  3. Ok so I carry on from Teo's comment in the previous post - "... getting clearer, but it is still not clear, and more than half an hour passed since the final whistle..."

    Well not clear for a simple, not so knowledgeable person like me and that's why I gave 8.4 but a lot of experts of refereeing claim otherwise... Anyway can you stick to the discussion of situations rather than always advocating for your countryman by being his lawyer? We aren't even blaming him much for the call, the concerns are with VAR Mr. Orsato here!

    3. Look the poll - Clear penalty is under 50%! So, it is not clear. I am looking over and over post of Dutchref: indeed first contact has no intensity for PK. Second does, but the ball is already out!
      If anyone is for blaming, it is for sure VAR. Mazic immediately put his finger on the ear, expecting the decision - but the VAR made final decision. As I already wrote, I think Mazic should be called to make final decision by himself.

    5. Mazic WC is surely over - he got CL final and 1/4 finals of WC! What he could expect more? He is retiring next season, so all his dreams came through. Committee wont blame him if they assess this as a mistake - VAR was there and they remain silent!!!
      What I find very interesting on this blog is that on first page - almost everyone was thrilled, the mark was goin from 8.4-9.0.
      And on second page we have some complete rubbish of comments.
      Mazic was superb - crucial mistake or not! VAR should call him and that only counts.

    7. Soham, Teo, we are all friends here and on the same (referee) side.
      After watching the video for 10 minutes, in my opinion, BEL defender started bending his legs before to avoid the contact. After Gabriel jumped there is not a chance that you can avoid collision. It looks like every other duel on the field, with the normal contact with 2 opponents. I don't see why not to support no PK call by referee and VAR.

    8. I am million % sure that no one from Croatian FA would have nothing against Mazic to oversee any of their matches. Even the final. I know that they and public in Croatia respect him a lot. I am going to Croatia often and have many friends there - for 99% of (normal) people there is no problems between Serbs and Croats. Even though most of Serbians consider Russians as our orthodox brothers, believe me that many, many Serbs will be on Croatian side tomorrow! We should leave politics to the politicians, and be a normal human beings. The biggest enemies from WW2 are now the best friends, and 90s are gone a long time ago for this region.
      Of course, Committee will not take the risk, I am just writing that Croatian FA would accept Mazic.

    9. @Teo We are judging on the facts that are emerging... Mazic was overall very good but a crucial mistake remains a crucial mistake... In case of penalty missed, mark will be 7.9 (8.4)!

      Also a mark of 9.0 for this "normal difficulty" match will be complete joke anyway IMO, whoever has chosen to award it!

    10. Mikael W did, and he is not from Serbia, for sure. This wasn't normal difficulty match, far from that. Arround 8.4 or 8.5 is still excellent job in this kind of match.

    13. Is 220 votes in one blog a big enough sample size? The answer is a "No"... It's not about what 85% of fans say, but it's about what 85% of referees, assessors and those having great knowledge of the game think and say about a situation!

    1. If it's evaluated as a penalty, he will be sent packing immediately as it's an absolutely crucial mistake and having a direct effect on the outcome of the match!

    3. We don't know what would have happened, maybe Brazil would have missed the penalty... But at the end of the day a penalty not awarded is a crucial mistake and if Committee assesses it in such a way then Mazic's WC is done!

    3. Victor, however we should also add that Gabriel Jesus made a big jump there and in my opinion there was again an attempt to deceive of at least to force referee to whistle.
      Having said that, for me stays as penalty, no matter the intensity, YC was also mandatory there for reckless challenge, if you ask me.

  9. Imo it was a reckless tackle regardless of the ball being in play or not.. it was a late challenge kompany was late the ball being in play should be no issue... It's just like playing advantage if it goes out of play b4 d advantage u bring it back other than that happy with mazic but disappointed with orsato OFR was expected

  10. However, differently from other situations, here we can clearly say that Mazic was ready and absolutely willing to rewatch the incident, in case of need. He waited until the end! All was decided in VAR room there!

    1. Well, Orsato did a mess there... He needed to bail Mazic out... That's why VAR system is there but unfortunately today it failed when needed the most!

    2. We can excuse the main referee for a mistake in real time... But when the VAR looks at a situation from so many angles for nearly 1 minute and still the wrong decision isn't corrected, then it's inexcusable on the part of the VAR!

