    1. I think the teams are suitable for the Spanish referees the way thatthe appointments are now. UEFA needs a strong name in Greece. But I'd have swapped Sanchez Martinez with Turpin. The French was the logical choice for the second leg. This management seems a little odd to me.

    2. This is also Medina Cantalejo's first game as a UEFA observer since he became CTA-RFEF president. His last appointment until now was in October 2021, observing Ivaylo Stoyanov from Bulgaria in UYL game Atlético vs Liverpool.

Yes indeed given the current ranking of Spanish UEFA Elite, Gil Manzano could have been expected in PSV - Rangers, a possible very challenging game, while one could have guessed Sanchez Martinez in Greece, even more after Letexier appointment in first leg (Sanchez Martinez and Letexier similar experience as UEFA Elite).
    But we must add that game in Greece could be on paper more challenging than the first leg in Belgium, and at the same time it is good they try with Sanchez Martinez in something (relatively) big.
    Nice to see Del Cerro working as VAR, he can continue in this role in UEFA as well.
    About Kovacs, if we go back to first leg with Peljto, we can say that the Romanian got a less sonorous game than what he could have achieved, maybe a not perfect performance in his last appearance contributed to that.

  3. Gozubuyuk not appointed in a play-off in any of the UEFA competitions. Can we draw the conclusion that UEFA didn’t like his 3rd round game and/or the OFR?

  4. I have watched all first leg games now and the most challenging tie was surely Maccabi Haifa vs Young Boys - perhaps also due to inconsistent and lenient performance by Davide Massa. Slavko Vincic is going to be very busy on Tuesday. Rangers vs PSV was intense but rather fair. AEK vs Antwerp could be difficult as well.

    1. Will be interesting to see Massa’s next game. He’s from a strong nation, however UEFA’s definitely applied the meritocracy principle in 2023.

      Although I expected Kovacs to be out as well after his 3rd round game.

    2. Lenient style, but what is terrible to watch is the dissent in 74' this shouldn't make Rosetti happy, definitely. The player did that twice under the eyes of referee, unacceptable.
      To be honst I'm really disappointed by Massa. Don't know why he changed again for this game, after having been a different referee on last season. Let's see how he will continue in serie A and European competitions.

  5. Pleasure as always to read posts from Chefren and Euro Soccer Ref.

    Agree that Maccabi-YB was really hot game and Massa had very strange approach . Massa last season we saw showed always early cards to not lose control of the game but here he let everything go and started with cards very late. Then he let home players to protest very badly at him . He was Massa from before so to say, we will see tonight in Salerno what style he will use this season.

    Chefren are there any talk in Italy about Doveri-s missed red card where he showed only yellow card and VAR saved him? I saw this game and he had great view was only meters from the situation and it was super clear that Hien was last man and it was 100% goal chance as Belotti would be 1 on 1 with goalie. Why is he afraid to show red card in such easy situation so late in the game? I will not mention his ultra lenient style and many mandatory cards missed but this situation makes me really angry when it comes from Italian number 3 referee.

    One thing more if you and Euro Soccer Ref can comment, I see for first time ever more cards coming in England and Germany then in Serie A, what do you think is it just to little sample so far or can we see new trend? And what is the reason do you think? Webb,Frohlich,Rocchi different directives or tempo in the games ? As we can see so far in the season referees in Germany and England zero tolerance for time wasting,bad behavior but in Italy the let it go more. Yesterday Caputti and Di Bello let Lecce and Bologna time waste and point fingers against them without cards for ex. I would really appreciate if both of you could give some input about this.

    1. Indeed, you would expect Italy to take measures and show more cards after the Europa League final and disgusting behavior on the benches.

      Instead, there is a new trend in North-western Europe to issue more YC’s, to protect the football image and don’t give the bad examples to young players, and rightly so.

    2. Agree 100 % with Scandinavian referee.
      Di Bello,Caputti and even Marinelli had plenty opportunities to book players for timewasting, especially goalkeepers,but they just warn them and warn them continuosly without consequences..
      What kind of referreeing is that?
      While you have english refs that are being very card given for timewasting,you have Italian ones that are too lenient.

