    1. Possible. Usually they give these games to lower ranked elites to gain experience in big games, but considering the problems Jovanovic had in Naples, maybe they won't take that risk this time

    3. Turpin is the other big name still available, but he can't get SRB-MNE. So probably Marciniak in Serbia.
      Then Turpin would be an obvious choice for ENG-ITA, but indeed could also be someone less experienced like Peljto or Grinfeeld (if he can travel).

    1. Big names for Bayern Munchen - Galatasaray, Real Madrid - Braga and Aston Villa - AZ, all on MD4, waiting for the missing appointments. Having to predict a debut with committee member, I would rather say more likely in Madrid than München (but also possible in Germany), while for Conference League very different, debuts can be in all games, given that competition is less important.

    2. Surely not the best game in terms of importance, but still Bosnia and Herzegovina - Portugal, not bad. I think this can be the very last chance for Bosnia for a small chance to qualify, a nice game for them surely, but definitely meaningless for Portugal.
      My opinion about the Turkish is that he has not still made a step ahead in the Elite category and committee is still waiting before making certain assignments. We can say that his CL game has been excellent, so let's wait for the next one on MD3 or 4. This is just something "in the middle".

    1. And the end of the day, I can only hope that an elite referee outside Big 5, could lead UEFA refcom, maybe name like Mazic or Proenca, referees with strong personality at their time. I have no doubt about Collina but Rosetti, simply need to step down. I have also no doubt about Italian integrity but I mean we need to realise that their era it’s over, I mean we should not live with the hegemony from the past. It’s fortunate and also unfortunate for Italy to have Orsato, Tagliavento, Rocchi, and Rizzoli born in the same era, and maybe for Maresca and Irrati. But now who are Mariani, Massa, and Sozza? Maresca and Irrati simply are much better. How about Kabakov, Treimanis, Rumsas, Lucjancukas, Kruashvili, Ekberg, Frankowski, and the others are they much worse than the trio Italian now? Or if name like Kabakov cs are Italian, would they automatically become elite?

  9. Even more with tonight's results, Hernandez got a really big match.
    After missing out in CL MD1/2, this was not expected, I think.
    E.g., swapping him with Gil Manzano in the less important AUT-BEL would have been the more obvious choice.

    1. I think that you can understand by yourself the reason.
      The tone of some comments is simply unacceptable, no matter which referee is (are) involved. We try always to open it because there are many readers who deserve to write even without an account, but still, this doesn't seem to work.
      And... I think your comment is not intelligent because all people can write with an account, so the blog is not closed when anonymous comments are disallowed.

      If you disable comments for just ~2 days, it can give the impression to protect certain referee(s) from negativity, if you get what I mean, cause there won’t be many comments on those days. But it must be difficult to find a proper solution… I understand the issue you’re facing as an admin.

    1. It seems like the penalty that the Greek ref awarded Austria at the start of the second half was correct (47’) - handling in the wall. No YC given either, whereas it would have been prior to this season.

    1. I reported this incident on the blog a few days ago.
      Official explanation by Rocchi is that VAR didn't have 100% evidence that goal was scored by arm. It seems that he agrees with this decision, but many people stated what you are saying now and it stays as very controversial.
      Rocchi will publish the VAR audio on next Sunday.
      I will make a clip, but the nature of decision is already known.

    2. Thanks for the explanation. It just seems like a massive error, a VAR fail reminiscent of the Liverpool one, though of course not as obvious. I wish FIFA could hand down some universal guidelines to help the domestic league VARs, as there is so much pressure on VAR to review things quickly. Maybe something as simple as broadcasters going to a three minute commerical might take some of the pressure off of VAR, because the Liverpool audio showed that they were talking very quickly, which perhaps led to the error.

      A possible explanation is that Stieler had been already assigned to this friendly game when it was still unknown whether Siebert would have got an official appointment, otherwise easy to think that Siebert could have been directly assigned to the friendly.

