  1. Rosetti (ITA) was initially announced as the observer in Spain vs Scotland, but the UEFA site removed him. So, either Rosetti is tied up or Gozubuyuk is a replacement.
    The latter is possible, because so far Gozubuyuk and Makkelie have rotated each qualification round.

    How do we estimate Gozubuyuk’s EURO 2024 chances? Who are his main contenders?

    1. Thanks for the info. It is interesting but indeed we can only make speculations. We can't know whether Rosetti couldn't attend for some reasons or they changed the full appointment, waiting for a new observer for Gozubuyuk. I think that, given the moment of the Dutch, having Rosetti as observer would have been possible. The reason is the one you mentioned, nevertheless, I really think that the Dutch needs time and one must wait before understanding whether he did or not a certain step above from the, let's say, low Elite to the, at least, Middle Elite Category. Signals seem to be good so far.
      There will be surely other contenders, so, apart from important observations, he has to continue on his path.

I doubt with his chance (2 spots for NED), because his main contenders for me are stronger than him, but the background not support them, e.g. Peljto, Nyberg, Kruzliak (maybe debatable this name). IMO unfortunately despite Zeinstra on there, I really doubt Gozubuyuk chances. If we look at 2020 formation, there were iinm 19 referees teams (18 UEFA + 1 CONMEBOL), IMO, guaranteed their spot (by order):

      2. Marciniak
      3. Taylor
      4. Dias
      5. Kovacs
      6. Turpin
      7. Vincic
      8. Makkelie

    3. To add, surely three Dutch in a day are very particular and indeed this can be a signal that the Dutch crew in Spain is a full replacement, but again, we can't know. Still, the game suits to a name like Gozubuyuk if you ass me.

    4. True, the game suits Gozubuyuk, it’s a nice test but at the same time both teams are expected to qualify. I expect Gozubuyuk to have some important observers in upcoming months cause he’s a borderline name for EURO. Three Dutch on day is quite exceptional though. If they made a replacement, it should be Serdar

  4. Makkelie for sure has the hardest match on the paper.
    Both teams in contention to go through hostile crowd and teams that play phisycal and sometimes dirty football.

    Taylor and Gozubuyuk get european giants,but teams that play fair so I expect no problems for them.

  6. Three Dutch referees in a day, I think this one never happened.
    Having already said above about Gozubuyuk, we can underline that Makkelie is very often paired to such teams from Balkans (Albania, Kosovo, North Macedonia...). The games can be very challenging.
    As for the rest, good remarks by Quilava about U21 referees, and I would say regular assignments for Walsh and Taylor respectively. The English, despite having lost the old form (one must be honest) is still highly regarded by UEFA.

  7. Important update: Polish observer Mikulski has been sent to Spain - Scotland now with Gozubuyuk, he was originally appointed in Israel.
    This COULD mean (but we can't be sure, still speculation) that Gozubuyuk was originally planned to Israel, then maybe changed to Spain because postponed game in Israel.
    And maybe Rosetti with another referee in Spain, now removed.

    1. For VAR, I think, the following should be relatively safe options:
      Kwiatkowski, Martinez, Irrati, van Boekel, Dankert, Fritz, Valeri, Higler, Brisard, Attwell, Martins.
      Also Hernandez, if not working in another role.
      For more country variety, Bebek and Kajtazovic also look likely.
      If more VARs should be selected, it could either be further names from the big leagues (e.g. Dingert, di Bello) or further countries represented (e.g. San, Popa, Stoyanov).

  10. For EURO 2024, I think the following names are 90-100% in:

    1. Orsato, 2. Marciniak, 3. Turpin, 4. Taylor, 5. Makkelie, 6. Gil Manzano, 7, Zwayer, 8. Vincic, 9. Oliver, 10. Kovacs.

    11. Letexier is in good form, and normally a sure name. Main question is, do they want Frappart as well? Three French referees would be exceptional.