    3. Scandinavian referee, I can only say that I agree with you.
      About Doveri, as I said often in past, he has this reputation of being best Italian referee, even more than Orsato, honestly just for his style of sparing cards. That's something that can't work. All referees could act in this way. Experts say that he is allowed to do that because he has a strong ascendant on players, but in my opinion that's not a motivation because it is the same to say he can do what he wants just because he is considered the best. Orsato is better under this point of view, despite of being a bit narcissist as referee and not liking too much working with VAR, at least he officiates a game according to his style, while Doveri hasn't any style.
      This also can lead to a lack of talents, if you ask me, because if all referees try to do what Doveri does, the development doesn't work. Now, in the specific case of Verona - Roma I don't know if he just wanted to take the easy decision instead of the harsh one, but it is true he always thinks to spare cards and to give only a few ones, as said.
      About punishing unsporting behavior, things never changed in Italy, what England and Germany have decided starting from this season, doesn't involve Italy. This is because the relations with clubs are different, mostly if referees start to act in this way, with many yellow cards for time wasting, dissenting gestures and so on, they are forced to change forever the approach. I don't see this possible for the Italian culture, because many referees would be then refused by teams and the appointments would be difficult to make.
      But... let's mention Antonio Giua in Napoli - Sassuolo yesterday, he sent off by straight red card for a verbal abuse. Nevertheless, player wa close and repeated the insult at least twice, this is the only way to make a referee angry in Italy...

    4. The only ref that has good approach and that has that old school mentality like Rocxhi and Rizzoli is Maresca.
      He to me when he has his day,he is best in Italy.
      But he also had to change his style and he became more lenient cause of nicknames that were given to him "Maresca rosso" and public image that he is ref who books players for looking at him the wrong way.

  6. I don’t want to go into details and start a political discussion, but apparently RFEF has told UEFA that they would consider leaving UEFA if further punishment follows in the Rubiales saga. What would happen with these appointments in the unlikely event that this escalates so much more and Spain leaves UEFA (even if it’s just for a day to make their statement or whatever)?

  7. Ofc I agree it is rightly and I welcome this new directives in England ans Germany. It protect game flow , protect players ,protect referees etc. But I can not understand this not being case in Italy where the boss i Rocchi who was famous to dish out yellow cards if you only looked at him.

    France have huge tolerance to this also but this is nothing new there as 90% of their refs are old school and very lenient. They have Turping,Pignard,Letexier and Delajod who follow this new modern trend but rest are very poor. Bastien is very poor lately and he must been in some private problems because you can clearly see in his games that his mind is not there. He was great referee but last season awful and this he is not better. He showed with his hands 4,5 times to Strasbourg players last time for time wasting but never a card. Players doing gestures with hands to him but no action and all in all very bad body language and positioning on the pitch.

    But Italy with Rocchi in charge who hate this things is very strange for me. Imagine 10 years ago if they told us we will see as many cards in PL and Serie A, at this time PL had 3.30 cards per game and Italy 5.50 cards per game. I remember Rizzoli,Tagliavento,Rocchi there is no way they would tolerate bad behavior like today top refs allows Doveri,Mariani,DiBello.

    They losing minutes on this talk and last warning after last warning given. Italy will have huge problems, Orsato will retire after this season and we can not see any other referee from Italy that will be top 10 referee in Europe for next 10 years period .

    France have Delajod,Pignard,Letexier all under 35 years, Germany have Schlager,Jablonski under 35 years. I am almost sure all of this names will be in top 15 names for next 10 years ( Letexier already is).

    1. To realise that Italy in one time had names like Rizzoli,Orsato and Rocchi and these refs were top 10 around 2016 and now you have all these lenient refs that are being pushed in Italy like Di Bello,Mariani and Doveri is beyond me.
      They are just not talented as these 3 and I agree,I dont see top Italian ref for a long time.
      I thought Mariani could be the one,but his inability to adapt to some games,big mistakes in key matches and his talkative approach is something that is holding him.

    2. Scandinavian Referee, I can say that I am more than happy to see the new trend against DtR and dissent in English refereeing. You see, even people usually bashing referees are content with this change, so it shows the change was really needed and everyone was tired of the amount of bad behaviours.

