  3. Marciniak in Marseille: I would have put a hand on fire for that.
    Well.. after big complaints, no matter if clubs are right or not, big names. However, this time it wasn't for the decision itself, but more generally the difficulty of the group, with all four teams having a chance, incredibile scenario. Indeed, we have Vincic in the other game. But... exactly Marciniak in Conte's game can be in case a switch of last minute, because one could have expected the opposite (in Lisbon game is more open on paper and teams closer in standings).
    As for the rest, now they try again with Stieler as Siebert is not in good form, the management of German Elite referees is more than weird. They are used just because the other options don't show good performances in most of the cases, indeed we can't draw any conclusion on how names like Zwayer and Stieler are exactly considered by committee. They are just Germans under their eyes and so, they get appointments in a very alternate way. Now with Vassaras one could even wonder if they have again a focus on him...
    Orsato and Mariani in group A are clearly appointments made before knowing the last week's scores, indeed no need of Orsato, Atlético is out. You can see that committee had already planned everything.
    Mariani back in Champions after his poor performance in last game, they opted for a minor game to do that... one can still discuss about this opportunity.
    In Glasgow a good appointment for Nyberg for his development, while the focus on Kruzliak is now very clear, they want him baxck again as reliable Elite, and I must say that, in a quite weird context of assignments, the management of the Slovakian was something good, at first minor games and he did well than past, now the chance with spotlights (but game not important for qualification). Well if they manage to recover him, this can be only a good thing. I think he can show a by far better level than other Elite in a similar situation...
    Last but not least: we discussed on the blog about Petrescu possible debut, but it was unlikely due to his previous assignments and some poor performances. He also officiated in Conference League, surely not the best presentation for getting then Champions League.
    But... based on all the assignments, the past experience and the path he had, the appointment was possible. Of course one must mention Vassaras in committee as key person, otherwise there wouldn't have been such big focus on Romanian referees and also, why not, the fact that Hategan is out, with only Kovacs as Romanian in this group stage, maybe in part allowed this choice. This situation shows us that the nationality of committee members is always a factor, a referee can be good, but if he has somebody from his country in the committee, it is even better. Basically I think Petrescu can be good referee, but based on recent appointments, how much this CL debut was deserved?

    1. As for Petrescu: I think we should await the Europa League (and Conference League) appointments. Games like AS Roma - Ludogorets (positions 2 and 3, 7 points each), Feyenoord - SS Lazio and Midtjylland - Sturm Graz in group F (completely open) or AS Monaco - Crvena Zvezda and Trabzonspor - Ferencváros in group H (three teams fight for the second place) are currently more important than Viktoria Plzeň - FC Barcelona in the Champions League.

    2. I have some remarks to make about the the appointments of Orsato and Mariani (in group B and not A). Both games are important, with stakes. Atletico is out from UCL indeed, but they really need to fight for the 3rd place that goes to UEL. Porto will try to win their game to get the first place of the group, while Leverkusen, who push for 3rd place have all the chances to win their game with Brugge, who also want to get the first place in the group. I think both games need good referees, this is why I think Mariani got a very good match; and Orsato`presence here is justified even by the fact that Atletico is involved. This games are far more important than you let it to be understood.

    3. I agree with matei14 on this, I even expected something similar, especially for Atletico's game: we all know their style of play and the amount of pressure they put on referees. There is also one minor aspect, maybe less important, but still present, and I tend to call it "old grudges". We all know what happened in this game last year. Who knows, maybe some tension is still "in the air" and may come out now when Atletico need a win.

    4. One other thing I just noticed: Massa as the FO in the same game. Interesting choice, especially when his recent status is taken into consideration, as well as the fact that no other referee of similar status is used in this role. Maybe a tactical choice regarding prevention among the benches?

    5. IMO Horatiu Fesnic is a way better referee than Petrescu. Firstly, he has a better management than Petrescu, who is a little bit shy and sometimes he doesn't even seem sure about his decisions in game. Secondly, Fesnic is a bit fitter than Petrescu.
      To sum up, Fesnic should have been the one who got the debut in UCL.

