    1. I don’t think there is no problem here, Rizzoli is an observer and he is just doing his job and it’s just coincidence it happens to be Zwayer he is observing. Rizzoli isn’t a committee member and even if Roberto Rossetti is the one observing some times he is just observing as an observer and not maybe the referee should be demoted or promoted or any other motive.

      Rizzoli is an important observer. Zwayer has been in good form the past weeks. Moreover I'm curious to know whether (or not) Siebert has convinced the committee as the new German nr one for the WC2022 spot.

    3. And you also misunderstood my comments, the demotion was in relations to Roberto and I don’t think there is any special focus on Zwayer, it’s just a normal appointment for Rizzoli. I think it’s clear with respect to Seibert!!! His level of matches he has been given compared to What Zawyer has had?? If he was really being in focus forgive me England vs Albania won’t cut it, Seibert went for the Euros, got a nations league semi Final, have had a lot of the UCL top clashes, he has been selected for the FIFA Arab cup , I could go on and on and you think there is even a competition between the 2? Based on their respective appointments… it’s quite clear who is and who is not. Why I am sounding like this is because it irates me at times when any appointments are realeased people all jumb at simple and inoquvious appointments to mean something else and also going about the same comparison between two referees when indeed any decision to be made about any referees has been made a long time ago.

      Felix got Manchester United x Villarreal (last el final) he did super fine. Last week he got Sheriff x Inter (Inter needed the win with a surprising Sheriff). Also on Bundesliga Felix is doing better than Siebert soooo.... It's a competition between he and siebert for who gonna achieve the wc2022... :)

    6. I agree with Zwayerbrazil and Xabi. For me it is still very unclear who will go to WC 2022. Zwayer is in a good form this season and Siebert did vert well in the Euro. Time is needed to see who will be selected. The competition can be extremely intense but for sure, one of them will go to the WC, so lets wait...

  3. According to Croatian football federation website, Fran Jovic is appointed for Malta-Slovakia. It is interesting since both teams are in the same group with Croatia, but both are already eliminated so I guess no problem for UEFA there.

  5. The referees officiating games like ITA - SUI and the other ones we mentioned, should be quite sure names for WC? What do you think? Is maybe too early to say that? It is also for this reason that I don't see Brych, he would be a "different" appointment...

    1. Well I don't know what to think.
      In the past we had situations when some appointments indicated that someone will for sure be selected for WC and then nothing. Martin Hansson officiated Confederations Cup final in 2009, but in WC 2010 was only fourth official. Undiano officiated WC play offs in 2013 but Velasco went to WC 2014. The same situation for Kassai, Skomina and Moen, play offs in 2013 but no WC in 2014. IMO it is to early to make conclusions.

    2. World Cup offers less referee spots for each confederation (compared to Euro in case of UEFA), so the names should be indeed (almost) sure.

    3. @Referee12, your observations are correct, but we all remember that those were exceptions, since those candidates had big problems that affected their final selection. This time, with VAR, it will be less likely to happen.

    5. Quality questions asked by Chefren and quality insights shared by other people. Absolutely enjoy reading all of these comments!

      I believe the biggest reason Hansson only got 4th was due to his well-known mistake in France-Ireland. Undiano missed WC 2014 was indeed a bit surprise, but Velasco was in his top form at that time (same situation as Rocchi went to WC 2018). Moen and Skomina were very close to WC 2014 but obviously committee had some better choice. For Kassai, I feel very sorry for him as IMO he was one of the best in the last decade. I remember his AR did not pass the physical test (correct me if I am wrong).

    8. Team Kassai (AAR Vad) missed an important goal scored by Ukraine at Euro 2012. That mistake was so huge that it was impossible for him to go to a World Cup only two years later. I also considered Kassai as one of the best refs, but that goal missed by his AAR cost him a lot...

  7. Good games for Taylor and Zwayer even if I agree with Chiagozie, the chances to see Zwayer at WC are almost 0 in my opinion. Pretty poor game for Hategan. Is it a coincidence he has the same observer as in the last UCL game? I want to add that imo, Taylor and Makkelie are the only ones who can be sure of their spot at WC. For the rest of them it is not sure yet.

    3. I agree with Orsato and Turpin but I really doubt about Cakir and Lahoz. Cakir seems not to be "wanted" anymore, I don`t expect to see him in the advanced knockouts of UCL this season. For Lahoz I am afraid because of del Cerro Grande`s preselection; even if he defintely would deserve more.

    4. I hold a different opinion. I believe Cakir will be in and I think he will get CL KO games. We will get the answer soon. Your point on DCG makes sense. I do not know what other people think, but IMO Lahoz is a much better referee regarding performance and consistency.

