    3. I won’t surprised to see Makkelie again with his regular Dutch VAR. So far, just him and Lindhout were appointed to a play-off game, which is incredible weak for a country ranked 7th in Europa.

    4. This is also because, I wrote that a few months ago, the situation of Dutch referees in UEFA is very particular with "only" two Elite but 0 Category 1. There is a very urgent need of finding the next Dutch Category 1, I think the attempts with Higler before and then with Lindhout after, are taking a relatively too long time if compared to other countries. Also, after Lindhout possible promotion, another should follow but at moment still no clues...

    5. After tomorrow’s appointments we can maybe fill the names of the referees who blew their LotG test. Apparently 5 failed this test I believe?

    6. @ Chefren, we can be sure that Gozubuyuk failed one of the tests in Frankfurt. He can’t referee PSV and the Turkish team and we can’t see another Dutch with Bodo/Zagreb.

      In that case, quite “logical” that Makkelie was on top of the list to replace Kovacs in Norway, considering the bad representation of Dutch referees in play-offs.

  4. If UEFA has a long list of elite referees, how it is so difficult to appoint referees in the most neutral way?!
    It looks like impossible to understand why some referees had much more appointments then the others (from the Elite)??? Or why you should appoint spanish referees to portugese teams ecc.
    If you promote a referee to the elite, the minimum is to belive he is ready for the Champions League play off!
    Or maybe i'm just wrongh and it's a coincidence!

      Just look at the refree appointment, some elite got 8-9 matches some are only 2-3 in previous years. It does not mean those who got too many matches were error-less and less matches gotter too much error porne. If so they should not belongs to elite category.

It was discussed on the blog, if for the referees this was difficult because only one name could manage that (Soares Dias) but he failed due to some controversial performances, not the same for the absence of at least a Portuguese VAR in Qatar. This is very surprising if you ask me, considering that Portugal is among the most experienced countries with VAR since a long time and a very important federation.

In my country, French referees are perceived as the worst of Europe (obviously this only includes the ‘big’ countries as most people will not know about, with all respect, Albanian or Latvian referees if they have a game involving the national team once every 10 years) and if I look at the club I support (Ajax), I tend to agree - I find that often games with French referees turn chaotic and end up with way too many cards, independent of the result Ajax achieves. The high number of red cards in their national competition isn’t a surprise to me and I really think French referees should work on their management - there’s a reason why they didn’t have a CL final referee for decades and even the appointment of Turpin was widely seen as undeserved

    4. Well, the Dutch still remember that Feyenoord-Roma game and didn’t really follow Turpin’s development after that.

      The one thing I did notice about French referees:
      1) They are promoted Elite at an incredible young age. Not a big fan of that.
      2) Regarding Turpin, looking at his CL appointments, one thing I noticed is that he is often assigned to games with at least one team from England/Germany/Netherlands (the more quick, fast, fluent football-focused football with good behaving players?), whereas Bastien has been regularly assigned to very challenging games which is very particular. He did many games in Turkey, Eastern-Europe.
      Quilava noticed that Spanish referees also have been systematically assigned to games in East-Europe. Also names like Cakir, Brych, Makkelie - always have been good in heated or challenging games, and have been used in that way by UEFA.

      I do recall Turpin struggled last season in southern clashes (e.g. Milan-Roma or Porto-ATM), from
      a control and management perspective, however he improved massively and I would like to see him more in such games. He is the French number one for years but his appointments are often rather safe imo.

    6. Committee knows the referees, their styles, their strengths and weaknesses. And they take that into account.

      But I do think that the Nr.1 referee from a big country should be able to officiate every game, by adapting his style to what the game demands.

    11. 1) Correct decision IMO, the offender goes in with force, leg is outstretched, studs are shown. Although it's not a full studs tackle, RC for me.
      2) Thought I was watching WWE for a moment. RC for me, however it's interesting to point out he took some time to reach the decision, despite whistling the foul immediately. Whether he took time to reassess the incident "mentally" or he took advice from the assistant, the whole process seems appropriate here, without risk of inflaming the players.
      3) Perfect decision for me, YC included, even more from live perspective.
      4) Another perfect decision IMHO. The offender was late and fully aware of his movement. Reckless offence, YC.
      5) Nasty challenge from behind, SFP and mandatory RC for me. It's really good that Mr. Vernice gave it live, we don't need these tackles in football, probability of an injury is very high. Also, nice gestures from the offender, apologizing both to his opponent and the referee.