      About Massa fourth official, after having read all Italian appointments for this week, I must say that all Italian FIFA referees are busy, including Pairetto and Chiffi (the new ones). So clearly no option for this game as fourth official, if not a NO FIFA official, and indeed I think that committee wanted Massa exactly for this reason. Otherwise they could have easily appointed a NO FIFA referee, like we can see in other games (Fourneau with Mariani in Leverkusen).
      That's another confirmation that appointments were made before knowing last matchday's scores.

  4. Third time in a row and fourth game overall, that Frankfurt has Martinez Munuera as VAR. I think, this could have been avoided, e.g. by changing him with Higler on Tuesday.

    Overall, a normal difficulty game with a missed YC, the responsibility can be shared with AR2, but the latter was also focused on offside. The foul was totally missed, so this means referee didn't see anything. The rest, expected level performance in a game without too many refereeing incidents. Based on the issued cards, rather strict approach, but some situations more would have helped us to understand in this regard.

  6. I also watched João Pinheiro in Belgrade and indeed absolutely expected level performance under the eyes of Rosetti by the Portuguese.
    The game was absolutely fair, there weren't particular or challenging situations for referee. This was in my opinion the game with the biggest difference between the expectation (as we discussed on the blog a few days ago) and the real progress of the play. Definitely almost nothing to do for him,basically a good thing, but yes he was ready and alert when needed and Rosetti will be surely satisfied. However, in terms of a real technical and "under pressure" assessment, incredibile to say, this in Belgrade was a NO TEST.

    1. Thanks, Mikael. What a great referee Patricio Loustau! He reminds me Orsato in some aspects: his fitness isn't good, but strong personality, body language and lidership. He is one of the best in Conmebol, he deserved a world cup in his palmares, a pity.

  10. Osasuna - Valladolid I don't understand what happened after second goal in the 18' minute? OFR for offside, referee was invited, but he had to check whether a new action had startted or not after the previous offside. VAR was unable to make this assessment and left it to referee? That's quite absurd, if confirmed. Good that Cuadra took correct decision, it helped the fact that he is a VAR expert.

    1. Well, absolutely particular incident.
      I think we have to talk about arm and forearm.
      While the forearm is in a punishable position, one can't say the same about the arm, it was absolutely in natural position and close to shoulder. Nevertheless, I think that VAR made an assessment by putting together arm and forearm and so according to him this was penalty because not in natural position. I think this can be discussed, but mostly a sofisticated analsysis. Expected decision here is play on, never clear and obvious mistake, a few chances to support it if whistled on the field directly by referee.

    2. Unnatural position. Nothing to discuss. The fact that it touched the chest first doesn't matter. Unnatural position is always unnatueal position and it's clear in the laws of the game.

    3. Come on, unnatural…. Unnatural are defenders who put their arms behind their backs the very second they enter the penalty area. Unnatural are players who continuously have to think about where to put their arms during a 90+ minutes football match. IMO several of the positions which are deemed unnatural are really not that unnatural from the perspective of playing football and kinesiology.
      Admitted, it’s very difficult to produce criteria which feel fair and at the same time create uniformity when talking about handballs. But the Girona penalty call, especially after VAR-intervention, does not make me happy honestly.

  13. I have the same opinion with Silviu. Fesnic should have the debut in Champions League. He is more younger than Petrescu. I don't know what perspective are for Radu Petrescu because he is 40 years old. Fesnic is only 33 years. By the way, the only game suitable for a debut in wednesday games is in Madrid. or mabye he will get an important games in UEL or UECL.

    The player was booked for step on foot.
    Good that Orsato waited for the goal before whistling, this allowed VAR to check the incident, very often we saw similar cases with early whistles by referees for "normal" play fouls.

      In favor of penalty = movement of arms resulting in perception as a save
      against penalty = protecting the head / not increasing body's volume (ball wouldn't have passed without the handball)

      It is a grey area to me, more penalty due to movement and perception, but I think one can fully understand what Kruzliak assessed there, the big problem is only about handballs in football, all referees from different nationalities can have their ideas, indeed in this case VAR from another country with a different opinion and this was the result.
      I will be never annoyed to write that. That's a big issue in football if you ask me. This rule should be changed.

    3. At the moment of the handball, the hands are straight in front of the defender's face - in line with his body. Absolutely correct decision to stick with the original decision and award a corner kick. Yes, the arms move into a position which enlarges the body, however all of this happens AFTER the potential handball offence. Great call IMO.

