  1. Expected appointment for Orsato. I appreciate the Refcom that they never keep him away from challenging contexts or games with some sort of ‘political’ background...

    Letexier - I like that they give him different types of games. Not just fair and football focused west-European teams (like Turpin for a while), but also heated south-European teams and Balkan mentality :)

    Vinčić - interesting that he is ALWAYS appointed. IIRC, he missed one Euro qualification round but was appointed to the Nations League instead. He truly benefits from being the single Elite referee from his country. To compare, other Elites have been two qualification rounds off for rotation purposes.

    1. As Hungarian im happy with Letexier's appointment. I had wait a bigger name to be honest like Marciniak or Makkelie, but Letexier's previous matches was extremly good in my opinion so this kind of heated 'full house' match absolutely deserved. ( The tickets sold out after 2 hours, 67,000 fans will be there)

    2. The referee for SVNFIN probably had to come from Italy or Poland, in the end. The other member of the ‘top two referees in the Qatari WC’ club is now free to officiate Slovenia in November, too. Letexier is a very good choice for HUNSRB, because his control-focused performance in the last window of qualifiers was a clear nod to being able to solve problematic clashes effectively; still, a big name watches over his performance in Budapest though (Frenchman fighting for a EURO ticket?).

    4. @Anonymous (original post): Vinčić is not "always" appointed: UKR - MKD is his third qualifying match. Also Gözübüyük, Orsato and Siebert, just to mention three, got three appointments so far and definitely did not benefit from being the single Elite referees from their countries.

    5. Sorry Peter, I disagree. Vinčić was appointed for qualifiers in March, September and October. In June, he was not appointed for a EC qualifier, but he got a Nations League SF instead. This means, he worked all 4 (!!) international breaks.

      Compare this with Marciniak: 1 game so far (2nd expected soon).
      Or Gil Manzano and Makkelie: they just got their 2nd game and they were off twice. Obviously had to rotate with other Elite referees from their country.

    6. @Anonymous: See above - also Gözübüyük, Orsato and Siebert have three matches each. There is nothing to agree or disagree, that's a fact. And it is also a fact that those three referees are from countries with at least one compatriot who is also an Elite referee.

  2. On the bright and *cynical* side, I’m glad they send a referee with huge diplomatic support to Slovenia, cause we’ve seen what happened with some referees (from smaller nations) after sensitive games when that isn’t the case.

    Marciniak is a good name for SVN as well. Not too much to lose.

  3. The game for Strukan on paper can look like extremely below standard for a referee of such experience, but we know that with national teams the appointments are indeed very sensible. At this point the game is extremely crucial for Italy, despite of an easy win absolutely expected against Malta. One could have guessed a less experienced Category 1 for this game, but committee didn't want to take risk. Maybe Bebek, if not busy in anothrer games, will be the VAR.

    1. Having in mind that it is an important game for Italy, that in the last few years for Italy games mostly elite referees were appointed, I think this can be seen as a normal appointment. Kabakov was appointed for the game in Malta, for instance, a referee with more experience and 5 previous CL appointments, and Strukan is still to have a CL deby
      Ut (maybe this year).

  4. So UEFA are punishing Dan Cook as well. Running out of FIFA AR'S for the English referees if Pawson/ Brooks are appointed. Burt, Betts, Beswick and Nunn out. Leaves Bennett, Davies and Lennard. Might as well consider Hatzidakis a non FIFA AR.

  5. 11 Elite referees (+ most likely one in ISRSUI) appointed for this matchday - a clear increase to previous ones (max. 7).
    On the other hand, only three referees from 2nd group.
    So UEFA clearly reacted to the rising importance at the end of the group stage.

  6. I tried some early UCL predictions, MD3 + MD4 as one set. Very difficult, I must say. Not easy to find a game for some referees, taking neutrality and previous games into account

    1. Meanwhile, still no observers' appointments for MD3 and 4.
      It was asked on the blog whether both matchdays will be appointed together by committee, the answer should be "yes", but maybe now they are waiting for EURO qualifiers performance, at least for some of the involved referees (there is still a week until last games to be played on next Tuesday and for that time I tink assignments will be already made).

    3. Argh. I wrote Zwayer twice. That shows how difficult it was :) I hope that Siebert gets a shot somewhere.
      I started with the Spanish, English, Italians, French, etc., due to their limited availability. Not many options for PSG-Milan as well.
      Maybe, Peljto can get something bigger. Let’s see.
      Curious about Nyberg’s next game.
      Difficult to find a game for eg. Makkelie. You don’t want him in group F and many games that require an upper Elite have Dutch teams in group.
      Hope to see a Belgian debut.

