  3. CONMEBOL goes on with public suspensions, I read from Arbitro Internacional that Tobar, Cunha and Ostojich have been suspended.
    Now Cunha, appointed as VAR for Libertadores final, should be replaced, I think. However, in my opinion that's not how it should work.

Thanks for this report, the replay you linked indeed makes the situation a very clear penalty, with a challenge directly on opponent, without touching ball, but then I don't understand why this wasn't shown to Letexier, who was in doubt exactly for that, from the other replays you could have a different perception. So, the OFR is correct, but the best replay should have been sent to referee, insisting on it as main picture for the final call.

    6. The suspensions should apply to any and all competitions. It's the only way to send a clear message.
      Furthermore, their suspensions are warranted and I applaud the CONMEBOL Referee Committee for finally holding referees accountable.

    Unluckily very poor broadcasting, missing in replays and the quality of video (audio is not synchronized) is not the best, I apologize for that.

    27' VAR check for a possible RC, the info about VAR control appeared and referee stopped game for a while:

    Poor management of this situation when a clear reckless (at least) action was totally missed by officials. With referee far away, AR1 looked to be focused on another situation and he couldn't help.
    VAR very likely assessed that it was borderline but not clear RC, unluckily, as said, no replay at all.

    42' Penalty appeal for handball

    I think that referee missed the incident, when it happened he was still making the advantage gesture for a previous possible foul. VAR checked this situation as well and then game was resumed. It looks like, despite of the lack of very conclusive replay, that ball hit rather body and not arm.

    There could be other situations in second half, let's see whether I can manage to download it.

      I think one can agree with Play On, very soft push from behind, correct by VAR to stay silent, however I would have liked to see more reaction by Eskas in this circumstance. You can see him rather waiting for VAR than really "selling" his decision to players. Being back at the mentioned situation in first half (possible red card) I think indeed he should try to show more his presence to players, otherwise he could look "weak".

      I think that after a quite long time without a Norwegian in Category 1, maybe time has come for him, at least to replace Moen, demoted to Cat. 2.

  6. Some very interesting fixtures coming up in MD5 of the UEFA CL.

    *Chelsea – Juve are fighting for the nr.1 spot. The same applies to Man. City – PSG
    *Barca – Benfica is important for the 2nd place
    *Group F and G are very close and wide open; 4 important matches
    *Sporting – BVB are fighting for a knock-out spot in group C
    *Also nothing is decided in Group D (between Real / Inter / Sheriff).
    *Atletico Madrid – AC Milan is an interesting hot clash on its own.

    That being said, a lot important matches and I don’t think any risks will be taken and we may even expect some Refs that have officiated 3 games already.
    I’m waiting to see Anthony Taylor and Carlos DCG again (both 1 CL match so far).
    Maybe Vincic and Orsato for a 3rd game.
    One of Zwayer/Aytekin or Siebert before he leaves to the Asian cup.

    MD6 also got a few important hot clashes that need Top elite refs. I'm curious to find out what will be decided. Very hard to predict :D

    1. The games for first and second place in the group (Chelsea - Juventus and City - PSG) give the opportunity to committee to appoint different names. I don't think that importance will be given to placement and so I'm very curious, maybe in such clashes it will be possible to see referees like Jovanovic and other Category 1 who are fighting for a promotion. Maybe the Serbian a good choice for Stamford Bridge.

    4. I'm very curious about the appointments too. Especially for:
      -Taylor (I'm almost shocked that he had only 1 game);
      -del Cerro Grande (I`m wondering how strong will be the match will get - top clash or low profile game after the mistake from his only UCL game this season so far);
      - Kovacs ( I`m curious if he will get another game. In Seville he had major problems but he was pretty good in NIR-ITA)
      - Zwayer ( maybe an important game as compensation for the missed ENG-ALB ? sure, if he is not still injured)
      - Brych ( I`m a little confused about the management in his case this autumn, I really don`t know what to predict)
      - Cakir ( I think we`ll see him again in MD5)

  8. Question from a Dutch ref watcher

    In our country it is assumed to be quite ‘normal’ that a ref is interviewed after a football game in Eredivisie. But not when the performance is GREAT; only in case of crucial mistakes, discutable moments - then in front of a camera they can admit they made a mistake. As someone who truly loves and admires the job of a referee, I’m astonished by this.

