  1. Very strange to see Siebert, Mateu Lahoz and Kovacs in this round of Europa Conference League. Unless they are replacements... especially Siebert for this game in Kazakhstan, I can't remember a similar assignment in past.
As for the rest, the focus on Lindhout continues with another quite important observer. Verboomen with Murat Ilgaz is another assignment to be mentioned.
Frappart and Monzul back in Men's competitions after EURO, for both it will be interesting to see whether committee will look for possible further development, especially the Ukrainian who could at least get Cat. 1. Ukrainian appointments are now more frequent and regular (see Balakin), that's another good news.

    1. I can't understand about Siebert's appointment especially, let's say he is just a substitute, why should he go to Kazakhstan, can't referees from South Caucasus on duty there? Whereas we see Benfica often get referees from Spain, isn't this very strange? Moreover, this appointment is aimed at a top elite referee, won't he get a much smaller salary because this is only UECL? I don't think I can accept any more absurd "replacement" excuses from Rosetti.

    2. Not only Siebert, but also the refereeobserver has to travel some distance:-), Luc Wouters from Belgium... have fun!
in general i see some traveling for the observers....a Fin and a Swede traveling all the way to Malta......whyyyyyyy??? One thing Uefa is defenitely not thinking about.... saving money for their flights and environmental health..... why should they care! A referee for a match between Irish and Bulgarian.... ohhhh let's appoint a Romanian.... and let him fly to Ireland.... i don't see the logic in this,,,, and let's make fun... let us appoint a Icelandic guy for the return:-).... ridicilous!

    3. I don’t agree about the referees: it is important to gain experience with different types of teams: if we only appoint Swedish referees to games in Denmark, Norway and Finland the Swedish referees are in big trouble if they suddenly have to officiate Greece - Croatia at the EUROs. I do, however, agree about the observers

      Delete
    4. what i tried to tell, lets say for example match between Netherlands and Greece ......also let's say referees are Kabakov (Bulgaria) and Nyberg (Sweden)..... to avoid traveling....and so flying to much distances for nothing.....Uefa could think to appoint Nyberg in The Netherlands, and Kabakov in Greece.....off course a Swede should be sent to Spain or Italy, but not in case they play against A Norwegian or German team... then the Swede can be sent to Germany or Norway.... much cheaper, and much better for environment!

    5. Gain more experience is just another ridiculous excuse that can be given, imagine your top elite referees assigned all the way to Kazakhstan just to officiate a team match that isn't even a top team in Kazakhstan. If you use the reason "flight-hours" experience you should assign Siebert to the World Cup qualifying match Kazakhstan vs France or Kazakhstan vs another strong European team which if I'm not mistaken based on statistics, Aleksei Kulbakov is the elite referee who is most often assigned to Kazakhstan!

    6. Remember when Collina made joke appointments by sending Brych to San Marino and other weird choices. That's the same.

    7. it's been a long time and it should be a lessons learned.. why repeat it again or another question how many times Collina did that and how many times Rosetti do the same thing?

  2. Very soft penalty given by Gualtieri in Cagliari-Perugia; I hope that in the future it will be possible to use VAR also to take away these half-dives, because no ref could see the images and confirm a penalty like this, but without any reason VAR couldn't be used now...

I agree, maybe even more foul by attacker (see the shirt of defender), but absolutely correct by VAR to support, technology can't intervene here, protocol should change for doing that.

      Delete
    2. To add, this evening, 21:15, Maria Sole Ferrieri Caputi will officiate a Coppa Italia game of this round, Sampdoria - Reggina (serie A vs. serie B teams).

      Delete
    3. Wait, why can't VAR intervene? There is a CLEAR foul by the attacker. I mean, it doesn't get much clearer than that--he's nearly ripped his shirt off. It's an APP foul that would negate the penalty. That is 100% within the VAR protocols.

You say technology can't intervene. I say we can't hide behind technology and pretend our hands our tied. The evidence is there and the protocols fully support rescinding that penalty. We shouldn't pretend otherwise. Way too many officials and observers right now are saying "our hands are tied." Meanwhile the public looks at things like that and wonders what the point of VAR is. That's a horrendous penalty. It should be a foul coming out. The attacker cheated to win a false penalty. VAR is supposed to overturn that.

      Delete
    4. In Italy we say "there was a contact, VAR cannot intervene", even if the contact is caused by the attacker. Don't ask me what the point is, because I just don't know!

      Delete
    5. Okay, fine. But the VAR protocols still dictate that all called penalties must be checked for an APP foul. There's a clear APP foul there. The attacker has held his opponent quite forcefully and deliberately. That foul should negate the penalty, whether or not the penalty was correct. Period.