    4. @Chefren: Yes, I’d also expect MD3-MD4 to be appointed as one set again. It should be possible without repeating a referee in UCL, but it will need some puzzling. Appointments should be released this week, as some FA’s announce the domestic appointments already on Monday.

    6. Yes, indeed an interesting puzzle task due the challenges, that you mentioned.
      On the other hand, it will be a good opportunity for some less experienced referees to prove in challenging games that they are ready for more.

    7. Thanks Peter. I can see Turpin land somewhere in Inter or Lazio’s group. Difficult challenge to complete the puzzle, which might be part of the reason why observers are not announced yet. On one hand, they want to give most Elites a game, on the other hand, a bit early to repeat referees in their MD1-2 group again (not 100% sure though). And some referees work with the same VAR, e.g. Oliver and Taylor thus they have to work on different matchday’s. I think if a VAR works two days in a row as ‘main VAR’, it is not a rule, rather an exemption. Some Elite referees will be assigned to a game below their level. That’s for sure. But there are some interesting fixtures in Europa League as well…

  8. I feel for Michael Oliver, it was Simon Bennett being removed from him, got Dan Cook and Cook make an error, now he is with Lee Betts, hope he keep Lee till 2026 FIFA World Cup

  9. Very strange that Lambrechts now will act as AVAR only, whereas the VAR for this match is not even a semi official Belgian referee... Van Driessche will promote next time probably to ref 1 Category. Also, strange that 4th ref is not among the 7 FIFA Belgian refs... But okay : San Marino, I can understand... We still hope to see Lambrechts on MD 3 or 4 in UCL. And by the way, Visser left the pitch injured last Friday in Belgian competition...

  11. I think Vinčić should have cautioned Ristovski for his deliberate foul on Mudryk (18’), or at least changed his whistle tone/gestures to indicate that he saw it was definitely more than a simple careless challenge.

      Why doesn't he get better in that aspect?

      For sure he would be top 3 in the world if he gets better in disciplinary control...

      I think that is his biggest flaw...

      And UEFA will tolerate that cause no controversies happened,like in rest of his matches...

  14. Reading some of the comments, I don't know if I saw the same match. Full match control by Vincic. Maybe a few missed fouls but nothing important. Respect by the players through the whole match. A real leader on the pitch.

    In my opinion, this has nothing to do with a referee being a male of female.

    Some “male” referees are big personality’s and very charismatic. In general, they will receive more criticism than, for example, Vincic. With all the respect, he is a decent referee, but not one of the most colorful personality’s amongst the Elite referees. Many of us won’t stay at home to watch a Vincic game, if you get what I mean. That’s why you will probably read more negative comments about e.g. Turpin, Marciniak or Oliver performances.

    Frappart is used as a PR tool by FIFA and Uefa. She’s a high profile person in media, therefore it is logical that she receives more criticism than e.g. Vincic or most other female referees.

  16. As always, many exaggerated comments, when a fair analysis should be made.
    This is Vincic style and this will be forever, I think we must accept that.
    As long as he doesn't have particular problems in a game, like today, we can't say anything, but surely the standard of officiating is below what one could expect in terms of actions against players. He rather seems interested only in ending game withour controversy, without going "deep" in the disciplinary control.
    Nevertheless, I think that today one can't be harsh, there weren't major issues and all was OK, but when such approach doesn't work, it can be a mess, and this is the point of discussion, the Slovenian stays firm with his ideas.

    1. Vincic is a referee that will sooner or later get the Champions League final (maybe 2024), not because he is faultless, always at 8.0 - 8.2 level with room for improvement, but he somehow always manages to avoid controversies.

    3. It was a deliberate body check to prevent the Finnish player receiving a ‘one-two’ (-> reckless). According to Orsato’s body language, Abisso probably did take the lead there though.

    4. Slovenia player was very clever by putting his leg across but in the end even I can’t deny this penalty (the ball was roughly in the attacker’s reach so defensive freekick is no option there, penalty).

    5. The kind of penalty that I hate, but it belongs to world of football, indeed this was created by attacker, but impossible to whistle against and a VAR call in case of play on even expected.
      With the exact perception of what happened I would never whistle such penalties, but please don't follow me :)

  19. 34': Orsato issued the YC even before the end of the foul. That's something outstanding, impossible to see by some referees from other countries!

Hmm, a few seconds before there was a deliberate late foul by a Finn which Orsato ought to have blown up for (he played advantage for no reason other than 'letting the game pass him by'), so this wouldn't be the best example of excellent officiating imo. But no question the caution for the consequent reckless stamp was well-seen and justified/mandatory.

      My feeling is that Orsato isn't sooo much at the top today (a bit stuck in the middle of the pitch, eg. 37' where he nearly got tackled himself in midfield, and 'siga siga' style a bit), but unless Finland come out a different team in the second half, both Čeferin and Rosetti can be very happy with the outcome of this match from their different perspectives :).