    I also hate the fact that old referees like f.e. van der Ende are evaluating and criticizing the performance of our current referees. I mean, WHY?
    Instead of supporting and appreciating them, or selling the beautiful profession, it is critism EVERY week. Over and over again (and not in an objective way).

    On the other hand, I like the fact that some of the refs are visible in f.e. talkshows, explaining the rules and try to enthuse youth to become a referee. Also on YouTube, there are plenty of clips where refs are interviewed. I like to watch those - it is a great inspiration for me as well.

    Bas Nijhuis used to be a regular guest in (one of the more a humorous) talkshows. For some reason I haven’t seen him a lot lately; maybe KNVB does not like his presence.
    I have mixed feelings. His visibility was tricky; they are often talking about games of his colleagues and ask his opinion regarding their ‘mistakes’. Bas is well known for his lenient style and not always ‘respecting’ the rules of the game, but as a personality I like him a lot. I think the visibility of top refs can be (somehow) very good, because unfortunately the complicated job of a referee is totally not liked and ‘appreciated’ as it should.

    Holland is not like Italië f.e. where all whistles and key match incidents are evaluated in News papers. I can see refs getting a rating at sports websites or and in newspapers, but sport journalists never add an explanation. However, all the mistakes of a Ref/VAR are thorough evaluated in talkshows. When someone had a good game, it is never mentioned. I actually hate this approach a bit to be honest, because a ref is very important element in the beautiful game called football. But there is nothing we can do about it.

    The fact that Refs stand in front of a camera is not very common it other countries, isnt it?

    1. In Germany, referees sometimes do post-match interviews to explain controversial (or just complicated) decisions. This could be defending their decision or admitting an error - both happens.
      After normal matches without critical incidents they are not interviewed.

      The former referees, who work as experts, mostly try to give balanced views on referee performances.

      Some active referees appear in TV shows, but mostly talk or personality formats, where the topic is refereeing and/or the specific referee. They normally don't discuss recent critical scenes from other referees' matches. However they e.g. don't take part as contestant in game shows or similar.

      The referee performances are regularly evaluated by some media, sometimes with explanation, sometimes without.

      In TV, the commentators sometimes mention good performances by the referee (in my perception increasingly often).

    2. In Italy, you already said that, referees are deeply analyzed by all media and newspapers, with marks, assessments and all about that. The very negative thing is the big focus on them, the positive thing is that at least it is reported when they have good games, with positive evaluations. However, when marks and judgments are given for a positive officiating, they never consider the real difficulty of the game, because not referees expert, so the positive assessment is written always with the same words and with an expected level mark (in UEFA, the classic 8.4, in Italy 6).
      About TV, it is strictly forbidden to go to release interviews, a referee who does that, without asking for permission, and not only in TV, but also private interviews, newspapers, is sbject of disciplinary action, mostly suspended for a certain time.
      What I don't like about Italian rules is that the referees are so limited in terms of freedom, and you can easily understand how much this allow newspapers in writing what they want, even the worst things. AIA has been always silent in the years, an association that doesn't want to meet some modern aspects, always closed in itself. Also in terms of communication, absolutely 0. By a long time, they are promising, I can make this example, to explain some decisions from serie A games, but this never happend. More generally, looking at the level of communication of almost all the other associations, I think that AIA is definitely in the last places of this "ranking".
      With Trentalange I hoped something new, but nothing so far.
      It looks like they are afraid of showing more themselvers.
      This is the situation of Italian referees - surely a very difficult one if you ask me, and that's why they must be very strong with character in order to officiate in serie A and especially big games, but I really would like to see new actions, new ideas, and a modern future.
      The main problem is also that when a referee has a good game nobody is interested in him, as well as nobody is interested in all the other aspect of being a referee. Just blaming them fro wrong decisions... that's really sad.