    12. Nyberg ->> If Ekberg was invited as a Cat.1, I don’t see how Nyberg can miss this Euro
    13. CONMEBOL
    14. Female referee. But who? Can they invite 3 French? Or will they send Letexier to CONMEBOL and the Olympics as a compensation…

    Other names:
    14. Indeed very likely it will be a battle between Jovanovic and Peljto, given their political backgrounds
    15. Meler, given his Turkish background, I think he will be in as well, if his form is decent

    16-17-18:
    Gozubuyuk, Kruzliak, Massa, Sanchez Martinez, Grinfeeld, Schärer (the latter needs to be back soon in order to make it)

    *Letexier / Sanchez / Massa are good names for a CONMEBOL exchange

    Sure, there always will be a surprise name, as one of the fixed Top 10 names can be injured, out of form, etc

    'Locked' names unless injury or external problem: Orsato, Makkelie, Turpin, Marciniak, Kovács, Oliver, Taylor, Gil Manzano, Zwayer, Vinčič, the CONMEBOL exchange referee.

    Probable names: Nyberg, Letexier, Meler.

    Borderline, leaning IN: Sánchez Martínez, Gozubuyuk, Peljto, Soares Dias, Schärer (if recovered)

    Borderline, leaning OUT: Massa, Kruzliak, Grinfeld, Jovanović, Siebert

    Almost dead on arrival: Collum, Kulbakov, Sidiropoulos, Hernández Hernández, Stieler, Bastien.

    My two cents for support referees: Rumsas, Obrenovič, Eskås, Krogh, Gishamer, Strukan.

    On the other hand, I'm skeptic there will be a female central referee at EURO.

    They could just put Guadalupe Porras Ayuso (who is very good btw) in Gil Manzano or Sánchez Martínez team and that's it. Frappart is complicated due to Letexier's rise and development in the last few months that makes him a huge candidate (three French referees?), the rest of options (Monzul, Martincic) would be a joke.

    1. Regarding female officials, FIFA already had the scoop last year, so UEFA can decide to focus on quality.. On the other hand, there is a glaring shortage of female officials. And in one way it would be a surprise if Frappart isn't there at all, because she really is a Refcom favorite. I wouldn't be surprised by 3 French officials though. And otherwise, 1-2 ladies as support referees (again)..

      Locked names to me 14 (unless injury or terrible future mistakes/problems): Soares Dias, Gil Manzano, Turpin, Letexier, Oliver, Taylor, Nyberg, Makkelie, Marciniak, Zwayer, Orsato, Vincic, Kovacs + 1 Comnebol (Tello or Sampaio)

      Missing 4 referees

      Borderline with high probability: Massa, Sanchez Martinez, Jovanovic, Peljto, Siebert

      Borderline need outstanding performances since today to February 24: Kruzliak, Meler, Guzubuyuk, Grinfled

      Almost dead on arrival: Collum, Koulbakov, Sidiropolus, Stieler, Bastien, Karasev

      Injured: Hategan, Sharer, who can be used as expert VAR like as Hernandez Hernandez

      Fourth Officials: Eksas, Obrenovic, Walsh, Rumsas, Jablonski (or Osmer), Lambrecht (or Visser), Aghayev, Strukan

      Agree with you on the fact that Frappart is definetively below with Turpin and Letexier and three frenchs are really unexpected

    5. Definitely a nice summary by Quilava, I would change / discuss about the following: based on appointmentss Nyberg is a lock and, as somebody wrote, after Ekberg as Category 1 call for 2020 (2021), it would be absurd to see Nyberg out.
      Also, I can't see Letexier and Umut Meler on a similar level. The French is clearly ahead, on a similar level like Nyberg, but maybe slightly behind the Swedish, nevertheless I'm convinced he can manage it (but for him the "problem" will be being a referee from the same nation of a top one).
      Umut Meler in my opinion at moment could be called as fourth official, he showed good performances but only in very recent times, until a few months ago, committee still treated him like a "newbie" Elite. Nevertheless, if they want to accelerate the process, this is clear, he can be called. But in reality his situation is still different to me.
      Soares Dias reputation is very difficult to read, I wrote about that already in past, now this injury complicated a bit the things, on paper he can get even top games, but differently from other Elite referees, you don't get what is the path of the Portuguese for some reasons (sometime very poor performances). Nevertheless, I think that basically UEFA could call him.
      I would put Peljto by far ahead, and clearly to be considered before Umut Meler, just to make one name.
      Siebert seems to be definitely out at moment, Zwayer nr. 1 and maybe this will be enough. I would put the chances of Siebert and Stieler even on a similar level at moment, in case of second German called...
      Jovanovic lost a bit of credit in recent times, Sanchez Martinez gained a certain good reputation by committee, but still in doubt (would be second Spanish). The Slovaniak Kruzliak made many efforts to return back, but still if we look at reality something would be still missing for a major call.
      Finally, just wanted to spend some words about Massa: I have the idea that committee doesn't like him too much. He gets regular assignments as Elite, but he is not seen like a name that can become a 100% trusted. The presence of Orsato is clearly a big problem for him, and maybe all his hopes are about WC 2026. Nevertheless, after having attended EURO 2020 as reserve referee, a call would be expected, but in case, the management of the Italian by committee wouldn't give such signal to us, at least so far...