  20. Whilst looking for a clip of Orsato's penalty, I found this incident from the Northern Ireland vs. San Marino match earlier - a rejected OFR for SFP. My reaction would be - well done Bram Van Driessche, I don't think this was excessive force (despite the ugly nature of the hitting point).

    1. For me, VAR's advice to be followed. The force isn't that bad and he's trying to get his foot out of the situation, but I would still say that he came in in a way that endangered the safety of the Sammarinese player

    2. For me, this should be a RC. Straight leg, no low force, not even touching the ball are all arguments in favour of SFP - together with the dangerous hitting point, of course.

      IMO, it's SFP. The way the Irish player enters the challenge, the opponent is in front of him (not unexpected presence, not playing the ball before making a contact), full studs contact above the ankle, not ultra high but also not negligible force. To me, all criteria for RC are met.

    5. For me (from English pov) it lacks enough force and I understand the lack of height argument too for a RC, but slightly surprised in a Uefa context to see just a YC, but agree with Mikael. What I really don't like is the confirming YC procedure. Running quickly on to the pitch, showing the card, for it to stay as YC is highly irregular and confused everyone initially. Walk on, have a word with player (plus explain to both captains if necessary), and restart play

    6. I must say I am surprised that the referee didn't issue a RC here. For me it's 70/30 in favor of SFP, if I were to see it on the monitor I'd give a red due to the hitting point, nature of the tackle and the existing force (although not excessive, it's still reasonable force). This in conclusion endangered the safety of the opponent in my opinion.

    Very particular incident. It seems as originally the tackle is rather fair and ball-oriented (maybe not reaching it, but still), then the opponent joins the path of the tackle and he gets the foul.
    Should we consider this as still reckless action?

  25. Well, appointing an English official for a game involving Kazakhstan was a very bad idea of Rosetti. :D Many dirty challenges from Kazakhs and mostly it's play-on by Oliver. In the meantime, two of three(?) fouls by Danes correctly punished with YCs.

    2. Well, 4' is a mandatory booking due to step on foot, Oliver missed it, 17' is another challenge that I expect to be punished by YC. Reckless for me.
      In 22' there is also bad luck, KAZ player originally kicking ball but then opponent coming closer, here card possible but not 100% mandatory for me, due to how it happened.
      YC to Danish player in 23' absolutely correct, but after all what had happened before looks strange, A few minutes later we can't disagree on the very clear YC for SPA to Danish defender.
      In my opinion in this case it wasn't that Oliver wanted to wait before issuing cards, to me he just didn't notice the severity of some offenses before the opening of cards. KAZ was indeed more lucky side there.

    3. Yes, he completely missed most of Kazakhstan's offences and then had to caution Danish players. One can say bad luck, one can say lack of alertness - I think it was a combination of these two.

  26. Letexier so far so good. Totally in the background, two teams focusing on the game. Only 5 faults says it all.
    Will be interesting to see if anytime the game will change, and then check how Letexier reacts.

  27. OT: very obviously missed YCs in 31' and 33' in Germany-USA.

    Not the best evening for the English official who was fortunate that it was Denmark and not Southern team that suffered from some of his (non-)calls early in the game. Then, Danes took the lead and almost nothing happened afterwards. The performance won't be discussed, of course, but it's interesting if that's all that matters for UEFA RefCom.

Not ideal to whistle the end with a promising attack, but checking carefully the video, I think that Oliver was convinced that the position of the ball, close to sideline, wouldn't have allowed player to continue the attack. I say that because a few seconds before, when 4:00 minute was already ended, they were in the midfield and it was perfect moment for final whistle. Not the best management, then if you make this one to a team not called Denmark, as you wrote, you will have a bad moment after the final whistle...

  31. Perfect Letexier, I must say he did really well! Last 15 mins the tension was there and he reacted quickly.
    He might gave a YC to Mitrovic when he started to confront with the fans, as this also raised the tension in the game, but maybe that's my taste.
    After the last whistle mass confrontation what he could not really avoid and correct 2YC to HUN13 in that.
    I think there should be no doubt that he will attend to EURO24 next to Turpin.

    1. And to mention perfect work from ARs. Mugnier denied two Mitrovic goals with correct offside decisions on-field. Brilliant work!

    2. I must say from the few games I've seen from Letexier, he seems to make correct decisions that feel very obvious. Good body language and technique as well. I like him from what I've seen!

    Especially the second YC, mandatory for the attitude shown against assistant referee. To be honest, I think this was very close to RC, it can depend on what player said. Not booking after that, would have lead the French referee to an extremely poor assessment in terms of mark.
