Dutch Björn Kuipers has been appointed as final referee of EURO 2020, Italy - England to be played at Wembley Stadium on 11 July 2021.

      Any how, Kuiper is very good referee, but I do agree that it is wrong that same referee get two times final games.

    2. Never understand why a ref is given a European final twice (Europa League here). So many Elite refs never get the chance for any final, there’s surely never a need to give someone a second, especially if they’re likely to get the other final (CL) too.

    4. Possibly but that doesn’t mean it’s wrong 😀 Takes time to get to Elite and refs often only have 5/6 years there at best. Why not spread these honours around?

      Or if somehow not possible, ask the question why so few of our ‘elite’ refs are capable of doing a final?

    1. Well both of them kind of are. I assume Van Boekel was kept for communication (so Kuipers can speak Dutch with his assistants while VAR is still able to follow) while Dankert is in charge of the final decision,

    3. James: it's more about whether Dankert speaks Dutch - presumably Kuipers will speak Dutch with his ARs. Therefore, Van Boekel can listen to what Kuipers is saying to his team, in case it's relevant.

  4. Incredibly, Pol van Boekel, who was VAR in the ENG-NED Semifinal, is appointed as Assistant VAR for the Final! This is truly shocking.

  8. I already wrote it in a reaction to someone but I will add it as a separate comment as well:
    1. Is Van Boekel not just there to allow Kuipers to speak in Dutch with his assistants while VAR can still follow conversations? He is definitely punished since he isn’t main VAR, so that seems plausible to me.
    2. Why is someone who has not proven himself during the knock-out stages 4th official? Very particular appointment I think

  10. Well no surprises :D Obvious to appoint Dankert as VAR.

    On another note, why is dCG even in London as Spain was in a SF? Did he travel to London with everyone else before the semi-finals and Rosetti was just hoping Italy would win or is he flying to London now just for that appointment? It just doesn't make sense either way imo.

      Their performances in this tournament were nothing special with some clear mistakes.

  14. Kuipers' 7th final in 10 years. Almost every year in the final. All referees serve to officiate the final for Kuipers. This is really unfair.

  18. In my opinion Kuipers was already planned as final referee with the only trouble for committe represented by Netherlands national team. Then, once the team got eliminated, no problems for reserving this appointment to Kuipers for his career. It is clearly an appointment based on career and not related to recent performances. He didn't get sonorous clash during all tournament, to be kept for the last act.
    One can discuss about this strategy by committee, but merely looking at the referee, Kuipers fully deserved this honor. An outstanding careeer with an incredible palmares.
    About VAR, given the very particular scenario with second semifinal and final to Dutch referees, we can't exclude that the choice of Dankert would have happened also in "normal conditions", because having the same VAR for such important games in a so short time would have been definitely particular! Also, Dankert among the best VAR of this tournament, for sure. As I said, van Boekel yesterday did everything according to Rosetti's guidelines, so he will be there as AVAR1.
    What I can point out at the end of KO stage is that we have had 8 games out of 15 (more than 50%) to German and Dutch referees.

    In the context of 18 and more referees called for this tournament, one can indeed reflect about that.
    Del Cerro fourth official only because they couldn't appoint him in KO stage, but this assignment is very contradictory: not good enough for a game like Ukraine - England, but OK as fourth official for the final?

    3. Chefren I disagree with you for saying that Dingert would have been there under 'normal circumstances'. We saw at the UCL final a full Spanish team, so I wonder why you feel it would have been 'particular' if we had the full Dutch VAR team. Also if you say van Boekel was just fulfilling UEFA protocols on VAR and therefore was not at fault for in penalty incident in ENG-DEN then let me ask you. Why was Blom demoted after the incident on match day 1? Why was Hendz Hendz demoted after the non-intervention in POR-FRA? I am sure the VARs have more responsibilities than just simply 'hiding' under Rosetti guidelines. I believe van Boekel is lucky to still be on that VAR team, and I assume it's just maybe to have a Dutch speaking official in the room. Without the incident in the ENG-DEN game, we all know it would have been the full Dutch team in VAR duties!

  20. A green laser was pointed at Kasper Schmeichel just before the penalty kick. As the penalty itself is reviewable, the VAR should have noticed the laser, right? Was it a mistake not to intervene? Could the penalty be retaken in such cases?