      I really don't like that Italy and UEFA didn't adapt the same strict line. It's actually quite contrary - referees in Serie A, Ligue 1, FIFA or UEFA competitions keep both eyes closed to DtR and dissent and that causes a really bad image of the game. I will try to post the link to videos including all DtRs or dissenting behaviours in first legs of UCL Play-Off Round. It shouldn't be like that, really...

    Yesterday in Juventus - Bologna Marco Di Bello didn't whistle this penalty to Bologna, VAR didn't call him to OFR and it turned to be in the most discussed mistake of VAR era in serie A, among with other few cases in past. All agree that this was a clear and obvous mistake.
    According to a journalist who is close to AIA sources, the situation has been assessed as mistake by Rocchi, both will be suspended for a certain time. An intervention was expected.
    Di Bello said that in his opinion both players went to ball and he didn't see a foul from defender. More responsibility to VAR that had to intervene. The assessment made by Rocchi seems to be YC for DOGSO because still genuine attempt to play ball by defender and not exclusive foul on the opponent.
    Di Bello started his new season in the worst way. You remember his good performances two seasons ago, unluckily he never returned back. Fourneau was coming from the extremely discussed Cosenza - Ascoli as referee.
    Moreover, first penalty in Milan - Torino (hanbdall, I posted by video), was assessed as wrong intervention by VAR Valeri, here the clip again.

  9. Alexander-Arnold incidents from Newcastle - Liverpool, discussed on the blog. At first, YC for kicking ball away, then a few seconds later possible second YC for a very clear foul on the opponent.

    In my opinion this clip shows exactly the duty that a referee must "pay" if he applies the strict approach regarding such behaviors. You can issue an early YC and you then are obliged to show a second one a few minutes later.
    Referee didn't do that, but how much because he didn't want to book rather than having in mind the previous YC?
    Very complex argument in my opinion.
    A referee is expected to apply the LOTG as they are listed, but in reality this always means being in trouble in situations like these.
    Having to spare a card, but of course BOTH MUST BE GIVEN, I would say better to book for that foul, than for throwing the ball away in that minute of the game. But again, a choice shouldn't be done, in a "normal" football game, without modern interests...

I just feel at that moment of the game, wasting of time isn’t really something that’s on the players mind and then he threw the ball back into the field of play not away from it, so I feel the first yellow was unnecessary really and if he had blown for the foul earlier on Trent all this would have been avoided

    3. Maybe I am alone with this opinion, but I could see easily arguements for not having SPA case here . Number 3 can easily intervene, it occurs at own half, and let's be honest Gordon makes the most out of the contact. He could easily run forward, but he knew it that TAA is on a YC, so just threw himself to the ground to earn the the 2nd YC for him.
      Also if Brooks did not award freekick earlier for the push against TAA, honestly he could just let the game flow here as well and draw the same line for disciplinary control.
      And let's be honest it has to be biggest textbook second YC in the 5th minute of the game to send off somebody for a second bookable offence. I don't think that's the case here.

      Before misunderstanding me I agree it was a foul and probably if TAA is not on YC already probably he should have been booked here for SPA. But it's a rather complex situation in this specific context and somehow I agree with Brooks not to caution or I would prefer a play on here. (during the game they showed replay, and you can see there how much Gordon was happy to throw himself to the ground as soon as he felt the first minor contact)

    4. I absolutely agree that if it's SPA, the yellow card must be given, no matter the time in the game and no matter if the player is already booked.

      But in this situation, I don't really see much of a promising attack here. It's in the defensive third and he's taken a long touch that will lead to likely a 50-50 ball with another defender. Would be a harsh YC in any context.

    5. Moreover I think the whole clip shows a poor display by Brooks. First of all, the charge on Alexander-Arnold at the beginning is a clear foul. If he calls that, none of the rest ever happens! Then the YC for throwing the ball away is good. But then moments later a Liverpool player gets fouled and a Newcastle player kicks the ball away, no reaction by the referee. Why not? Strictly speaking, that's delaying the restart too. Then to "mask" that error, he lets Liverpool take a quick free kick from very far away from the location of the foul, probably while the ball was moving. Very uncomfortable sequence of events.