    6. Crazy to think that Dias, after UCL semifinal could miss the Euro. Altough not impossible, for example Kovacs was only 4th official in Qatar and Siebert, who was behind him in terms of European experience was main referee.

    8. I have a slightly different order of likelihood regarding some names mentioned by Chefren.
      1) Letexier and Soares Dias after their last CL KO stage
      2) Meler (good last season & big federation)
      3) Nyberg (big game on MD1, but no CL or EL(!) KO stage and in general little experience - therefore behind the other three IMO)
      4) Jovanovic (relatively experienced and a few bad games shouldn't overrule his qualities) and Peljto ( similar to Nyberg, but seems slightly behind - also from a smaller country)
      5) Sanchez Martinez and Massa (IMO, they need to be clearly better than other candidates to be selected as second from their country instead of someone from an additional country - and I don't see that yet)

      Kruzliak is hard to evaluate. One could see him on a similar level to Jovanovic (actually more experienced), but quite unclear, how UEFA rates him at the moment.

    1. We can observe a media change in the treatment of friendly games, it seems that nowadays they mostly look like big assignments, even more in such a case, if a woman is involved. Reading presentations like "The first woman to officiate a Men's International Friendly at Wembley" show us how much emphasis there is on this fact, just because the first time for a woman in a friendly in that stadium should count as record. But, in reality, we are just talking about a friendly game, so the minimum level for an Elite referee. I must admit that this way of presenting such assignments has created more appeal even for the same officials involved and it seems they are going to officiate World Cup final or something like that! All this can be good for some reasons, because you have the perfect perception that you want from fans about a certain referee, but at the same time I think we shouldn't lose the contact with reality, there are absolutely more important games and friendlies remain as very low level for top referees, just putting on display.

    2. Vd Eijk > ESF described him very well. Strong athlete, but rather isolated (slightly arrogant) personality. Strong decision maker, does not hesitate to show a RC. Not connecting with players at all. Lacks a bit maturity imo

      Kooij > he’s ahead of Vd Eijk.
      Very mature for his age imo. Criticized a lot in NL for being too arrogant (like Björn Kuipers in the beginning), but his confidence and matureness will help him a lot in international games.

      Nagtegaal > The opposite of vd Eijk. Not a pure decision maker, but definitely a referee that easily connects with players. Nagtegaal is a policeman, used to work with Makkelie who coached him as well. Natural authority imo. Players respect him.

      Jannick Van Der Laan > very young, and considered a big talent. I’d compare him with Vd Eijk. Rather isolated, but a very brave decision maker.

      Alex Bos > I haven’t seen too much of him

  22. So, we have Van Boekel with Gözübüyük, and Dieperink with Makkelie again. Not surprised by the latter. I’d almost say: better late than never. There should be a big trust between CR & VAR and Van Boekel has really messed up too many times. Plenty of controversial (non-)interventions, also with non-Dutch referees, but for some reason the Refcom kept backing him. Very difficult to understand.

    2. Van Boekel is the most experienced VAR, but he doesn’t have a spotless reputation to say the least. Too many mistakes by him. Pure speculation, but I think, he was backed by his friend Kuipers for too long time.

      Dieperink, Ruperti and Higler all have experience as main VAR in Classico’s and/or cup finals. Dieperink and Ruperti are specialized VAR’s. Higler still has a FIFA badge.

      Kamphuis was VAR in the Europa League final, but not clear why UEFA ‘dropped’ him at some point.

      Manschot and Van der Graaf are specialized VMO’s as well, but they seem to operate at a lower level (mainly Conference league).

      Lindhout still has a VMO badge, but he was never a specialized VAR though.

    3. Kamphuis is curious case. He dissapeared quietly without any apparent reason. I think at one point UEFA tried to push him as main referee because he was young; but failed to reach top level and after the promotion plan could not be completed, he wasn't even used as VAR as before. Still, after all this years he is only 37....