    3. The policy about these WC qualifiers was never clear: on paper, they should be confidential appointments until two days before the games, but differently from club competitions, it seems as federations are allowed to publish them when they want.

I was told that during these COVID times (still not 100% over, unfortunately) UEFA has some reserve officials for all roles, already appointed in case anything happens to the original officials assigned to a game. They are not strictly from the same nation of the others, this already happened many times on last months, when replacements were very common in all roles. You should also add the need to find somebody who can easily go the game without a too long travel, indeed this is the case for Buquet, coming from a (relatevely, if compared to others) close nation. Most of replacements are only precautionary, an official discovers to have been in contact with a person with COVID and so he has to isolate himself for a while.

    After having rewatched the penalty incident, I think that she changed idea by herself, based on the severity of the injury. This shouldn't happen, in case she had had the time to issue immediately the card when she had picked it, she would have issued YC. I must add, absolutely fair and sportsmanlike scenes with the player from LIE realizing what he had done and accompanying and being worried for the injured player.

    1. I'm not too sure how 45' cannot be a sending-off for the GER player. It doesn't matter whether it's 0-0, 4-0 or 10-0: the player shows unsportsmanlike behavior with his unnecessary grap at the opponent's neck and a YC should be issued IMO; no doubts about the first caution in 39'.

    2. I genuinely don't write this to be crass, but I really think only an idiot would have sent off Rüdiger there. Especially in Martinčić's position (goodwill from everyone is her friend, blasting that away here would be senseless).

      A warning is quite enough there IMO - in ANY context, let alone this - remember that this isn't some dead play, they are fighting for position at a corner, some amount of roughage is to naturally be expected.

    3. I don't agree that this action is part of the game / fight for position. Rüdiger even says something to his opponent immediately before, so I think, this is clearly unsporting behaviour (if not more).
      About Martincic's position: Maybe you are right, but it also has been picked up as a negative point in German media.

    4. I am torn on the second Rudiger incident. I understand what Mikael is saying, but I think there's a lot going on here.

      First, notice that it's #16 of Liechtenstein again. It's the same player Rudiger barreled into just minutes earlier to earn his caution.

      Second, to me this is non-negligible and deliberate force to the neck. Unless you think #16 is faking the severity of the action, he's had his neck grabbed enough to pull his head downward. Honestly, this isn't a 2CT if it is misconduct--it's VC.

      Third, I think we should consider the possibility that Rudiger has no interest in playing matchday 10 and a send off would suit him just fine. That might sound crazy, but, if you wanted to get thrown at before halftime of a 4-0 game against Liechtenstein, this would be the easy way to do it.

      I think a LOT of information here points toward red card. It should be a VC direct red, but 2CT would probably suffice. You even things up 10v10 in a match that's already decided, Rudiger doesn't complain, and the Liechtenstein players get a sense of justice. Plus, of course, it's the technically correct decision.

      But Mikael's points are also compelling. A warning settles things and sets the line. If Rudiger misbehaved after this, the consequences are clear. It also avoids a second red card and the calling attention to herself for dismissing two players in a "nothing" game that is her first major men's appointment. So perhaps the particulars of HER background trump everything else here.

      But all else being equal, I think I prefer red card. We talk a lot about how players like Neymar "get away" with stuff, right? Rudiger is in the same boat. Remember his bite at EUROs? I would be in favor of drawing a line and punishing him severely in a situation like this... even if it is a punishment that he secretly wants!

  12. I just turned Jovanović's match on and he's gone terminator mode issuing four cautions in less than ten minutes :D

    - very good for a challenge assessed as reckless
    - supportable / good card for SPA, he could have survived with no card, especially having initially lost the player (-> 'value' of this decision therefore became lower)
    - not the best advantage played from an OtB holding, then a supportable (common-sense reffing -> read: excellent) freekick decision later, so he could go back and caution this holder
    - a teammate protested the last mentioned decision, and was also cautioned

    Well played by the Serbian ref IMO - this is the correct way to approach a match like Moldova vs. (Scotland).

      72' - borderline to SFP but seems correct
      76' - IMO missed ejection for 'challenge as an attack', kicking an opponent out of the game

    2. Now, a penalty given to Moldova for handling after OFR (79'). Tricky incident, but given the long time the defender had to see the ball, penalty is correct I think. There seemed to be a small contact on the defender though (foul?) though, which might have decisively put him off.