    3. Over all, this sounds much (!) better than in Netherlands. With such an approach the job is more appreciated and therefore more interesting for people in general.

      I would like to see more appreciation for referees in general - in our press.
      Honestly they almost never notify a good performance. Like it’s not in our culture(?). Refs should be invisible.

      Also, I don’t like hearing the negative opinions of former refs. They should know how complicated this job is. Besides that, nowadays the game is much more faster and more physical. There are more camera’s and a VAR who is watching over their shoulders. OFR’s in packed stadiums, they should revise decisions, etc. I don’t understand why former refs in my country need to talk so negative, instead of supporting and appreciating the current generation. It is really annoying me.

      @ Chefren: It is great that a GOOD performance is notified in Italy. I like that. The refs job should be appreciated. Maybe a referee in Italy is more appreciated (under a magnifying glass) because of some great Refs (role models) in Italian history(?). Or based on some scandals in the past.

      Sometimes when I see the ratings in our NL local news pers/websites (for example Aad.nl/vi.nl) I’m really surprised and think: "Dude, did you really watch the game?" It is often a club watcher who provides the ratings, so ... Very subjective.

      On the other hand, I do like the visibility of our Refs in talkshows (as long as they don't talk about the performance of their colleagues...). Positive note: We were able to hear the communication of the Refs and VAR’s. We could also hear the communication between Refs and players ("troublemakers"). This was really inspiring and hopefully, it increases the appreciation of a referee.

      I really liked watching these clips. I like to hear Refs talking about their experiences and their job in general. It made me enthusiastic and appreciating their jobs even more. Visibility of Refs can be a good thing; for sure in a country where referees are not appreciated so much. But - if I understand correctly - this is not very common in other countries.

    1. This is not a RC for me. The attacker is clearly in possession of the ball and the defender knows that he is going to strike the ball. The defender with a late block movement towards the attacker. So no RC. I can live with a YC but that seems harsh as all strikers would try to score from this position.
      It would be interesting, if VAR should intervene, if a goal is scored. What do you think Mikael?

    After Emmanouil Skoulas who retired, another Greek SL referee (Gratsanis) made a statement announcing that he is unavailable for appointments until this summer. He blames Clattenburg for the whole situation and states that
    "I can't co-operate with a man who takes apart Greek refereeing".

    70:10 and 81:20 - two very dark yellow cards to Amandine Soulard (Servette). The first one for SPA-holding and the second one for reckless tackle. A straight red card would be acceptable as well in both cases (DOGSO and SFP respectively). What card would you prefer if you were the referee?

    1. 70:10 - IMO, correct decision. Ball goes to the side, there are two defenders, there is no criteria fulfilled for it to be DOGSO:RC.
      81:20 - While hitting point and position of the foot would require a RC for SFP, I would actually stick here with YC. Excellent decision by the referee to caution this foul at all, I have the feeling that such challenges - as long as the player doesn't fall - go unnoticed. Well done!

    2. I agree. Borderline in both cases, but YCs are supportable.
      In the first situation there is the fact that the GK is out of position and the goal is therefore empty, but it is not a 100% DOGSO for me. But RC would not be wrong.
      And the low intensity make a YC more correct for me in the second incident, despite the hitting point. And I agree with Anonymus here, well done by referee! Well spotted (probably helped by 4O?) and also good to not wait here even if it would be possible. I prefer 2YC to be immedeatly given if there is not a very clear and promising advantage.

    1. If I remember well, he was the head of VAR at EURO earlier this year. This means Rosetti has a huge trust in him therefore I am not surprised if this will happened. It is only a question if someone will leave Ref Com (I doubt it will be Sajn or Damkova, maybe Dallas?). But then, maybe they will all be in Committee.