    1. I agree with you overall... But with the VAR system in place Orsato needed to fix the error for Mazic... So basically he is let down by the VAR... He was really good but penalty situation, if assessed as wrong, then mark will be 7.9 (8.4) unfortunately!

  13. Very good game for Mazic apart from IMO a major error to not award Brazil the penalty kick for Kompany's tackle.

    I wasn't much of a Mazic fan but this game may have made me one. Still, I don't see him getting semis or the final off of Cakir, Faghani, and Kuipers.

  14. I can't believe someone can text that he has crucial mistake tonight. What a game, and what a refeering by Serbian team with other refs. Penalty incident, I see that like this, Var said the ball was out of play in the moment when Company hit Gabriel and thats it, I can't believe someone try's to told us here that Mazic had a bad game tonight. He is in top 3 FIFA referees, ofcourse with his team. He shows us how good preparation and tactic he have for this match. He easily could get a final match.

    1. I think he had a crutial mistake but I wouldn't call it a bad game... that said, I don't think he's top 3 FIFA referees. Top 5? You can maybe make the argument. Top 3 is clearly Kuipers, Faghani, and Cakir right now in my opinion.

    4. I agree with your point of view. I also believe that Orsato saw the ball out of play BEFORE the tackle occured. And the overall performance from Mazic was really very very good. Although I don't see any more matches for him... the only little chance would be a semifinal between Sweden/England against Russia. If Croatia enters the semis tomorrow , it will mean a ticket for his flight back home.
      If Kuipers will perform well tomorrow, he'll whistle the final. Faghani and Skomina are my predictions for the semis and Diedhiou will handle the "small" final...

    5. Totally agree with Bugra... A performance with a crucial mistake can be anything but excellent... But his refereeing overall in the match minus this costly error was really good and left a positive impression today!

    6. @Sascha No room for Cakir in your view? Also Kuipers has a major problem in Belgium now although I really don't understand what's the problem with him refereeing Belgium if Pitana can do a Uruguay game and that too against France who defeated Argentina in the previous round... But the general opinion mostly is that Kuipers can't referee Belgium!

    8. Regarding Kuipers and Belgium

      I would be interested on FIFA's take here. The problem was that BEL/NED had a frequent referee exchange, but the last time Kuipers whistled a Pro League match was 2010/11. Rather than geography, like Uruguay & Pitana et al.

      My guess is that as Belgium would be playing a UEFA nation in the Final, that this isn't a severing issue for Mr Kuipers chances, but I don't know how such an appointment would be recieved by respective FAs.

    9. Kuipers has no chance to officiate Belgium match at this stage, because everyone is (should be) familiar that Belgium and Netherlands have one of the closest international relationships. Many people in Belgium speaks Holland, many of them are relatives... So, even if Committee would like to appoint Kuipers, I believe that the opponent (e.g. France) would ask for his exclusion.

    10. I also think such an appointment will be avoided...but again that makes little sense... I can remember that Bas Nijhuis refereed Club Brugge in Europa League in 2015 so definitely it's not something impossible!

  15. Folks, this PK decision for VAR (and Mazic) is very important.

    This is a foul (and PK) if ball is in play. Defender is clearly careless. This is not a matter of opinion.

    That leaves only one question: WHEN does foul occur?

    There are two points of contact.
    The first is with cleat (brushes ankle). This contact is clearly before ball is out of play, but is trifling. The second point of contact is when attacker's left foot makes contact with back of left knee of defender. I was able to stop video with ball 3 cm in play and 5 cm out of play. It is not clear whether there is contact yet or sufficient contact yet when ball 3 cm in play; it IS clear when ball is 5 cm out of play that there is enough contact. It is THAT close.

    As such, VAR has to determine that the decision NOT to award a PK by Mazic is not a clear and obvious error.

    VAR will have luxury of going frame by frame (I don't). IMO VAR is correct not to go to OFR. Mazic would not have seen anything different than VAR.

    Remember contact for most fouls is not a one-frame event. It occurs over the period of several 1/100th's of a second. During that time, the ball continues to travel. To determine the exact frame in which the ongoing contact becomes the foul is not an exact science.

