agree that for yesterday Chiffi approach worked, but this wouldn't be the same in other games, definitely!

  5. Quite uneventful game so far (52') for Ma Ning, right now a penalty appeal for handball. Correct by VAR to play on, not a punishable handball, with defender sending the ball on his arm after a previous rebound.

    1. Referee had whistled penalty without issuing card, he was called to OFR because the foul had happened clearly outside the box. In my opinion one can even wonder whether it was a foul or not. Nevertheless, VAR called to monitor because outside the box the foul became a possible RC for DOGSO.
      The referee announced his decision but it wasn't clearly audible, due to crowd's noise.

    5. Ah, I see now. The AR2 clearly moved in the opposite direction to the goalline so he rightly indicated a FK. Ma Ning ignored him then and awarded a penalty, therefore no card as he deemed the tackle as genuine SPA. The game was a snooze-fest in the second half and apparently the referee lost focus. Not good.

    6. It reminds me a lot of the first ever VAR review, by Ismail Elfath in 2016. (See this video https://www.youtube.com/live/jXU9mSp-fBU?feature=share at 42:42 in the YouTube video, 34th minute of the match.) It cannot possibly be a clearly DOGSO than that, but Elfath didn’t even show a card! Perfect opportunity for the first video review :) I have a tin foil conspiracy theory that he got the call “wrong” on the field on purpose so that he could do the first ever video review on a nice easy call. Maybe something similar happened here XD

    7. Actually, assuming he gives the penalty kick, no card isn’t *that* bad of a call (nowhere near the Elfath one above). It’s clearly wrong on replay, but in real time a referee might think it’s SPA mistakenly.

      The weird part is the awardal of the PK itself. Ma seems to be giving it outside the box at first, and the AR moves to the left which seems to indicate the same thing. When did they switch?

    1. Wait, this is it? That`s all? I was expecting some more complex explanations in a post-match interiew eventually, with video-analysis. So what big deal, the referee announce on the mic, in max. 10 seconds, that he changed his initial decision ... which is something that the tv commentators can easily do. I was definitely expecting something more. That is the big, long waited novelty? I don`t know you, I`m a little bit dissapointed. Let`s wait however for other calls.

      More expected than excellent I'd say ;) - quite tight position and well-seen yes, also re. the ball, but no fast-moving attack (so easy to stay in line) or crossover either.

      Barton had big problems to get the game under control in the first ten minutes. He should have booked at 7' for reckless striking, didn't, and was pretty fortunate that the two cautions given at 9' actually worked in calming the players down. His idea of deliberately booking in a choatic fashion to show the players that he could 'p**s higher up the wall than them' did work - but it quite concievably have gone the other way too.

      The rest was the same style as his WC: compensate for being able to caution only at a bare minimum very frequent + emotional player interactions. In the bigger picture though (the game is quite hot!): so far, so good for the young Salvadorian I'd say.

    2. Now he just had to book four(!) players for a big altercation. With respect, if you cannot stay in control of your own emotions (as Barton has repeatedly shown during recent FIFA cycle), one cannot really expect to transmit calm to the players, and be actually in control of events on the FoP.

      He got away with it in Qatar (especially BRASUI), but today, rather not.

  17. Very evident that in this game, by using the style seen at WC, Barton is definitely more in trouble. The interesting situations of second half so far are a mass confrontation and a penalty appeal for handball. No VAR interventions so far, so one could still say that for FIFA everything is OK.

    1. But was it really mistaken identity?
      As in: The referee did not caution the player, who he saw committing the foul?
      Or did Barton only perceive, that the player, who he booked, did a foul and missed the other one?
      In the second case, the VAR intervention actually is quite doubtful (because only concerning a wrong YC decision).

  28. I feel sorry for Iván Barton. Having watched him many times, I can say confidently that the Salvadorian is a very good ref, bringing lots of skills to the table despite his tender age. HOWEVER, while his attempts to adapt to modern FIFA refereeing are better than eg. Velasco (passively doing nothing), his chaotic style was always going to outmatch him in such a tough clash. To be honest, he completely lost the plot today and the mark cannot exceed '4' in our system. Looking back over reasons for all cautions too, NEDARG should resonate strongly...

    After brilliant work at the Gulf Cup, handling *exactly these sorts of matches*, István Kovács would have probably the best choice of any referee in the world for the game today. Hindsight is easy ofc but a real pity that the Romanian wasn't assigned for this tie!

      Of all the incidents faced by István Kovács, perhaps 41' is the most challenging to assess. Not least because of positional factors - the well-executed long ball demands a lot of his sprinting abilities, forcing the ref to turn, regain bearings, and then catch-up to the incident. Surely even having completed the requisite tactical preparation, it would be hard to find fault here. Should the goalkeeper have been punished? I can find arguments in both directions here (small contact which puts attacker off vs. falling of his own accord partly having taken a heavier touch too). The three-man VAR crew was being lead by UEFA Second Category official Jérémie Pignard of France - while his 'all clear' for the scene was right, I wonder if he assessed the incident that deeply; play was restarted rather promptly indeed.

