  3. Bibiana Steinhaus-Webb will no longer work as a video assistant for DFB. The reason for this is a new professional challenge in England. The seven-time German Referee of the Year will start her new job as "Women's Select Group Director" at the London-based referees' association PGMOL in August. This will also involve an exchange between the DFB and the Football Association (FA).

    Bibiana Steinhaus-Webb says: "I am looking forward to the task as Women's Select Group Director in the PGMOL team. Women's football in England is setting completely new standards with the current framework. I am looking forward to the great opportunity to share my diverse refereeing experience with the referees in England and to support them in reaching their full potential as well as to implement resilient structures within the association for the optimal development of the referees. I am very grateful to Lutz Michael Fröhlich (German head of refereeing) and his team for enabling me to take this step and I look forward to the desired exchange and intensive cooperation between the DFB and the FA."

  5. Donatas Rumšas appointed for Rijeka-Hibernians. How is this possible, that one referee is appointed twice in the same round? Last week he officiated CSKA Sofia - Osijek. Also it is a bit strange in that case to have 2 games with Croatian teams.

    1. I don't see a real problem. There could be many reasons for the "double" appointment: Shortage of referees, failed fitness or LOTG test, injuries and so on.

    VAR will be used at Women's EURO 2022, and this season will see the development of the tool for female referees as well, in this regard.

    I have a question regarding the marking system with VAR.

    If a referee changes his decision after an OFR his mark is 7.9 or 8.2?

    1. It depends on how the observer assesses the mistake: should the referee spot it himself? (7.9) or the referee was not able to correctly assess the situation despite his good positioning (no deduction)

    Min. 35' After a shot on the woodwork, the ball has crossed the goal line. AR says play-on. There is no VAR or GLT.

    2. Btw Weinberger had a satisfying performance on a normal difficulty match. He kept his cards on his pocket as long as he could despite that there were 2 incidents that IMO were mandatory cautions. He managed the match mostly with small talk and tried to be proactive on set-pieces in several cases. Foul detection was not consistent all the time but he didn't face much trouble.

      AR2 correctly disallowed a goal from PAOK for offside.

  15. Neviem po anglicky, preto sa vyjadrím vo svojej reči, ak niekto rozumie, môže to preložiť.
    Celá situácia okolo slovenských najlepších rozhodcov Kružliaka a Glovu je čudná. Kružliak v slovenskej lige dlho stál pre hrubú chybu, ktorá ovplyvnila zápas, Glova na Jar rozhodoval 2 zápasy (pritom bolo 13 kôl) a v jednom zápase bol VAR. A ich stáli asistenti Somoláni (asistent Kružliaka) a Frrenc (asistent Glovu) tiež v lige dlho nerozhodujú a na medzinárodnej scéne ich nahradili iní. A ešte Glovu nepozvú ani na predsezónny seminár rozhodcov UEFA, napriek tomu, že má 33 rokov a už 4 zápasy odpískané v skupinovej fáze EL. Na druhej strane mu na dnešný zápas v Eurrópskej konferenčnej lige dajú takéhoto pozorovateľa. Človek nevie, čo si má o tom myslieť.

  18. I have a question if anybody knows, are Brych, Zwayer, Steiler and Seibert all elite? Because I was under the impression that only 3 referees from a country can be in the elite group, please correct me if I am wrong.

    1. The German Elite referees at moment are Brych, Zwayer, Stieler and Aytekin but not Siebert (Category 1). You forgot Aytekin in your list. About a maximum of 3 Elite per country, this seems indeed the most common highest number, but there have been exceptions in past as well. I remember Spain some years ago when Undiano was still active for a while they had four Elite referees. But never a country with more than 4 Elite, and maybe that's why Siebert couldn't get promotion on this update, having to wait at least for Brych retirement.

    3. This was indeed a very particular and unexpected choice, we discussed it on the blog. The quality of other contenders (Zwayer, Stieler and Aytekin) was not enough for committee...
      Remember that also Ekberg from Sweden, Category 1, attended the tournament.

  19. Very poor match from Bognar. One clear penalty in favour of Rakow not given and then a ridiculous penalty, there was no contact whatsoever, given in favour of Rubin. And in general foul detection seems not his strongest point.

    1. I disagree. Yes, Raków could/should have had a penalty for tripping in 102' but the penalty given in favour of Rubin in 120' was a great spot by Hungarian. Wydra (RCZ) performed a late tackle and recklessly hit a shooting attacker with trailing leg. 100% penalty in UEFA (and if it wasn't given in a game with VAR, an intervention would be required).

      As for foul detection, I think he was very good in general, not reacting to easy falls by Kvaratskhelia (RUB). He misjudged a tackle in 14', it should've been a YC for SPA, ball was not played. The first YC to Samoshnikov (RUB) in 105' was for minor holding, I can understand his frustration, but whistled it was 100% SPA. And that was all.

  22. Kári Jóannesarson á Høvdanum was very impressive in Bodo-Prishtina. After repeated pulling from Prishtina at corner kicks he gave a soft but fully deserved penalty, very brave decision.