Again, "we" (Italian VARs here) can't hide behind the protocols or the technology just because we don't want to do our jobs. Prior to VAR, there were unpopular calls that referees stood by. For some bizarre reason, that psyche still exists even with VAR. We've been given the tools to correct our errors and a large cohort of officials still don't want to do it. It's self-defeating. Any rational observer can see the clear foul by the attacker here. Yet highly-trained professional VARs ignore it. It's infuriating, honestly.

  3. Dont know about Monzul's appointment.

I mean first match between these two was challenging for Kosovo's ref Nuza.

He issued 10 cards,1 of them red and a penalty.

Now we have 2nd leg, both teams need to go through and match can get ugly so fast.
So I dont know if it was wise decision to appoint Monzul, maybe someone more experienced ref was more suited for this match.
And she has a history of controversial matches and decisions when matches are getting challenging, for example Rapid-Dinamo and Gent-Liberec are both matches that were challenging and she lost control in both of them.

Hope I'm wrong and everything goes calm for her.

  4. Germany:
Bundesliga is about to start in its 60th season and Deniz Aytekin is appointed to handle the opener clash between Eintracht Frankfurt and Bayern München tonight.
Prior to the new seaon, DFB communicated the most important information regarding refereeing in 22/23 - here is a collection:
-- There was extensive preparation in the past weeks to improve the referee's abilities and there were events to inform clubs, players and media about what to expect in the new season.
-- The VAR threshold is lowered. Head of VAR, Jochen Drees, wants the video officials to intervene more often than in previous season(s) and says: "rather one intervention too much than missing one".
-- referees are instructed to punish lack of sportsmanship more consequently: they are supposed to sanction mobbing, dissent, 'waving off' as well as time wasting and DtR offences accordingly.
-- There are new guidelines to consequently punish dangerous fouls/SFP offences with RCs to reduce the amount of hazardous infringements by players.
-- DFB wants to continue and expand its open approach to public and media.
    1) Therefore, they want to show the images during an OFR on the screens in the stadiums; it's the club's task to provide the technical requirements for that now and Drees urges them to do so.
    2) To further enhance public visibility, DFB wants to participate in the TV programme "Doppelpass" every sunday with one guest (a referee or a official from committee).
-- In order to promote the 'performance principle', referees from the 2.Bundesliga list, who perform well, will selectively officiate matches in first division.
-- Sven Jablonski, Daniel Schlager and Robert Schröder join the group of the most trusted officials and are now candidates for the most sonorous matches in Germany.
It will be interesting to see how those aspects will develop in the course of the season.

    1. Did you link to the wrong clip then? I can only see a very good RC for excessive force by charging (people who decide in SLOW-MOTION REPLAYS that an excessive force call was exaggerated are funny :D you have to judge such calls from the live sequence only!).

    2. Looks like challenging 1st half he had,many bookings,red and a penalty.

    3. The video doesn't work outside NED, I think.

BTW we can remember the famous Young Boys - Cluj game in which Bastien was criticized for the penalty he whistled following a challenge by keeper that most of times goes unpunished. I think he has a very strict approach in this regard, surely different than other referees, who tend to be more lenient with keepers, given the status of this role.
For me this RC is fully supportable, you can read an excessive force in the action against attacker, problem is tyhat nobody would issue a RC for that.

    5. Mikael, why are you always defending decisions and performances of French referees… Turpin at the Euro, Turpin after Por-Atm, Letexier and Bastien multiple times…

  6. After the Uefa W final, Monzul get a Conference match! For me seems unfair, because she (and Frappart), just officiate in the Euro W finals.
If that competition was a mens finals, and Kuipers the referee of the final, for sure we could see other referee in the european club competiotions other than him!
    Equality doesnt mean positive discrimination!

At least foul... BTW watching and rewatching English referees, I think they have all, unless Taylor and Oliver, really big problems, sorry if I say that again. Nobody is reliable.

  10. Maria Sole Ferrieri Caputi in Sampdoria - Reggina.
The new serie A and B referee had a quite challenging game, one of the first very important tests for her at the beginning of this season, the context is a duel between a serie A and a Serie B game, in a rather empty stadium, due to the lack of interest in this competition by almost all Italian teams and fans, but despite of that, there were interesting moments, and I think overall she left a quite good impression, Rocchi and his committee can work on her for the future, some skills were clearly evident. A good fitness, remarkable communication (maybe too much?) with players, smiles, and for sure I never felt, watching her, that she was maybe in trouble for some reasons, that's the first thing, and a very important one.
Game was quite challenging for what happened close to the end, that irritated (but as often it is, without reasons) the away-team.
A disallowed goal for offside, this was a masterpiece by VAR, I would bet (you will watch the video) that most of VARs would have failed and then a few minutes later a penalty appeal for Reggina, given penalty after OFR. Before that, the deciding goal of the game had been scored on a penalty, directly assigned by her. A quite good use of advantage the technique of delayed whistle (you will see in the penalty scene), with an OK disciplinary control, I would say. Excellent management of added time, 9 minutes in second half.
She can work exactly on what happened close to the end: she will have to face many players protesting in this way, even being wrong, and maybe sometimes insisting too much can be wrong. She is in my opinion too cultured for some players (she has a master degree) and this is fully noticeable when I compare her approach to other referees.