    2. If the referee notices it before the penalty is taken, then they should intervene. If they didn't - and Schmeichel didn't protest - no reason for the VAR to intervene there (actually, I'm not even sure they could, per VAR protocol - surely that would not constitute a "clear and obvious error" to not have waited).
      Same with injuries: if a GK is injured and the ball goes in the net without the referee deciding to stop play, the goal is valid (even though the referee should have whistled before - the point is to allow medical attention as fast as possible). VAR would not intervene.

  21. If we could bet on who will referee the final of a tournament before the tournament begin, I would have put all my money on Bjourn Kuipers!!!! It was so sure and evident, they couldn’t even hide it a bit to save their faces, from the documentary that was done about the referees you could see it there, Rossetti was always gassing him up, when the referees for the tournament was revealed, guess who was the cover picture??? You guessed it right, he has been left on the list of referees for so long, even 3 years after probably he was expected to retire at the age of 48, that should be a record in modern age? , lol, everything everything I repeat was pointed to him, before the start of the tournament I would say he deserved it but after what the Ref comm did to other referees leaves a very sour taste in my tongue, of no fault of Kuipers but it makes me dislike him subconsciously which I should not but I hate injustice so so much, they actually let him an easy road to the final, but I wish him the very best and he should retire, he is 48 years old!!! If

  23. Big Congrats to Bjorn Kuipers. He deserved it. His performances was always at level of 8,4-8.5 on this tournament. I was the fan of Rapallini on this tournament. Great for Kuipers, hope that we will have excellent officiating in final.

    As this appointment was discussed immensely, I don't think that it is surprising or worth further debates, but I strongly disagree with that assignment.
    Pol van Boekel is rightly punished, but certainly, he should have been completely out of Nyon IMO.
    Dankert is a sensible choice.
    Del Cerro Grande's appearance can be seen as compensartion for the missing out of Spanish officials in the KO phase. I think that another referee should be in that spot, as the 4O-appointment should be a reward for a good tournament.

  28. I storngly believe that if they werent so many dutch and german referees, wouldnt be a problem for Kuipers to referee the final. But as i understand politics are choosing the refeees and not the commitee. If they want to be fair, Cakir should have at least one more game until the final. And after the failure of the Var, at any circumstances shouldn be even an one Dutch referee at Nion. Furthermore, the most stable perfomances were from Cakir and Rapallini, and the most intersting match control was from brych at the semi final(with no cards for a long period) So no Kuipers hadnt done anything delightful an this tournament but he is the most experienced referee.

  31. Truly amazing that match officials from one country, the Netherlands (Kuipers & Makkelie), got to primarily preside over:

    1 - the opening match of the tournament & 3 other group matches.
    2 - the highest profile match of the 2nd Round.
    3 - A quarter final,
    4 - A SF and
    5 - The final.

  32. So if Blom is paying the bill for yesterday that means that from committees point of view the OFR had to be recalled. Why else appoint Dankert instead of Blom? Or is this also politics and more showing to the world that they punished some body?

    Or can we see the same line as with the VAR during WC2018 where Makkelie was VAR during the final in a team he normally didn’t work with.

  33. Kuipers has only worked with two different VARs in his international matches, namely Danny Makkelie and Pol van Boekel - except for his two finals with VAR: U20WC 2017 with Orsato and now EURO2021 with Dankert.

    With hindsight, it would have been better to give Makkelie a different VAR (probably Dankert) in the SF to play it safe for van Boekel.

    1. i dont think van boekel will care at all. he still is in the final var-crew. after the mess yesterday that is still upsetting to anyone else who has done a great job as var in this tournament (as main-var, 1st assistant, 2nd assistant, offside-assistant). of course, italian and english var are out for this final. dutch-var team made the most prominent mistakes in this tournament. still they have one of them in the final. i find this highly doubtful, tbh. i miss pawel gil, has he done anything wrong? was he appointed as head-var for a single game?