    3. 72': The classic stepping on the opponents foot/ankle after playing the ball. We really need sone clarification from the federations here - always saying "borderline" is not satisfying.
      77': Not a RC in my opinion. Surely, tackling from behind and no chance for the ball are arguments here, but I don't see the excessive force - just the neccessary force to stop the opponent with a tripping.
      79': Correct penalty IMO due to the clear arm to the ball movement away from the body. And yes, one could also have whistled a foul by the attacker there - but that would be a soft call.

    1. Indeed too far from the goal in my opinion as well, then you can also add the other defender who is trying a desperate run.
      Still, RC shouldn't be a mistake (no VAR intervention in a VAR game) but in my opinion YC had to be issued there.

      Even if GER19 is the last man, a foul before the attacking player is able to trespass the halfway line can't be considered DOGSO - YC for SPA is the best decision IMO.

      Who is going to catch the attacker there?

      Look at the pace of the attacker and look at the pace of the only German defender within 10 meters. It's not even close.

      An OGSO was denied. It's clear as day. If you think that Polish attacker is not going to get a shot on goal before he is closed by that defender (if he is EVER closed by that defender), I don't know how to convince you otherwise. But please don't miss the forest for the trees. It's a deliberate and dynical foul to stop an obvious goal-scoring opportunity. Trying to say it's not because it's at midfield is crazy.

      Direction is towards goal, defenders are behind and likelihood of regaining control is 100%, distance is a minor question mark but there is a reason they are considerations and not stonewall requirements.

      Without this foul we have a player who will have an obvious goal scoring opportunity. He makes a defensive mistake and tries to foul to get out of jail, we shouldn't be rewarding it with a yellow.

      IIRC even in CTA-RFEF seminars referees were instructed that DOGSO zone starts beyond halfway line.

    10. @Quilava... you can stand by what you say, that's fine. But I'm asking you to think critically and give a reason why you believe this to be true.

      WHY does the "DOGSO zone" start at the midfield line? Where is that written or implied in the LOTG?

      Distance from goal is a consideration. It is less likely that something is DOGSO the further you get from goal. That's why it's a consideration. But the idea that a defender can make the same foul 5cm in his defensive half or 5cm in his offensive half and the color of the card changes... sorry, you're going to have to offer better than "because CTA-RFEF said so."

      These comments about VAR are as ignorant as they are stupid. You are on a slight delay in the VOR and then you stamp an incident to go back and watch. I highly suspect the VAR has only looked at the incident once--at most--by the time that red card is produced.

      We have VAR checks that take 90 seconds or more to recommend a review on clear penalties and red cards, yet suddenly people believe VAR can review, assess and make a recommendation in 9 seconds. It's idiotic.

      I'm sure there are some hiccups here and there in UEFA competitions with officials straying a bit from protocol--it happened quite recently in MLS, where PRO has been very rigid about protocol. So it can happen. But this idea that every delayed card is a result of VAR intervention is dumb and should go away. We've had a delayed production of cards in our game for awhile now.

    9. You can see on the final replay that AR1 is looking at the incident, would say it was a good team decision.
      At 00:59 you can hear Beaton say "check complete", would be nice to have the video without commentary as you could probably hear more from the ref and players.

    1. I don't think he's been poor, but Albania are showing they're not a good team to have a lenient foul detection for. Second half will be the test as I don't have a problem with his yellow cards but he'll need to tighten up to keep players safe if Albania get frustrated, as England are not afraid of retaliating either.

  18. Very quiet first half for Taylor, a YC right before the end of first half, and nothing else to report. Fair game, players focused on football, so far not the very challenging context one could have expected.
    Very good first half by AR2 Adam Nunn, NO FLAG for 1-1 by Italy is the most important decision so far. Then, another correct decision a few before half time.

    1. This last call by Nunn was very good in regards of timing I think: The offside was very clear, but according to VAR protocol he waited until action was finished but then immediatly raosed the flag before some more could happen. That was quite sensible.
      ITA14 has to be careful with dissenting gestures in my opinion as he is already booked and Taylor cleary recognized the dissent.

  19. It's a very challenging game for Beaton in Andorra la Vella. He is clearly prepared for Andorra's rough style of playing. Excellent sending off in the first minute of the game for violent conduct (striking). Calm, composed but firm enough on many occasions but at the end of the first half he's looked annoyed with Andorra players and didn't want to balance cards a little bit even when it was not only possible but also preferrable (31' - blatant holding by Jóźwiak (4OF with good view), 40' - SPA-kicking by Krychowiak (instead Andorra player was booked for dissent)). In general, still good impression but imo staying as calm and composed as in the first 20-30 minutes would be optimal.

    First goal of England. IMO should be penalized with offside. Nr 7 in offside position is clearly blocking the defender and the ball is in that line. Any opinion about var intervention ?