  15. In a tense ending, Guido Burgstaller was correctly sent off (SYC for reckless striking), but after a big delay, and I would suggest perhaps even hearing “check complete for VC” in his ear. Clips to follow!

    2. Watched the full game, no clear wrong decisions but I'm not fully convinced either. Many decisions with a small delay, could be a problem in a hotter game than today. Game was really fair until the last 3 minutes.

      I'm okay with the play on calls in PA in the first half, maybe the last one for holding could have been given if the player goes down right away.

      A clear wrong offside was given in first half, ball was coming from defender, difficult to see for AR but referee must not whistle this offside as he had clear view.

      YC's were all correct in my book, but I doesn't like the procedure of the sending off, he whistles for foul and then before the execution of FK he issued YC... Maybe the one for AZE near the corner flag at about 80' wasn't necessary as he played the ball and the Greek didn't whistled any "small fouls" before, didn't suit his line but not an mistake.

    3. I think "correctly" can only apply to the second yellow. The incident that brought the first yellow for Burgstaller (and three other cards) was very, very poorly handled.

      At a very basic level, Burgstaller was booked for failing to respect the distance or delaying the restart of a free kick that Azerbaijan was attempting to take from 15 yards away from the actual restart spot. Once he stepped in front of it, Diamantopoulos's hands were possibly tied. But the inability to prevent it was poor, as was the handling of the aftermath.

    1. This penalty calls are disaster dor football! Deflection, no intention to play the ball, ball was going out. In their PK area the only way not to make such a penalty is that defender should tie their arms at the back. Doesn’t have any sense.

  20. OFR in ISL - LIE, penalty for handball suggested to Bitigen by Dingert. Correct decision, naive movement with arm by defender who maybe wanted to protect the face, but he just increased body volume.

    In LUX - SVK, OFR for removing a wrong penalty by Sanchez Martinez, no contact, opponent with a raised leeg played ball, but this was the paramount example of indirect free kick for dangerous play, an infringement that seems now disappeared from modern football, people want to see either penalties or play on.

  38. I have no explanation for the last decision by Hernandez Hernandez if not that he wanted to go deliberately against VAR because mad at him... really sorry to say that!
    A big mess the end of this game, extremely poor performance, never clear what referee wanted to punish, to be honest I think he was influenced by many penalty area incidents and was in trouble to have a real foul detection.

  40. Hernandez with a superb performance. Takes guts in these UEFA-VAR times to stand by your on-field decision (twice) after having been called to the VAR booth. Normally giving stick to the refs, but this was a great performance (IMO).

  46. Hernandez with a average performance in terms of disciplinary control, calling fouls and having control.

    Not having consistent criterium is a problem and a big one for him.

    However, I would like to point 3 crucial decisions ,all involved penalties for NED.

    1st is for pulling I guess,I mean total grey zone-no card.

    2nd is penalty, also,defender trips attacker who had atleast promising attack,therefore it's SPA-no card again.

    Munuera even called him to see if there were elements for DOGSO but that would be too much-booking was needed there.

    And then,3rd penalty that should have been-no explanation,just as some anonymus users would say-bad.

    To make decision based of how annoywd you are,I mean goal difference could have been what separates these 2.

    And to allow your big ego to not whistle penalty is beyond me.
    These type of refs should not be allowed to handle matches that have such big implications.

    And also about that last situation that was not whistled-no card. 😉

      Unlike in Rizzoli's final (pen+yc), I think play on / no offence committed is the right call here. Look how high the ball is - Higuain had a >10x better chance of reaching the ball than the Gibraltar attacker (indeed Neuer had to clatter through in order to win the ball). Defensive freekick is indeed wrong but that is sth small, tbh.

  48. What a poor time management from Hernandez Hernandez. He added 6 min, and whistled penalty in 89'. VAR + penalty + celebrating = 3-4 min. In 90+8' he spent 2 min to another VAR.. The game should have 13-14 min more.., no 10...