    2. Gil was VAR for Grinfeeld in NED-AUT (with a penalty after OFR) and for Hategan in ITA-WAL (supported the RC for Wales).
      The first decision should be clearly correct, in the second case, we don't know, what UEFA thinks - also Hategan with no further match - but I don't think, a VAR intervention would have been correct there.
      No KO match is somehow logical, because "his" referees from the GS were not appointed anymore.
      And he made it to the last stage, being AVAR3 in ENG-DEN.

    3. thx philipp. yes i remember the two group stage matches. and you are right that "his" referees just didt get appointed anymore, due to a principle and appointment strategy that is all not clear to us. italians and british are obviously out. and so are the spanish (all reaching SF). gil and pinheiro are out, as you say correctly "their referees" are home. i miss the french var after group stage? should they have intervened in turpins soft penalty? why were they send home and the dutch var team wasnt? again very ambiguous

  38. If we look just this tournament, he didnt deserve it.
    But if we look at it as a life time achievement award, the he certainly deserves this final.


    So only WC final is missing in Kuipers' eventful career.There are some refs who missed perfect carrer by just an "inch".

    Interestingly, similar situation is with Rizzoli who was not in charge only of EC final in his big international career.

  39. I don’t mind looking at someone’s overall career and historical experience as a big factor for these sort of assignments. But, for a final, plenty of referees fit those criteria, but only one can get the final. It should go to the referee who presents the full package: a wealth of experience as well as current form. Kuipers hasn’t been bad this tournament of course, but has he really been stellar enough for the final? Especially given his poor form recently too… I don’t know, I don’t think the committee got this right (I would have said Çakir), but what do I know?

    It’s a little worrying to me that this could be the last game of his career. No future prospects means he can ref it however he wants without listening to Rosetti’s instructions, which is risky. And I don’t think the Kuipers of late has been the same excellent Kuipers we have known for many years. Maybe he will prove me wrong on Sunday, but I’m concerned about how this game will go. It feels like something bad will happen.

  40. I think until last year kuipers was one of the best in europe but his last 2 season performances was average and nothing speacial. I think committee take a huge risk appointing hım to England- Italy final at age 48. He didn't look fit at the tournament and the high tempo of the match can be dangerous for hım. And Fouth Official is complete joke. Why Grande is still in England? Orsato, Taylor and Oliver get KO appointmwnts when their national teams are still in tournament. If you like hım too mücadele wht didn"t they appoint hım Eng- Ukr instead of Brych? They appointed Oliver for quarter final but grande didn't get anything. Its nonsense in every aspect. If some injury gonna happen at Final, Grande is the substitute. They take every decision just in direction with their political agendas.

    My alternative SF and Final appointments based on Euro performances are:

    SF1: Rapallini
    SF2: Siebert
    F: Cakir

    1. I agree with most of your analysis, it’s a big risk, for both UEFA and for Kuipers. He isn’t the same old Kuipers we know, he’s on the downward trend. Maybe the match goes well, but if Kuipers struggles it could be a detriment to his legacy.

      I would even add that for me the tipping point was the semi-final of the 2019 Barcelona-Liverpool Champions League where he was injured in the 3rd minute. He returned quite late on the international scene in the 2019-2020 season and therefore his performance became less good. This injury for me significantly reduced his physical capabilities. Age has something to do with it too. Even if being in good shape at 48 is in itself very good!

    Uilenberg: As a VAR, Van Boekel was not allowed to intervene at Makkelie
    July 8, 2021 – According to Jaap Uilenberg, VAR Pol van Boekel was NOT allowed to intervene in the penalty for England. "The guideline is now that no intervention is allowed if there is any form of contact. And you see that this is there," clarifies the former referee boss of the KNVB. That is why Uilenberg, who is also Makkelie's coach, does not consider his pupil's decision as a mistake.
    Uilenberg would have preferred that Makkelie had not whistled for the cautious contact between Raheem Sterling and Joakim Maehle. "If it's about that moment all over Europe, you shouldn't insist that it was a 100 percent penalty. And Danny probably won't do that either, because if anyone is extremely self-critical, it's him."