    1. You could absolutely argue that he prevented him from playing the ball (interfering with an opponent). If he wasn’t there, the defender clearly would have had a chance to play the ball.

    3. Yes but committee must give some explanations there, one can't believe that a professional VAR calls such OFR for a soft pushing from behind that referee should have assessed by himself.
      Missed incident? Ok, maybe Taylor totally missed it, but never VAR stuff. As Italian, I can just add: luckily penalty was missed.
      I really don't understand what to think to be honest.
      If VAR is used in this way, one must give up trying explanations.

    4. IMO, penalty is even quite a sensible choice here, defender is not fighting for the ball but only desperately pushes his opponent in front of him down.
      But: the whole appearance of the incident, especially the actual ammount of contact should be a very clear signal for the VAR: Stay out here!
      I don't know - Attwell seems totally insecure about everything now, I think he should get a break by UEFA, not as a punishment (he's a well-trusted VMO) but to realign his focus or sth like that.

    5. I agree this isn't a clear and obvious error so don't think it was a good recommendation.

      But let's not ignore the process issue here either. Play was stopped in a neutral zone and then it took nearly another 30 seconds to initiate the OFR. That's simply NOT how it's supposed to work. If a VAR is compelled to stop play in a neutral zone it is only supposed to be once he is sure that he has an OFR to recommend. We can't be stopping dynamic play for "possible OFR."

      Imagine if Taylor had to restart play with a drop ball without an OFR because Attwell didn't have a penalty to recommend? The dissent and crowding we saw while Taylor had to wait was bad enough. It could have been much worse.

    6. Yes, that was indeed a weird process.
      Possible explanations
      - Attwell needed the 30 seconds to convince Taylor of the OFR (which is technically still the referee's choice)
      - a misunderstanding in their communication
      - a mistake in the application
      All of this obviously should not happen - and especially not such an experienced duo, who even did the EURO together.

    1. Kovacs seems to have quite a good standing though: He was used on all 4 WC qualifier MD sets and has already done 3 CL matches this season.
      Furthermore it's not a very surprising situation in the group.
      Let's see whether there is also an Elite referee for SUI-BUL.

  29. Unbelievable VAR call for OFR for that penalty to Italy. How could one explain that call? Clear mistake? Really speachless...IMO this season we are really seeing too many bad calls with VAR which are making much more confusion than without. I thought it was only in Italian Serie A but same thing is happening with national teams as well

  31. Honestly, watching the last 15 minutes of the game my impression was that Taylor wasn't in full control of the match. Though that is more likely because of the teams involved and the score line then any mismanagement by Taylor.

    3. Interesting. I had missed the leg contact (which can be assumed e.g. at 87:42 - the defender's right foot seems to make contact with the attacker's leg slightly below the knee. Maybe then even again with his foot after the downward movement) and it's quite possible that Taylor missed it as well, which could justify the OFR for a missed incident.
      However as Hans writes, the penalty seems to be given for the push. Also for the leg contact, a better angle should have been shown to Taylor.
      And then, the OFR is doubtful again.

    4. Mikael says it’s not a Scandal as some people think and I just laugh! I just say if that was done against Italy and the Penalty then subsequently converted then I tell you the scandal that you say isn’t here will definitely be the talk of the town. Obviously the Scandal isn’t here because the penalty was missed but going in line with how VAR has gone over the years, 9 out of 10 of such situations will never and has never gone to VAR!! I just feel Attwell had the Rossetti factor looming over his head and was damned if I call an OFR and damned if I do not. Once Taylor had gone for an OFR he was obligated to award the PK against his strongest wish because I am sure he would never have awarded that for such soft foul. He definitely will be having a word with Attwell as Oliver must have done a week ago in Dortmund..

    I agree that this is a soft call. Player waits for the contact and falls.

    I think Taylor/VAR wouldn't have whistled it if the 'foul' was in favour of Switzerland. This is Italy; big country, lots of media attention, lots of pressure, so let's give them the benefit of the doubt?

    1. Most of the Italian insiders, referees and specialists, agree that Attwell has committed a colossal mistake. Somebody says that Taylor at that point should have had the courage to stay with his original decision. However the newspapers, always missing in intellectual honesty, are very ambiguous: they analyze the episode, they say that the penalty, once rewatched, could be given, they don't admit directly that it was a mistake to make an OFR, but they let it to be understood by readers. Imagine if it had been the other way around, against Italy... impossible to describe the reactions in that case.
      In my opinion the call is impossible to accept in any case and I really think Attwell's 2021 for UEFA behind the screen is over. Hard to see him again on Matchday 5 and 6, honestly.