  49. Spanish referees again. They really never fail to amaze.

    Lahoz, Del Cerro Grande, Sanchez Martinez and Hernandez are all the same. All referee as if they own the place- yet decision making is a massive issue. They never seem in control and result in completely excessive whistle blowing. The VAR officials are even worse.

    Another idea is that maybe the first OFR was 'self-intiated' in order to win acceptance for a big call at the end of the game? (as they used to in the Clattenburg days in Saudi Arabia).

    Anyway, as a general remark I agree with what M said above - Hernández Hernández lacks a clear 'criterion' in his games and beginning from last season, the previously high-flying Spaniard seems to have lost his way. He seems quite unsure when deciding on duels, whereas in the past with his excellent movement he was rock solid in this regard.

    I don't agree with EnglandRef said above, but it does make me think: Mateu, Del Cerro, Hernández, Sánchez Martínez - all of these referees significantly DE-improved in recent years and got a lot worse (the latter two of course having retired now). What are RFEF/Velasco/Medina doing to these guys? Only Gil Manzano got better in the last few years...

    1. 1) Blatant handball offence. The player knows where the ball is, his action is targeted only to block the ball / prevent an opponent from being able to play it, there is also a clear hand move towards the ball. OFR required.

      2) Replays really don't help to make a judgement. It seems there is holding but also the reaction of the attacking player looks exaggerated. IMO, soft penalty.

      3) VAR suggesting the referee there was no foul at first? I would agree with that! Very soft penalty, slight touch, exaggerated fall by the attacking player (see how he trails his leg). No DOGSO. Should've been a YC for SPA/no-attempt - again, if deemed as foul...

      4) I can understand both VAR and referee. It looks like a foul - and de fact it is a careless tackle. But we also know how UEFA treats such challenges - even slight touch on the ball is enough for them to deem the tackle fair. Very difficult to find the optimal decision here. I would support Hernández Hernández knowing how UEFA treats such tackles. I would like him to wait for the bench calming down before going to the monitor, though.

    2. I hadn't still watched first incident, the possible handball.
      Indeed, punishable for me as well, player is aware and knows where ball is under his eyes, he does the movement by arm on purporse to block it. Nevertheless, differently from other incidents, here you can understand why VAR didn't intervene, still not 100% sure about the intention due to the particular situation.
      About 3 and 4, I have to disagree with you Euro Soccer Ref, in the meaning that both are situations that shouldn't happen: in the first case, a call by VAR is always a mistake, simply impossible to think that this wasn't foul, I would accept more the argument that VAR called for a possible RC for DOGSO, but not because it wasn't foul. Then, about last incident, once watched at monitor, no ball and only opponent, even if only careless, must bee given as penalty. The argument of soft is weak here, in the context of a desperate attempt to save ball with referee away, it is clear that Hernandez Hernandez at first glance hadn't made a proper assessment, so refusing the penalty is too much controversial, and against what one can expect. The expected call by football fans is penalty, we shouldn't complicate things.
      Agree with you about 1 and 2, and this makes the performance by Spanish referee very poor, never a clear line and one couldn't understand what he wanted to do. Only good thing seems having refused OFR in the third case.

    3. Reading comments from last night, I thought about a very bad performance by Martínez Munuera. Actually, that is not the case. The third incident is way too soft to be called. Here in Spain it is expected to have a VAR call for such incidents in which there is a very soft contact and in which the attacker clearly decides to fall.

      The second VAR intervention is fully correct.

      I wouldn't give the first incident, too many doubts about if it is deliberate or not, and given it is the arm going to the ground, I'd stick to the instruction. I wouldn't consider it a mistake if someone thinks it is deliberate, as the actions of the defender might look like it.

      No doubts about the second incident, clear holding when running backwards.

      2. Too soft, no PK. Holding of two players attempting to get the position they wanted, ended up with white player pulling orange player, that again was result of orange player pushing the white...
      3. Too soft, again. No PK. There was a contact, but there was no intensity, the attacker exaggerated it. However, I can understand the original referee's decision because alive, it looked so PK. If PK, than YC for SPA.
      4. Clear PK and YC for DOGSO when trying to play the ball.