      The Polish observer removed from Israel game and with Gozubuyuk in Spain - Scotland today.
      Maybe assigned with Nyberg for the big match at Parc des Princes? Would be the second outstanding assignment for the Swedish, I make this prediction based on what an anoymous wrote (Nyberg removed from Israel and then moved to another game, with a changed observer). We will see... but I rather think, a very experienced Elite referee in Paris.
      Nyberg could rather spoil his excellent path there... having too much to lose.

      The return game in Milan will be observed by Vassaras.

      I find it a bit odd that UEFA already released BVB-NEW (MD4), but the MD3 game in Newcastle is still on hold. Pending on something and we can only speculate :)

      Furthermore, a Spanish observer in Turkey whereas this is one of the few available games for a Spaniard, e.g. Gil Manzano. The return game in München is under the eyes of committee (Sajn).

      Furthermore, De Bleeckere at Celtic may indicate a cat.1/young Elite (expected choice).
      Rizzoli at Manchester City - Etihad is also a regular choice for a possible debut / category 1.
      Finally, Björn Kuipers to observe Real Madrid-Braga. Sounds like a possible debut as well.

    3. Indeed one could still question the fact to make appointments so early, especially for MD4, but nothing has changed in the years regarding this aspect. They have more flexibility only between MD5 and MD6. For some aspects, that's good because they assign referees with a "free mind", but of course in case of troubles on the previous MD (in this case MD3), they can change. Particular to have already both referees for the crucials PSG - Milan and Milan - PSG already assigned.
      Trying an analysis for this game, I think: difficult to see Makkelie after his previous games with French team, Marciniak already handled Milan. English, French, German, and Italian referees are out due to the nationality of involved teams. Spanish referees worked already in the group, as well as Kovacs.
      It is incredible to point out that if you look at the full list of Elite, you stay only with:

      Grinfeeld ISR
      Dias POR
      Jovanovic SRB
      Kruzliak SVK
      Vincic SVN
      Nyberg SWE
      Umut Meler TUR

      Removing then the unlikely names, I think we can draw the conclusion that the two names will be among these three: Vincic, Nyberg and Dias.

      After the conflict, the YC to #3ARM can be only for the previous foul, because after that he did nothing and he was rather attacked by Latvian player.
      Would have been better to issue the yellow card later on, to player asking for it against opponent in 33'.
      In 42', correct to consider only as careless, referee was close.
      I see from this clip a Slovenian referee that clearly gained trust in his body language, thank to CL debut.

      Final decision is correct, but in this case it looks like all the rest (a big mess) overtakes everything. Very poor management, I think that the difficult situation (inside, outside, DOGSO, SPA? and maybe missed player who committeed foul, indeed) stopped him for a while and he wasn't sure about what to do. Then, only after VAR consultation and when free kick was ready, he remembered that he had to send off player. One must trust him abut the original idea e already wanted to issue a card, but you can only think in this way. Committee will definitely not like the scene and it will be a very important point for improvement. But about football and the game: all OK with the expected call he made.
      I also agree with Oliver above, in case of straight RC would have been supported by VAR.

    1. 61' should have been indeed YC. I think that the referee didn't notice the nature of the infringment and he thought about something less than what had happened.

      About the situation in 66', I'm in trouble because in some occasions I had read about a guideline to consider always only direct freee kick and no card when keeper makes a save and then he can't avoid to go out from penalty area with the ball in his hands.
      Nevertheless, it was never clear to me why this was applied, because with an opponent close, you can easily think at least about a SPA, if he is able to get ball. I think the regulation in this case could be that keeper would have never done that deliberately, so being ball safe in his hands, impossible to think about a dangerous action, but still..

      From the Italian translation of LOTG, page 105 of the PDF, last sentence:
      "If a goalkeeper after having regularly made a save, for
      effect of the momentum leaves the penalty area with the ball in his hands, which decision should be taken?
      Referee will have to award a direct free kick."

      And... WOW, the incident in 90'+3 is indeed very particular. Can be both nothing and penalty at the same time, depending on player's reaction. I think it is possible that VAR didn't even check that, but in case of fall after the hit by Armenian player, putting the sportlight on the action of defender, clearly an OFR would have followed. It looks given even with a certain force.. but in this case I think NO PENALTY will be supported.