    Also to be noted is his unique card procedure: He runs behind all the players to get the overview of the situation instead of into it, and makes sure the player does not walk away with great authority.

    Last Conference League game in Bodo was refereed by Serie A referee Paolo Valeri, who was much poorer than this Faroese 31 year old talented referee. Hope we can see him in the group stage and some qualifier, he is a unique talent from the middle of the Atlantic ocean. If Irmatov from Uzbekistan could become one of the world's best, how can't Kári from the Faroes become it too? :)

    2. Penalty in 102' should have been whistled as the attacker is clearly hit, maybe not easy to see, but also it doesn't look like a very big miss.
      205' - 106' the first foul seems to be very, very soft, maybe even not enough, but once whistled, it is difficult to imagin a simulation in such situation so I would support referee, the SPA is very clear, then second YC without doubts. Player could (should?) have been already sent off by second YC then after first foul he applauded referee.
      120' live you have the impression that the contact after having kicked ball is reckless, the penalty is absolutely correct, I understand why many protests and different ideas, the problem is that not all referees are consistent on this matter, mostly it is not whistled.

      So I would say a not perfect officiating if we look in detail every situation, but overall you understand why all the decisions have been taken. That's important.

  25. The whole situation around the Slovak best judges Kružliak and Glov is strange. Kružliak in the Slovak league stood for a long time due to a gross mistake that affected the match, Glova decided 2 matches in the spring (there were 13 rounds present) and VAR was in one match. And their permanent assistants Somoláni (assistant Kružliak) and Frrenc (assistant Glova) also do not make long-term decisions and have been replaced on the international scene by others. And Glova will not be invited to the pre-season seminar of UEFA referees, most recently because he is 33 years old and already 4 matches whistled in the EL group stage. On the other hand, an observer can help him to match in the European Conference League. One does not know what to think about it.

Italian new season with Rocchi head of refereeing has started last week with Coppa Italia games, today another round of the competition has started and we have already VAR from early stages, that's very good. It will work in serie B from this season as well. As I said in past, Italy had been among the first countries to introduce VAR, but the development was missing for years and years, using it only in serie A. From this season we will have a centralized VOR as well based in Northern Italy.

A very challenging start for Gil Manzano in Valencia - Getafe, first game of 2021-22 La Liga: OFR 3 minutes after the kick off for a SFP, absolutely correct to invite him to video, but I think he could have spotted it by himself. The perception of the foul live was already talking about excessive force in my opinion.
    Then a few later penalty to Valencia: interesting situation, in my opinion VAR supported but it wasn't a 100% clear penalty, the expected contact, given the kind of action, was not immediately visible, but since there was another touch, the call was confirmed.
    In my opinion Gil Manzano had whistled thinking about a different situation.

      Gil Manzano should have instantly issued a red card (after thirty seconds!) from the FoP, assessing excessive force in tackles is a skill quite lost nowadays (why decisions like Siebert's at EURO, Visser's last week are so refreshing).

      A very close inspection of the replays at 8' show that the defender actually made a successful play on the ball - going on is clearly the better choice IMO for that reason and those you mentioned. Iglesias was correct not to intervene, by the same token.

    2 penalty incindents in 2 minutes not given as a foul and no VAR interventions have Gladbach fans fuming. Especially the first one looked like a clear foul to me. Seems like German VAR (here Christian Dingert) doesn‘t want to intervene as much anymore. There is and will be a big discussion however about this 2 play on calls IMO rightly so unfortunately. If someone can bring videos I would be very thankful :)

      In my opinion first situation is clear RC but rather VAR stuff, it is difficult for referee to have the exact perception of the point of impact. Second situation even clearer RC and this should have been spotted by referee, given the very clear dangerous tackle and the free view. Maybe positioning didn't help. On paper two crucial mistakes, but to be added in the context of the difficulty.

      The first scene is Off the ball, but the defender prevents the attacker from being in a better finishing position with a simple trip.
      I find the second scene a bit trickier, because the falling seems a bit 'inappropriate' - but I still strongly prefere a spot kick here. The defender is in the worse position and stops the attacker illegally, as he hits him in the calf and the back of the knee. We definetly need to talk about SPA vs. DOGSO here as well.
      Those scenes, however, show what we should be ready for in the next season regarding the VAR line: The EURO line with maximum reluctance..

    3. Two penalties that should have been whistled, however I agree with VAR in the second incident, Fritz is close and makes a clear assessment, very difficult to intervene for changing decision, also for the reasons explained by Flip, it is tricky, I agree. However, expected decision penalty.
      But... first case, totally missed incident off the ball, noboy on the pitch saw it, this should have convinced VAR in inviting to OFR, contact is clear, defender impeded in his action to reach ball, very blatant. VAR should be used exactly for this kind of incidents. It would be interesting to know more, but I think that VAR didn't assess it as clear and obvious mistake because it wasn't a classic "step on foot"... however this can be largely discussed.