    5. Players in the Greek league feel like kings of the field. They don't care about the referee. This habit was a problem for them in the European game. It's amateurish that they pull the Dutch players in the penalty area in every position. I think this habit comes from their league. In my opinion:

      1. PK
      2. PK
      3. No PK
      4. PK

      The referee tried to keep his tail up despite the VAR. This stubbornness will be a problem for him in UEFA.

      2. soft pk, holding by both players...supportable? no intervention by either decision
      3. no foot-contact = no foul, correct intervention
      4. foul, pk + yc for dogso, correct intervention

      and what do i do with the mark?
      1. 7,9 for the handball (6 for var)
      2. 7,9 standing, for supportable pk
      3. 7,4 wrong pk-call, 6,9 sticking to wrong decision after ofr
      4. 6,4 pk missing, 5,9 sticking to wrong decision after ofr...

      so 5,9 would be the final mark...apart from any other missing yc etc...

    I'll try to summarize. Dutch head coach made statements before the game. He said, Dutch players lack the 'south-European' mentality. In other words, do everything to win, including deceiving a referee. He gave an example of midfielder Reijnders, who was fouled in the midfield against France and still tried to stay on feet and run through. Sometimes, you should be smart and win a free-kick, because it also puts pressure on a referee. Before the game, they also discuss the appointed referee and where he comes from (eg. card management).

    Interesting statements by the Dutch head coach in the light of all KMI's yesterday:
    - Van Dijk wins a penalty >> falls easily, leaning backwards, also pulling on a shirt himself
    - Dumfries wins a penalty (must've learned that in Italy ;)) I had the impression that Hernandez was called for an OFR because the VMO saw a foul in the box by Brobbey (punish the first offence), but this was never clear and obvious if you ask me. For sure, good to sell the final decision at the very end of the game.
    - The Brobbey incident and rejected OFR: the expected call is definitely penalty here (like Chefren says). However, if you ask me: is it VAR-stuff? I'm not so sure. Was it possible for the attacker to avoid the tackle? My answer would be Yes. The tackle is targetted at the ball. I found it interesting that the VMO just showed a super-slowmotion to Hernandez., which isn't optimal IMO. I think (through a Greek glasses) you can even make the assessment that the attacker uses the contact, by putting his feet deliberately behind the greek leg to make himself trip. Certainly not an objective criterium like a step on foot. Of course in normal speed, the context is very different, and the expected call is PK.

  52. How did José María Sánchez did in Luxembourg - Slovakia? I am particulary interested in this game because it was pretty much decisive for the 2nd place in group J; and frankly, I was expecting a bigger name in this game given the importance, a referee that attended the WC level.

      Easty to be deceived, I would say extremely difficult to see that there wasn't any contact. Maybe AR1 in the best position to help referee, but he couldn't.
      Once watched at replay, clearly an indirect free kicm for dangerous play, but as I said, not given anymore in modern football.
      And, do you know who is the man in UEFA suit, close to monitor during OFR? :)

    2. He did okayish.

      Of course he had that crucial mostake that wqs chamged with VAR help,but in terms of foul detection,disciplinary control and being boss on the field,he was good.

      He continues to improve after that famous PSV-Rangers in terms of disciplinary control.

      In 1st half he had very tricky situation,tensions were rising and he managed to quickly turn out the fire with 3 YC's in 3 minutes.

      Those cards were neccesary,both teams calmed down and it wqs easier match for him.

      These 3 cards in 3 minutes to calm teams kinda reminded me of 2016 and Kassai's performance in Italy-Germany match where he also had to react quick and manage to calm down players by issuing cards in small amount of time.

      After that,classic tense match that he brought home to the end,issuing 8 cards and finishing match without crucial mistake,apart from that penalty call in 1st half.