    2. There's some contradiction among the sources. Cadena Cope and Isaac Fouto say that Velasco quits because he's been offered a higher-profile position in UEFA/FIFA, Mundo Deportivo and Ramón Fuentes say that he's just being dismissed by RFEF president Luis Rubiales because their mutual relationship and trust has soured since VC sided with Rosetti/UEFA in the Nations League final incident.

      Both agree that VC is out and Medina Cantalejo (until now president of Andalusian regional referees committee and CTA-RFEF board member) is #1 candidate to replace him.

    3. Yes, but in reality you can see that this rule is very difficult to apply, now with VAR it is possible to enforce the decisions, but bfore it was impossible if you ask me. The very minimum encroachments can't be spotted directly by referee in most of the cases.
      The ratio behind this rule is that if an infringment occurs, it must be always punished, so no matter that both teams have committeed it. The onlyy clear cases in which this would be a nosense are indeed regulated in a different way: when only defender commits infringement but attacker scores, clearly goal is given because it would be absurd to retake the penalty.
      The rest, when infringments are simulteous, is a rather delicate topic, fur sure, but these are the rules.

      No, absolutely not, in case of infringement by teammate in this case, indirect free kick to defender because it belongs to category "penalty saved / missed and infringment by ONLY attacking team". If both infringments from also defenders as well, retaken.

      The effect of a penalty ends once it is saved, so what happens later technically can't be considered as related to penalty.
      To make it clear, in case of a penalty saved by keeper, when keeper saves, penalty is over. So for this reason, what happens later belongs to the game and not the penalty. Then, the analysis about what to do after a kick must be followed made on the scheme I posted and you can find in the LotG.
      With VAR now it is easier to check that and there is particular attention given to players that encroach and they are involved directly after a save by keeper or miss by penalty taker. But if you only look at LotG you have to consider the end of a penalty when the shot and its execution are complete.
      Under this aspect, in my opinion an intelligent change of LotG would be to isolate the penalties to be kicked during a game, comparing them to the sequence used for deciding a winner.
      Kick, then goal / miss / save and game stopped, with a new start according to outcome.
      Indeed the difficulty of managing such situations is related to the very hybrid nature of what happens after a penalty missed during a game.

  18. According to Turkish media news Halil Umut Meler has been appointed to Dynamo Kyiv - Bayern game on Tuesday. But he has also been appointed to derby game Galatasaray-Fenerbahce game tomorrow evening. Turkish FA got special permission for him. Another news, there will be min 2 changes at FIFA refs for Turkey. One is Halis Özkaya as he retired. The other name is rumoured to be Abdulkadir Bitigen. He will remain as FIFA VAR. We will wait and see.

    2. Absurd penalty IMO. There is a *very* light contact at the attacker's right foot but he continues running and falls down theatrically when he realizes that he cannot come to a promising opportunity anymore.
      Very likely, the explanation for the OFR is that Stieler percieved "no contact" and as Dingert found clear evidence of a contact, he assessed it as missed/wrong perception incident. However, this is never a penalty for me; so despite the contact and its perception, this shouldn't be an OFR-worthy incident..
      Stieler has the final responsibility and I can't really understand that he didn't stick with his initial decision.

Absolutely wrong OFR, Dingert shouldn't have given importance to the fact that Stieler had had a different perception - if this is reason for the call - because the incident stays as absolutely not enough for a clear and obvious mistake. Soft contact and very difficult to spot. Dankert wouldn't have called this OFR, I'm sure.

    1. Correcy by VAR to support, but it shouldn't have been whistled, mistake by referee who had surely another perception of the incident. I must say, technically in recent times Del Cerro has been very often too poor.

    2. This is clearly why I think that VAR is seriously damaging football. We all say that this is not a penalty but at the same time we say VAR is correct?!?!?! This is a complete nonsense and it is wrong on so many levels. We simply accept that a wrong decision is OK according to the football authorities... My controversial idea is that VAR should be used only for offsides and only until this process becomes authomatic - technical system is already developing. Most controversies comes when people know there is VAR which can take the most appropriate decision but still it only justifies and confirms a referee's mistake. This is so irritating and simply makes VAR useless and puts much negativism over the referees.