      I would also like to highlight calmness and secure authority of Mr. Vernice, mentioned by Anonymous @20:26. As a police officer, I can definitely confirm that these traits are more than necessary in dealing with people, regardless of the situation.

We can discuss the situations and whether correct or wrong, but IMO equally important and interesting: if a referee has to issue 4 RC’s, shouldn’t we question his approach and management throughout the game? Did he apply the correct line, could he avoid showing those cards (too lenient?), etc.

    13. My thoughts, ofc not having watched the game:

      46' I have doubts but I'd support the decision as VAR. He was lucky that being not a 'RC+' incident and all the time he took to think, there wasn't more dissent/mobbing for a 'surprising' decision'.

      50' I think RC is more brave and correct, but he has the same problem as in 46': Too delayed and 'surprising', and the referee should have been more dilligent in calling for medical assistance instead of walking to the scene considering the Montpellier player was knocked almost unconscious after the elbow impact.

      73' Correct PK, YC acceptable for the challenge rather than situation of play, no problem.

      88' Acceptale/correct 2YC, you can even hear the sound of the impact. Some people might dislike and say that telling the offender to get up is rude, but I have no problem with that if the player is on the floor by inertia instead of hurt.

      90+4' Correct RC for a scissors tackle from behind, the offender knew and accepted it. At least this time the RC was out of the pocket immediately after blowing the whistle.

      I rarely saw a referee being so chill on a FoP! :D

    15. I don't understand the LOVE for many red cards on this blog, to be honest.

      You can praise a referee for issuing 4 correct RC's, but what if most red cards were the result of 1) the referees leniency in 1st halve, 2) a bad foul detection or 3) a bad player management? If so, he doesn't deserve the praise for issuing those correct RC's in my book.

      To be honest, I would never PRAISE a referee for issuing 4 RC's if I haven't seen the full game.

      Funnily, the old marking system of Spanish referees at grassroots and semi-professional level (I'm talking about the 90s and early-mid 2000s decade) was exactly the opposite of your idea of refereeing: At that time, match difficulty had more weight in the observer reporte than performance itself, and referees who ended their games in card-festivals were rewarded 'because they had more challenging games' instead of referees who consistently had '8.3/8.4, expected performance'. At that time, your ability to manage a normal game wasn't that important, but your ability to manage (i.e. survive) ultra-challenging games.

      So, referees were incentivized and tacitally encouraged to deliberately inflame their own games. That's why at that time we could see authentic 'arsonist firemen' referees in LaLiga, like Pérez Burrull, Rubinos Pérez or Muñid Fernández, to mention ones who reached FIFA status

    17. Yep, I understand. And nowadays we evaluate the role of the referee (big picture) when a game ends into a card fest.

      Probably I have seen too many games recently where the card fest was the result of
      1) Too much leniency early in the game, leading to dirty fouls
      2) A passive approach / management by the referee
      2) Inconsistent foul detection leading to frustrated players, etc

      Lets face it: you almost never see a top ref ending a game with 4 red cards. That’s why I’m curious about the big picture, the role of the referee here and how he was accepted by the players.

    18. In my opinion, 3 red cards are not crystal clear RCs, so maybe it was possible to avoid them, but I don't the big picture of this match anyway. The 4th RC and penalty kick given are fully justified IMO.

    4. I think they might have confused themselves with a rule that was introduced in 20-21 season. (Page 98 LOTG 22-23)

      "If the goalkeeper handles the ball inside their
      penalty area when not permitted to do so, an indirect free kick is awarded but
      there is no disciplinary sanction. However, if the offence is playing the ball a
      second time (with or without the hand/arm) after a restart before it touches
      another player, the goalkeeper must be sanctioned if the offence stops a
      promising attack or denies an opponent or the opposing team a goal or an
      obvious goal-scoring opportunity.''