    So i think the ones who said Van Boekel is punished are wrong! Come on! Do some of us realy think Van Boekel would be appointed iff he had made a big mistake in the semi-final, are some off us really that stupid, or better should referees comitee be that stupid.... don't think so, so the reason why Van Boekel is there....... and soem Germans and Spanish... now we can guess, Uefa just wanted to get more countries involved in the Final

    1. UEFA know it’s not his fault but they can’t appoint him as main VAR because of the storm that would come if they did that. So he is punished the same way Blom was punished for TURITA: no longer main VAR but AVAR1

      In my opinion, it is problematic, if we conclude from "VAR was correct to interverne" that it was no mistake by the referee.
      The high bar for VAR intervention itself is debatable, but if the same bar is used to consider something a mistake, we would accept too many doubtful decisions by referees, I think.

      Furthermore it is also clear by the wording that a "clear and obvious mistake" is something more than a "mistake", i.e. not every mistake is clear and obvious. Therefore there still must be referee mistakes, where VAR intervention is not desired.

    Most of the opposition is based on circumstances and comparisons that are irrelevant for Kuipers being in the final match.

It is the biggest problem of people like you: Kuipers for the final anyway, no matter how many mistakes he made in last seassons and no matter that some other referees are simply better at this time. You would say "I´d still go with Kuipers" even if he would make three crucial mistakes in every game.

      I say that some of the refereess on this Euro have been "awarded" more than expected and performed; and some have been put aside although had good performances but that doesn't mean that it's Kuipers's fault that some else was not nominated.

  47. Wow! Great appointment, very happy for Kuipers and imo much deserved. He's always been among the top3 referees in the world since 2014, so his career deserves a big tournament final.

    I still don't understand the fuss about planning this from start of the tournament. When you look at the appointments the same thing clearly happened with Mark Clattenburg in 2016 and with Nestor Pitana in 2018. Not the biggest clashes early on to prepare for the final. I personally think it's a sign of smart management to think from the start which referee suits the final best but let's prepare for a lot of hate comments on the blog here sunday night.

    Good luck to Bjorn and his team! Let's hope nobody talks about the referee after the final.

      The referees are not stupid, they know just as well as we do who the real candidates for big games are. I don't think someone like Hategan or Vincic went into the tournament thinking they were seriously in the running for the final.

      The committee has to be proactive in the assignment process. UEFA surely had a shortlist of three or four names that they had to carefully monitor, as well as taking into account the progress of the teams themselves. Had Germany and Netherlands made it into the QF or SF we would have seen totally different appointments.

      You can't go into the tournament with no plan and just start randomly throwing random referees at certain fixtures and hope you arrive at the end with a deserving final candidate.

    1. That doesn't necessarily refer to international refereeing (staying on UEFA list). Since the Netherlands doesn't have an age limit, he could also mean continuing 'just' there nationally.

    Can't be blue because of Italy.
    Cant't be yellow because both GKs main colour is yellow, so one of them will have it.
    Won't be black because for stadium spectators and TV audience pink would be better.

    2. Does anyone know how many VARs will work per match? As all matches of a MD will be played on the same day, it seems impossible to have four VARs per match.
      Only few information about refereeing as far as I can see. We can also ask whether female referees can only referee the female competition and whether there is a separation in terms of VARs too.

    3. Not knowing anything of that, but my ideas:
      I agree, that 4 VARs/match seem impossible. Maybe a specialist offside VAR is possible, if they use the ARs for that. But it's probably difficult to give them sufficient training before the tournament. So two VARs per match seems most likely.

      The numbers work exactly for every referee getting 2 matches in the GS+QF, if they stay with their gender (14 referees for 28 matches in the men's, 11 referees for 22 matches in the women's tournament). So this seems quite logical.
      However, it's also likely that at least Frappart gets a men's match. Maybe we can even see an exchange there, i.e. a man doing a women's match? Would be the logical consequence of joining the two lists.
      Even more radical, would be to completely mix the genders and appoint several women to men's games and vice versa. But I don't expect that.

      For VAR however, I think, the whole group will cover both tournaments. A strict separation is even impossible given the numbers (if nobody does more than one match per day). Maybe some VARs will only be used as main VAR in one of the tournaments though.

Provocative suggestion to Chefren and Mikael: you already offer nice opportunities for opinions under "Discussions" and "Analysis", even if some fans/haters or other tiresome people abuse the opportunity. But how would it be if you prevented comments under "Appointments", just giving us the names. Then everyone has to wait at least until there is an actual performance to comment on....