  34. Disallowed 1-1 by Czech Republic in Albania, I think Steegstra was involved here, he reported to Makkelie that player had scored by hand. The decision was confirmed by VAR. It is interesting to add that player was booked (so the touch considered as "deliberate" in the old meaning, not a simplce touch according to new update). One can agree with that, because player made a movement toward the ball and it wasn't the contrary. The rule can sound still harsh, but I think corect applied in this case.

    1. Well, this is the classic position of the arm in which you don't know what to do, indeed. You can see it either a bit too open or not so much open but natural with body. I think in such situations, if a player is making the opening movement, he could be more punished, but still borderline and one can find agreement with VAR, also from an Italian point of view about handballs :)

The defender is trying to move away and you could say that an arm is expected to be resting in that sort of position.       About 46': as first argument I would say that Lindhout was not ready to properly assess this incident because only a few seconds after second half kick off, this was something unexpected at that moment, with referee still "cold" after half time.
      Having said that, playing on in my opinion can't be expected decision in this case, referee had to whistle and decide for something, to give credibility, then VAR would have corrected his decision. No mistake at all to assess this one wrongly inside or outside, but better that than playing on (my opinion).
      To me clear foul with a failed attempt to play ball, so genuine.
      Referee could have (to me expected decision) with penalty and YC on the pitch. Watching the footage shown to referee during OFR, to be honest, I can't understand how this can be assessed outside the box. Referee very unsure at monitor...

    3. Come on, it wasn't sooo bad today - he faced a challenging game. Yes, he could have managed the incident in 30' instead of instantly issuing YCs, should have caution ARM player for waving an imaginary card three minutes later (I can't imagine it will be supported by observer with the current trends being in the air) and he most likely forgot the player who committed an offence while focusing on the place where the offence occured in 51' (my gut feeling is that VAR unofficially helped him there). The rest was good / supportable (although I would strongly prefer penalty + YC for the illegal use of arm in 90+3'), I like his focused approach, always making assessments of the incidents, he is also a good runner.

    2. I must admit, having watched many of Gozubuyuk’s games in 2023: He improved a lot with Zeinstra on his side, he is certainly less hesitating. But I agree that he comes across as slightly arrogant.
      I guess, for some referees it is difficult to find balance between ‘standing above the parties’ and still being humble. Makkelie is a good example of that imo, and therefore always respected by players.

    3. The discussion about Gozubuyuk is interesting, having observed a real change in him, I don't think that now it is about being arrogant. Maybe, to sa it better, the Dutch still needs to change his approch, with a better communication and management of the players. He has reached now a certain step, if we remember the old referee, that's absolutely remarkable, but he can do more, trying to be more on the same level of the players without losing his authority. I think that if you don't have some skills, it is hard to develop artificially them, but what Gozubuyuk can do is surely to think also to players and not only being worried about correct decisoions to make on the pitch, to say it in simple words.

  52. Smart refereeing of Makkelie with the (correctly) disallowed goal. Buying time by walking to Steegstra so the VAR can check the possible handball. Impossible to see for Steegstra from that position if the ball hits the shoulder or arm. For me a good example using the VAR out of the protocol!

    1. Yes, but second yellow? Player wanted to score with his shoulder and it accidentally hit his arm. This is not deliberately trying to fool the referee. Football understanding, guys!

    2. The handball rule should be indeed changed to avoid that.
      A referee can't read the mind of a player, we can think that indeed he wanted to go with should or another part of body, but he went by arm. The difference card / no card in this case is made, as already written, by the active movement of the player toward ball. When, on the contrary, a player is hit by ball on arm and then he scores, no card... but still we saw many and many harsh decisions when this rule was applied. I would like to see a change... really.

    3. Agree. If you try that action to score a goal you are also taking the risk of hitting the ball with your arm. Hence it's a mandatory yellow by the book. Likewise if you are a defender and you try the same action to rebound a shot to the goal it's a mandatory SPA yellow.

    1. Did u considered the fact, that he was very likely also reminded by his assistant or FO. I think that this is way likelier than that there really was VAR. E.g. he really didn’t get the player and was told by assistant/FO. Nevertheless, it still is a mistake by referee, I’m just not convinced that it was a mistake by the VAR. Without knowing what really happened this is impossible to assess and therefore, I find it very problematic to blame the VAR.