  13. Is anyone watching Newcastle-City in EPL. Ref Jarred Gillett VAR Peter Bankes.

    Min 73’ (sorry I don’t have a clip - hopefully someone can provide one :D) Gillett issues red card for Trippier (Newcastle #2). VAR recommended OFR and then card was changed to yellow. Perhaps I’m mistaken and I’d love to know thoughts, but I think it was never VAR stuff. The foot was high to the knee and even though his studs were down and the contact perhaps wasn’t too hard, I thought VAR should support the original decision. From watching it once I thought maybe an ‘orange card’ so therefore original decision should stay. What does anyone think?

    4. Poor day for the officials. Poor decision from AR1 Ian Hussin to disallow the first Newcastle goal. Missed a stonewall penalty. Gillett gave Man City everything, then that should have stayed as a red. Also Rodri should have been booked multiple times

    5. @JackS “Gillett gave City everything” is clearly false when considering the LOTG. His foul detection was perfectly fine, bar a couple of decisions either way as is to be expected. Based on this and other comments on this and the other forum, you always seem to have an issue with any refereeing decisions that go in favour of Man City or against Liverpool… very interesting

    6. I wouldn't exactly call it a poor performance (actually, he was pretty good in the 1H IMO), however I fully agree about the RC in 73' being a good decision. That was definitely NOT a clear and obvious mistake, it left a sour taste in my mouth seeing it sent down for an OFR by VAR Bankes. Part of me hoped that Gillett would stick to his original decision, however it probably takes some guts to do it (and he's certainly not Mateu Lahoz). It also seemed to me that the whole incident took a toll on his decision making during the last 20 min, he failed to spot some fouls and all those decisions went against Newcastle, so I understand the frustration.

      I can't comment anything on the potential penalty JackS mentioned, unfortunately. Had to leave my TV for a while and I did hear the commentator mentioning a silent check by the VAR, however I missed the incident. Would probably change my mind about the whole performance if it actually was a penalty.

    2. Interesting video! If one considers the pass as a deliberate pass to the goalkeeper the sending off is correct. I have doubts however if the player passing the ball meant to pass it to the goalkeeper or intended to pass it to the defender close to him instead. I would go for the play on as well.

      The goalkeeper has the same restrictions on handling the ball as any other player outside the penalty area. If the goalkeeper handles the ball inside their penalty area when not permitted to do so, an indirect free kick is awarded but there is no disciplinary sanction.

    6. Very true, I was mistaken and confused by the passage stating that the goalkeeper touching the ball a second time after a restart, when in case of a DOGSO a red card should be issued.
      Handling of a deliberate backpass of course goes without any disciplinary sanctions for the goalkeeper. My bad!

    In this case we can praise Kavanagh, evident foul. Maybe AR2 could have helped Taylor, but good VAR intervention.

  22. Good 1H from Soares Dias in Plzeň.
    Three correct bookings in 38',40' and 43' (reckless tackle, dissent and reckless tackle respectively) + another for a benched player (verbal dissent). He was only challenged in the last ten minutes, otherwise quiet 1H - first foul of the game at 18' (!) - with football focused players.

Expected level in 2H, with some points of improvements in the first ten minutes, when the game's intensity increased (missed foul in 51', wrong foul in 54', small lack of presence/game feeling in a confrontation in 55'). Otherwise no problems, in control of the players, with his classic authoritarian attitude.
      One correct YC in 94' (DtR in a substitution, firm presentation as well). 8.3 level.

      Overall, it was a good 1H for Taylor IMO, hopefully it stays the same in 2H.

    3. He did put his whistle to his mouth right before the goal-scorer gained possession. I think he had reasoned he would not allow a Red Star counter-attack, but once possession changed he gave Maccabi one more attack...

      Also it's worth remembering that Taylor would be waiting for a "check complete" on the goalkeeper encroachment question, which can take about 10 seconds. Technically, he COULD end the half first and then receive confirmation one way or another. But that would be ugly if he ended the half and then had to re-take the penalty, so it's worth considering if that factored into his timekeeping decisions.