Yes there is contact with no significant intensity to call a foul, and it looks like every other duel on the field. I don't see why not to support no PK call by referee and VAR. This is a more no PK call than otherwise.
    And to add, Brazilian players dove so many times on this tournament, and that is the reason why nobody believes them anymore. We all know the story about "crying wolf..."

      My view was more a scientific theory.

      Either way, no PK. World audience (except for some of our very skeptical referee friends) was satisfied with this one only because it took a goodly amount of time. This creates belief no matter which theory (conspiracy or scientific) we choose. In both cases, no need for referee to also have a look.

  17. So much complaining about this one situation, which in real time is impossible to assess (whether ball in or out). I don’t see a clear error here by Mazic.

    As an assessor, the performance beyond this one scene was simply great. Foul identification, YCs, body language, everything was just excellent. 8.7 as it certainly also wasn’t an easy match.

  19. I am watching the video again and again... But now I am watching VAR studio. Just watch that guys: theye are talking, watching from several angles and I think Zwayer's attitude was the strongest one there. Orsato said to Mazic to play on, but I think Zwayer is the one most proactive there. Would be extremely interesting to hear what they were talking! Hope Collina would give us a chance.

    1. Gil was Avar 1 and that position is not involved in making decision. His job is to keep eye on what is going on on the pitch while Var is reviewing the incident

    2. Orsato is sitting in front of the screen and talking to Mazic. Zwayer is the most proactive guy, who is standing and waving his hands, and Pawel Gil is sitting next to Orsato, from left hand side. He hardly said a word there.

  22. I must say I totally agree with Questionmark and Mikael W.

    It's really easy for us, behind our screens, after 10 replays, to say: "well that was a crystal clear penalty, crucial mistake by Mazic".
    When you need to rewatch an incident maybe 5 or 6 times to have an opinion, when you have to use a frame-by-frame mode to determine whether the ball was in or out of play, it does not seem very honest to use those terms.

    The whole incident is very difficult to assess. I would rather say "impossible". Without VAR system, both decisions are supportable in my opinion. Not because the foul is not clear, but because of the position of the ball when it occurs. We can imagine that Mazic was fully focused on the contact, and therefore not fully focused on the position of the ball.

    Then the intervention of the VAR is another debate, and I don't really want to go into further details about it, just because in my opinion it's not part of Mazic performance (as long as we consider he followed the VAR instructions, and for now we don't have any element which advocate for the opposite hypothesis).

    Apart from that, Mazic was impressive.
    If we exclude the non YC to Neymar for diving - which can very probably be a FIFA guideline for this WC - the performance was among the best I've seen in the last years. Foul detection was almost faultless, great prevention and very proactive attitude, very good acceptance by the players, efficient YCs, remarkable body language.
    The last 8.9 I remember was Webb in Brasil vs Chile (WC 2014). Of course Mazic and Webb are very different referees, but a similar mark (8.8-8.9-9) seems quite deserved. I struggle so much in understanding how some people here can write that Mazic's WC career is over. Maybe it is, but on a performance principle basis, nothing allows us to say so.

      I want to seize on this point. Good referees have instinct. They can smell a big decision coming or have a reaction to know 'I think something has happened there'. While the point you make is that yes its easy to be correct from the couch, some of us that have refereed at the highest level also know when something does not look right. For me, the instant I saw that in real time, my gut went 'uh-oh' without knowing the outcome. Good refereeing instincts tells you immediately when something does not feel right. The challenge was not as bad as my gut told me but I felt enough there to know it was not clean in real time.

      The hardest part as a referee (and I have had this) is the replay later on tells you something completely different to what your eyes saw because then it causes you to question your own instincts and what you saw.

      I cannot agree with you that both decisions are supportable. This is a foul and in the middle of the field, this would have been given every time. Moving it to the penalty area, should not change this. This comes back to lack of conviction (assuming that the referee saw this cleanly) to make a big decision when needed. On the whole, I thought his performance was good but this part of the game was the one part he got wrong.

    2. You might have misunderstood my point. Because I basically agree with everything you said, and what you said does not seem to be inconsistent with what I said.

      I did not say that this was not a foul - for me it is a clear foul that has to be whistled everywhere on the pitch.