Correct decision to play on and then OK to whistle without booking for me, or at least not 100% mandatory YC.

Excellent ONSIDE by AR2, you can notice that it looks clear offside of the attacker, indeed analysis took very long time, but it was ONSIDE. Then, to me call fully supportable, maybe not a 100% situation, but such incidents are always supported without a + or - in the report. Maybe a YC for reckless challenge is missing, she considered it as careless. Excellent body language and the wait for possible goal before whistle.

79' - Disallowed goal for offside

This made Reggina players furious. They couldn't understand, indeed (very long sequence), she tried to explain everything, maybe even too much, if you ask me, and then she said something like "I will never explain it again", because bored by players approach, this is the serie A context, she will have many players being so persistent.
And.. the solution of the offside:
      https://streamable.com/4550mw
A masterpiece by VAR and AVAR. After the header, ball touched attacker, impossible to see live, and then ball returned to player coming from corner: offside. Nobody would have noticed that, indeed Reggina players went on with protests with the argument of corner kick and so no offside, hopefully when at home all people understood this excellent call. VAR was Marini, a new VAR PRO from this season, he was removed from serie A and B panel due to a personal choice and decided to become VAR.

85' Penalty after OFR and YC for protests
      https://streamable.com/cqy3od
Having already explained that, Reggina players were already agitated and this incident created more troubles to referee, if you ask me, this is the classic Italian standard for a penalty, soft touch, and then theatrical fall. Nobody can say penalty is wrong, but to me in the pure application of protocol, maybe this call is too much, we can remember many of them under Rizzoli's management 3 years ago.
Also, Ferrieri Caputi was close and she made more than blatant gestures, in nowadays football, as I already said, this should maybe be avoided, because then VAR comes and puts you in trouble, but one can only appreciate that she had already decided, for me playing on could have been supportable, but for all Italian people correct decision (incredible words by Inzaghi, Reggina coach, surely you recognized him... he said the player fell so penalty, only for this reason... "è caduto, come si fa a non dare rigore?".. well, no comment). Marini in this case, with Ferrieri Caputi gestures, forced the protocol, if you ask me. The evidence is very weak, but yes, it exists. In these nuances VAR will be always imperfect.

      90'+8 YC for reckless challenge
      https://streamable.com/gph0nr
Some arguments for a RC for SFP, but for me absolutely OK to book player, they were still angry for the last minutes...

What I can say at the end is that game would have turned into a difficult affair for all referees, because it was mostly that players couldn't understand the reasons of some VAR choices. I think that she did well and she is a good referee if compared to others we have in serie A and B, by far, fully entitled to stay there. She can improve for sure, but the basis is already solid.

    2. I would love to know how well semi automated offside would handle that weird situation. If the ball has a sensor on it then I guess it would pick up the contact on the attackers head?

      Delete
    3. Regarding the offside I wouldn’t say it’s impossible to see live at all. Any referee that close should be able to see it touched the attacker. Just like any fast reflection touch for corner/goal kick. Then you just tell the AR it’s a pass and the AR can clearly see the other attacker was in an offside position.

    4. 85’ Not a good thing to do a ”get up” sign. If she does that then she means the player is lying. In that case give a yellow for simulation instead of several ”no penalty” signs. With VAR it’s better to show no body language in unclear situations.

    5. Thanks for this analysis, Chefren! Very interesting to read. By the clips you posted Ferrieri Caputi leaves a very good impression to me. Of course she could improve in specific ways, but it seems to me that she has a very good feeling for the game and takes the decisions that are necessary. For example the YC for mobbing. I also would not blame her for the help of VAR, these were difficult situations. VAR is exactly invented fot those.

    6. One thing to remark: YC in 17' could probably be issued later after giving an advantage, it looks like quite a promising attack there.

  17. Challenging match already for Tohver. Decisionwise doing good so far (and good interviening by the 4th official in the 16th minute) but Tohver lacks a bit the natural authority that you'd expect from such an experienced referee. He tries without cards, but I'm not sure how well that works for him. But all the time to convince, of course.

This one could have been easily a RC. It was only the 10 second of the game but still... I think it was a mistake by Sascha Stagemann, one could rightly say a RC is mandatory in this situation.