    4. Excellent remarks, Usaref. I wrote that because I saw that Taylor was ready with final whistle the seconds before. I would ask the following: how much we should care to avoid a circumstance, just because "ugly"?
      I indeed noticed all referees waiting for VARs before final whistles, even with the possibility to lose control about what they are doing in that moment! Since the protocol allows to intervene after a final whistle, I really don't understand why we have this trend. Possible that head of refereeing asked for that because in serie A and some other leagues I saw, it is the same. One shouldn't be too much worried about the form.

  28. Overall very good refereeing in the three play offs today.
    Nothing to say about Turpin, it was the least interesting game due to first leg score and it was even easier than the expected, with Ukrainian team almost renouncing to play.
    Then, for what I saw, strong performance by Soares Dias in Plzen, very open game and challenging context. The Portuguese in recent times shows a very interesting body language, to me he has matured if compared to the referee we knew in past seasons. The wish for him is to continue on this way, because this was what was missing for becoming a very top Elite like other names. He can manage that.
    About Taylor, full control of a potentially very hot game, maybe it was just a bit easier than one could have really expected, but absolutely referee must be praised. Some disturbance at the beginning with fireworks and fog, still a veyr challenging context in Belgrade. The penalty was difficult to spot direclty, I would say maybe even impossible... VAR is there for such incidents. Another wish is to see English VARs with good performance in future, like today. In the very last minutes, good management with a brave decision of playing on without whistling what would have been a wrong foul in favor of Israeli keeper. And now, let's wait for tomorrow's games.

    3. Yes, Oliver is nr. 1 in Premier League.
      Taylor is the better (more versatile?) referee outside the borders of the UK.

      Will be interesting to see who will do better at the WC.

    4. I don´t understand how you can describe the performance as "excellent", "impressive", "precise" when he missed in the pitch a clear penalty. In modern refereeing you have to pay attention to the match preparation. Maccabi Haifa attacking corner kick normally goes to the first post and the kicker makes a insinger trayectory, that means that referee should be ready to change his position in order to get the rigth angle. It´s not acceptable to say "may even impossible" when he didn´t try to get it directly in the pitch.

      The PAI are the big bussines of the referee, and he missed one crucial situation. That´s a fact.

      Same action, diferent referee and your comments would be absolutely the opposite (one more mistake, poor perfomance, etc...). Guys, try to be consistent... at least in the blog ;)

      (A part from the penalty missed, he did a good job: excellent management of the game and players, disciplinary level correct, good positioning and fitness).

    1. I don't know if all YC where appropriate or not but from what i saw from highlights on YouTube first goal of Apoel is offside. Good play on at 18' for two penalty appeal one for each team. At the extra time during second goal of Djurgarden from far camera Reinshreiber looks tired (not sprinting). I guess has been a challenge match for him.

    3. It's not good to hate my friend. You can disagree or dislike and it's ok. Hate it's not ok. Anyway i didn't mention nothing about how far is he. But in a long ball referee should give his max to reduce the gap and recover as much meters as he can. If for you this is a sprint for me is far away from sprinting

  31. OT: I saw that Monzul officiated a match in the Ukrainian league today. Does this mean she won't officiate in Italy anymore?

    1. As I guessed, the situation is not clear, maybe the choice to join Italian association was made just as alternative opportunity in case of emergency still going on. Nowadays rules seem to be definitely flexible than past about that.

  32. Cyprus and Croatia start referee exchange programme this season!

    Are there other examples of that practice currently in Europe?

    1. Considering the quality of refereeing, big loss for Croatia since most of Croatian referees are more experienced and better than those from Cyprus but let’s wait and see.
      Regarding your question - I remember Austria-Switzerland had exchange programm and if I am not wrong France-Portugal?

    2. And The Netherlands and Belgium used to have that. Stopped since years though, especially cause the Dutch considered the Belgian referees as not up to the standard. At that time, Belgian refereeing was in a big turmoil.

    3. Well, I personally hoped that Croatian would do it with Hungary, Romania or Slovenia, for instance.

      Maybe Milorad Mažić convinced our fA that it will be fruitful for both associations. I know that in Cyprus there are some good and challenging games so its an opportunity for gaining international experience either way.