      81' is a rightly punished trip by Iraq no.15, an easy decision to make from an optimal position. +97' was missed on the field by Kovács, an evident stamp, for which Pignard justly (and mandatorily!) intervened. Why did the Romanian official miss it live? Well a) it was quite a 'surprising' action by the defender who rather seemed to lose his nerve (he wasn't 'bamboozled' into the foul by attacker, he just deliberately stepped on him), and, b) I noticed that on the highest level, after a demanding game, Kovács was just slightly tiring by this point (a bit 'short' in player interactions, a couple of mis-assessed duels). Nothing major by any means, but enough I guess to tip the balance here. The last of three penalties awarded, six minutes from the end of extra time (114') was surely pretty incontrovertible, a clear blocking action by the defender. I guess you could have a similar discussion to Alvárez vs. Livaković, but... everything pointed to an easy penalty decision here for the Romanian ref, who obliged - pointing to the spot in favour of the hosts. Finally: the YC for the fouling-Omani is correct.

      BALANCE

      István Kovács leaves me pretty little to say in this section, having refereed the final of the 25th Arabian Gulf Cup in a very satisfying and indeed close-to-faultless manner: Oman's second penalty was the only lapse of any real note for the invited UEFA referee.

      Kovács was already ready to jump and make his presence felt when required, and aroused a very high level of respect from both sets of players. He awarded eight cautions, which were all correct. With the mid-part of the second half being very difficult on a running level (an area where we must say that Kovács excelled), the closing stages of the 90mins was a tough ask to remain fully 100% focused, calm etc. As one example, immediately going for a yellow card in a not retreating scenario at +95' was proficient officiating for that time in the game, but also seemed that Kovács' irritation at the transgressing player was genuine and not feigned/controlled. The missed penalty of course came at the end of this sequence of the match. Extra time was rather less coherently played, so less challenging to ref, and Kovács had absolutely no issues at all; the freekick which lead to the fifth and winning goal at the very end was rightly awarded (and then cleared as onside by Pignard :)).

      The only blemish against the two linesmen, who faced normal-level tasks respectively, was what seemed a wrong flag by Mihai Ovidiu Artene at 7'. Overall: it was a very satisfying performance by the whole match officials crew.

    2. Wow, a lot of work for this video and the final report; thanks. It's a pity that it was not posted earlier, but better later than never :) The technical level of the players might not be the best but sometimes this kind of games are harder to officiate than UCL. However, a final with 65K people in the stands is surely a very valuable experience for I. Kovacs. He seems to be on a good path after not best start of the season, with at least 3 poor games. Now he done great at Gulf Cup, offciated well some domestic games and was selected at CWC, hope he will do well in that game too.

    4. Yes - Kovács seems to have responded brilliantly having been 'reserved' at the WC. It would have been easy to lose motivation! Special mention for his performance in Kuwait vs. Bahrain which was a pure masterclass in how to make a very difficult game look pretty easy, simply by refereeing it excellently. I hope the Romanian is appointed directly for this Club WC final by FIFA.

  38. I just watched Anthony Taylor's performance in Seattle Sounders vs. Al-Ahly: very steady and sound performance by the Englishman in a rather sterile encounter. He issued a lot of very good warnings early in the game -- always making the same gesture, urging players to 'keep their head(s)'; it worked! -- and after that it was plain sailing. One yellow card was issued, for tactical foul, and no clear ones missed. In terms of KMIs, there was a brief check by VAR Jérôme Brisard that the English crew hadn't overlooked a DOGSO handling (10'), and a PAI where a replay would have been nice (69'), but probably very few observers at all even noted these scenes. Overall we can say it was a full expected level performance by Taylor in a normal difficulty game, making him the best referee of this Club WC so far - and not just for saving us the 'communicated OFR' stuff too :D.

    Sorry, but I need to bring up the question of mistaken identity again (as nobody replied to me above...)
    The VAR protocol says:
    "If the referee penalises an offence and then gives the wrong player from the offending (penalised) team a yellow or red card..."
    So if Barton thought, that #6 committed the offence, which actually #28 did (stepping on the ankle), it would be mistaken identity, fine.
    But it's quite unlikely, that this happened, right?
    It's nearly sure, that Barton only saw an offence (tripping) by #6, but not the offence by #28 (stepping on the ankle).
    So we are talking about two different offences.
    Therefore in my understanding the mistaken identity clause can't be applied here.
    We only have a missed YC for #28 for one offence and a wrong (or acceptable - can be discussed) YC for #6.
    And as the consequence, the VAR should not have intervened (or at most for a potential SFP by #28), because there wasn't a mistaken identity as meant by the VAR protocol and wrong/missing YCs are nothing for VAR.

    1. I think there is nothing to add to your reasoning, you should be right in what you said. Wrong intervention by Guerrero, who decided by himself which foul had to be punished by YC between the two. Barton saw something on the pitch regarding the player that he then subsequently booked, so the mistaken identity didn't happen.