    I don’t think this is good idea to post highlight of the match of his team in social media, but Tae Yong Shin, head coach of Indonesia, former head coach of South Korea in WC 2018 do that, IMO this is simply embarrasing for AFF again and again, and FIFA/AFC do nothing (no one care) about them, I mean we know that the referees come from favoritism of the host country or their neighbours, we can say that in AFF there is clearly local maf** works there. Can you imagine AR1 from the host nation (Cambodia) works on the final after make several serious mistake in GS and then he made another crucial mistake on the final (2m onside position deemed as offside, you can see the highlight). Indonesia played 4 times and 3 of them refereed by same referees from Japan (only main referee), Hiroki Kasahara, regular J1 and J2 league, but you can see by the highlight the penalty decision and missed clearly violent conduct by the Vietnamese player.

  14. Surprise surprise, Pol van Boekel is appointed in the UCL play-off with Kovacs, whereas Kovacs always used to work with German or Italian VAR’s.

    On the other hand, Makkelie is appointed in the Europa League with a different VAR. My assumption: Makkelie wants to work with a different VAR, after Pol van Boekel’s blatant mistakes last season. I don’t see how there can be any trust between those two. However, Van Boekel is ALWAYS appointed in UCL, no matter how bad he performs. Why ? They either don’t trust other Dutch VAR’s or Van Boekel has a big friend in the Referee committee. I fear the latter.

    Come on, UEFA. If Makkelie works with a reliable VAR, he will be one of your best referees.

    Additionally, the Slovenian VAR Kajtazovič is used as a trusted VAR ‘out of nowhere. If they can trust Kajtazovič, from a very small(!) football nation, I don’t see why they can’t trust Higler, Ruperti or Dieperink.

    1. The answer is very short and simple about why there is more trust in slovenian referees and VAR compared to referees/VAR from other small football nations:
      because of a slovenian uefa president. There is no more to say!

    2. Yes, of course. A very special treatment of Slovenian officials given the rankings. Slovenia is ranked #31 on the UEFA club coefficient list and the Slovenia NT is ranked #61 (FIFA).

      A bit odd to see so much trust in a VMO from a small football nation ‘out of nowhere’. We don’t see e.g. Kovacs with a Romanian VMO, to call an example.

      I believe, Netherlands is ranked #5 in the club coefficients lists, ahead of France. Not a small football nation and one of the first countries to implement VAR. But for some reason, Van Boekel has a monopoly (!) on VAR duties in the Champions League. Crazy.

    1. OT: I wanted to ask a question and I feel like you are the right person to adress. Altough I don't watch games from CONMEBOL, I followed quite regularly the appointments in their competitions after the WC. I noticed that Anderson Daronco gets bigger and more appointments. Wilton Sampaio still is the nr. 1 referee from Brazil, but Raphael Claus more or less dissapeared. I guess that Daronco is slowly but surely in preparation for the 26 WC. CONMEBOL might even fancy give him a spot for EURO 24, even though the expected choice and my prediction is that it will go to Andres Matonte from Uruguay. If you are kind, is my observation correct? What do you think?

  18. Sanchez missed a clear yellow card after 1 minute. I will admit: I already get quite tired of the way he referees. Its quite restless, lot of gestures and I don't feel that (so far) it works in this match between PSV and Rangers.

    1. Much too lenient. I start to think he has left his cards in the dressing room. Below par performance so far for my taste altough there are no real crucial mistakes besides the missed bookings so far. Its Just not the level we should expect from a CL playoff ref in one of the most difficult matches of this years playoff.

  21. Have to agree with you about Sanchez. Awful to see this lenient approach he uses always in Europe in first half. It hurts to see because it is same team that takes this fouls over and over. You could see that he tells Glasgow players 3,4 times "last warning next time it is a yellow card and then he just do it again:). Always same approach in first half from him in big Euro games. He will be saved here that Psv is much better team and 2-0 coming probably .

    You could see how Kovac in more or less same situation gives 2 yellow cards to away team and gains full control . But Kovac has learn his lesson from Milano last year.