      I said it's difficult for a referee to know whether he has to whistle it, because the position of the ball (inside or outside the field) is quite difficult to determine live. I remember when I saw the action live, I was like "wow that's a foul" but when I looked at the ball few seconds later, it was way behind the goalline. Then I wondered "was the ball inside the penalty area when the foul occurs, or already out?". And I simply could not answer. And we all needed several replays (sometimes pausing them several times) to answer this question.
      Thus, I think that WITHOUT VAR TECHNOLOGY, both calls are supportable and I repeat: not because it's a grey area infraction, but because of the position of the ball when this infraction took place.

  23. I'm impressed how Mazic controled Neymar tonight (even without YC). Apsolutely he had control of the game. Big respect from players for him.
    We didn't saw any situation where players made big protest and crazy gestures (like in match England-Colombia)- Full authority!
    Fitness on high level as always.

    Crucial momments:

    45' Again, Ristic show us his hawk-eye. Little offside from Brasil player (i think it was Neymar). His leg was in offside position.

    53' Correct decision from AR2 Djurdjevic NO FLAG, after that there was situation in Belgium's box. Neymar fall down. Replay tell us it was diving. If we use UEFA criteria, indirect free kick and YC.
    But on WC we saw other instructuions for that situations. So, correct decision here.

    55' Borderline situation.
    We saw situation from many angles, faster, slower and we have big dillema yet. Was it foul? Was the ball in play?
    For me, better solution is goal kick.

    91' Neymar jumped, trying to play the ball when Belgium's player touched him. Is that enough for penalty? Apsolutely not.

    Mazic share clear signal that he is good solution for final.

    We will saw tomorow Ricci and Kuipers and (for sure) Cakir i semi final.
    After their performances (and national teams for final) we will know who is the best choice for the biggest match in football.

  24. I think one of the things we forget is the protocols of the VAR. They are not there to say this is/is not a foul and re-referee the game (it’s a foul and a penalty by the way). The VAR is there to decide if this is a clear and obvious error. That is different from ‘is this a foul/not a foul’

    The only thing based on protocols, is they they decided that this was not a clear and obvious error. For me, that’s disappointing because I do see a foul. They must have decided that while there is contact, maybe it’s not enough for a penalty, or to stop him regathering the ball so it’s not a clear and obvious error (remember those words are key)

    I’m just trying to see it from the VAR position in spite of my position that this was a penalty. To me, it makes me wonder if we have the language around the VAR protocols correct

    It is preety clear from TV coverage that Zwayer (AVAR3) and Orsato (VAR) had a discussion about the penalty. The opinion of the author of the article is that Zwayer went beyond his responsabilities and influenced the final decision of Orsato. From what I saw on TV (and in the photos presented in this article) I am also preety sure that Zwayer has an important role in this situation.

    I want to remind you few moments with Zwayer in recent past:
    - incredible no-penalty decision in the german cup final after he watched the re-plays
    - no penalty for Peru in 3rd minute of Peru- Denamrk (Zwayer was VAR)
    - no penalty for Serbia in the game against Switzerland (Zwayer was VAR, Brych on the pitch)
    - no penalty for Brazil last night (with Zwayer as a very active and involved AVAR3)

    For me this man is a real disaster ...

    2. Im really dissapointed in itallian VAR referees. It would be perfect if Mazic had Danny again with him coz that man is perfect VAR ref. Otherwise excellent game for Mazic, hope Croatia doesnt get to the final so he can have a chance to get it.

  27. Interesting article, however my opinion is that Orsato had all the rights to call Mazic, despite of a different opinion by Zwayer.
    Indeed, main VAR has the final decision about that. There should be only cooperation, but the role of Main VAR is the most important in the room.

  29. Imo it was a reckless tackle regardless of the ball being in play or not.. it was a late challenge kompany was late the ball being in play should be no issue... It's just like playing advantage if it goes out of play b4 d advantage u bring it back other than that happy with mazic but disappointed with orsato OFR was expected

  31. i thought his touch was too heavy before the foul. looks like he would not have been able to get a touch before going out of bounds. therefore i would not award a potential goal.

    if gray, still dont give up a goal scoring opportunity.

    only if i was 100% certain a potential 2nd touch was imminent would i allow him a free shot on goal.