    1. He seems to be right. Really hate this way of refereeing. As a viewer I dont take Sanchez and his talk/mimics seriously anymore tonight. Cant imagine how that must be for the players on the pitcher. Hope that Rosetti is watching because Sanchez is clearly conveying the message that he isnt suitable for the real big matches IMO

  27. A few cards for PSV later in the game for offences that were equal if not less severe than some offences of Rangers earlier, but those were not penalised. Very uneven approach here.

  28. We often read comments here about German and English officials, and their lack of adaptability when they have to officiate Italian teams or the more ‘heated contexts’ in general.

    Well, Spanish and Italian officials have to change their style as well when they officiate rather fair, ‘football focused’, and intense Nordic teams, otherwise their style does not work imo. In short: PUNISH ultra clear (YC) offenses and ensure the flow of the game. Players will be annoyed by too many soft fouls, too much management, talking or (pedantic) gestures. Be background-minded, humble, and step in when needed to punish ultra clear offenses.

  31. Huge disappointment after having watched this performance by José María Sánchez in PSV - Rangers. To be honest, I would dare to say he wanted to show to somebody that he was able to handle such a game without issuing any single card, but, as it always happens, at the end he was forced to do that, so the result was a more than inconsistent disciplinary control.
    If Kovacs took the blame for Milan - Napoli, in this game the Spanish did something by far worse, he was just lucky it didn't escalate... but you can't violate LotG in this way. Absolutely unacceptable.
    All would be good in just whistling fouls without issuing cards, an Elite referee is there also because believed very good in knowing when to step into the game. There are no explanations for the first YC missed, something so blatant that you can't believe to your eyes...

    Maybe a bit more than the incident in 2', but be sure in case of no cards before in 84', he wouldn't have booked in this case as well, but since he had opened the cards, he could do that... incredible management by Spanish referee.

    In case of offside (impossible to say but it looks tight offside), clearly punishable. Attacker moves the leg very close to keeper, this is always offside. Extremely short time before allowing goal could even suggest us that this wasn't checked, to be honest, reading the name of who was at monitor, unluckily I can't be surprised. Be sure that another name like Hernandez, Munuera, Del Cerro would have communicated something, given the importance of the call, but yes, it was De Burgos... so you couldn't expect more than that. Sorry to say, a referee never at the level of the others.

    1. Agree with every word you have written Chefren. Totally unacceptable for a referee of a high level to choose to behave like this in a UCL match.
      I have a rhetoric question for the readers. What if a referee from a "small" country do this?!

    2. Awful performance from him.
      He was saved by the result.
      If he continues like that,then no way he will be spanish ref that is destined for greatness.
      Even commentators were laughing, they said something like 36 cards in last 5 matches in La Liga.
      Just whistle the game as you do in La Liga why are you all of a sudden changing your approach?
      Problem with not given YC in 73' is that was Cantwell's 3rd or 4th incident,whether he's behaviour or his fouls,and that goes unpunished,it left me suprised.
      There were other incidents and misconducts from other players aswell but all he did was talk and warn players.
      We saw yesterday Kovacs and how he learned from his mistakes and now books players whenever there's a chance,there is no more double criterium with him.

      With Sanchez,man,I will repeat,awful performance even worse than some refs who had commited crucial mistakes.
      If this is acceptable by Uefa,then let's all bet that every match no more than 3 cards will be shown.

      Luckily,we have other smart refs who have courage to book players and give them what they deserve.

      Sanchez is not one of those refs.
      To think about beggining pf his career,I remember 3 game stretch where he showed double digit cards in that 3 game stretch to seeing him now being lenient more Turpin is so funny.

    3. I did not see the game but I'm absolutely not surprised this happened to Sanchez, he's always been too lenient and ignored clear YC in the name of game management. It doesn't work, players get frustated after clear YCs is ignored and the game spoils over. Often relying too much on VAR as well in my opinion, I remember watching him in the Seville derby last season with three OFRs for RC offences

    absolutely absurd. Regarding player
    welfare, it's some kind of big tragedy
    because the PGMOL are adding
    almost 12, 13, 14 minutes (BBC)' and that Uefa's guidelines are different. Yet Webb and the Pgmol stated that it was an Ifab/Fifa instruction that means more added time, which would apply globally, and the pgmol had no choice but to implement. So, who is right? Did England make that up or are Uefa unfairly attacking one of its associations for following mandated instructions?