    6. If we compare this situation with lot of handballs recently whistled as PK, this is stonewall PK. Just see penalty against Real this weekend - did Asensio increased his body? No. Did the ball touched his chest first, and then hand? Yes. Did he moved his hand towards the ball? No. The distance also... If we compare only this two situations, this handball by Mane is much more penalty, and there are lot of arguments in favor of that.

    7. Yes, because we have different referees taking decisions, asking for consistency in handballs even more at international stage is simply impossible. One must accept that.
      About Kuipers, indeed he would be in a clear conflict of interest, having to assess Higler call, in case he thinks it was wrong... I would avoid the appointments of observers and committee members with VAR from the same nationality, but this has become very common recently in UEFA.

    8. I like this call. He didn't make himself bigger. He prevented himself from being knocked out. Who would not attempt to block a ball flying at 120 km/h towards your head? It's a natural human movement and since he didn't make himself bigger there is nothing there. It's not a deliberate handball either.

    9. I strongly prefer no penalty here. VG sums it up perfectly: this is a completely natural reaction by the player. I also don't see him enlarging his body surface: without hitting the hand, this ball would have hit his head (and also probably knocked him down). Therefore, I agree with all of you who deem this as non penalty.

      Nole is right in bringing up the penalty against Real during the weekend, however I have to say I was completely against that penalty decision when I initially saw it.

    10. For me this is 100% penalty.

      Mane had all the time in the world to see the ball and have a proper reaction. If you want to protect yourself, just bend yourself. The ball won't hit your face. In football you can't use the hands like Mane did. When the hands are in a higher position than your shoulder, it's always handball.

      P.S. if an event like this one occurs in the wall, after a free kick, it's always penalty.

    11. This is a typical example for a situation, where BOTH possible decisions are supportable, thats why it was NOT a situation for a VAR intervening. I personally prefer Kruzliaks decision for play on, but I must admit, that he only followed tge idea and philosophy behind the rulds, but not 100% the LOTG in that situation. But a game, where a pure reflex reaction to protect one's face would be not humane and fair at all. Thats why referees need some possibility of showing sensitivity here, but those coming to a different result should get support, too.

    13. If you are saying, that he puts his hands there to protect his face, you are basically are saying he expects the ball there and wants to block it with his hand. Isn't that nearly the definition of "deliberate" then?
      Increasing the body surface becomes irrelevant, if it's already deliberate.
      And as far as I know, reflex movements are normally assessed as deliberate in terms of the handball law. Otherwise we needed to discuss in many more situations, where the hand clearly moves to the ball, whether it was a reflex or not.

  20. Very, very close call in LIV-NAP, impossible to say whether it was an offside position. Now, after a long check even with the technology, Stieler got a signal that it was offside. Goal for Napoli disallowed.

    1. The movement was trigered by the contact, more over the ball came from the head of the other player which is a short distance. Of course no foul, but the only argument for penalty is that the arm is far from the body,. But this happened for a reason. I am not happy with the call tbh

    4. LotG: A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player’s body movement for that specific situation.

Agree with you, this certainly looks like a DOGSO situation, I don't think that last defender could have made an eventual save, however, maybe not 100% certainty about this and I would therefore not blame Petrescu too much for this (the same can be said for the VAR). And yes, it was certainly not a genuine attempt to play the ball, the defender was nowhere near that ball.

  23. Very difficult match for Vincic. Good performance so far. Now, he could have given a 2nd YC for SPA, but not 100 % mandatory. Not easy to keep control of such a heated match.

    Liverpool - Napoli, I post this clip to explain how difficult it can be, to be referee at top level in games involving VAR and long checks.
    After a break of about 3 minutes and more, Stieler resumed the game, you can see the aggressiveness of players after the restart, especially the stuation in which he decided to give advantage. Liverpool got motivated after the decision by VAR to disallow goal, and referee, with three or more minutes of stop, had immediately to set his mind for a very challenging context. In this exact moment, it would have been extremely easy to miss everything in terms of a possible crucial incident in penalty area, to make an example.

  26. According to most of Italian journalists and experts, the penalty by Vincic in Lisbon is wrong, not for the call itself, but for the previous foul. According to them, VAR should have called for the previous infringment, because if the arm is in that position, they say it is only for that reason.
    Also, some people agree with Kruzliak about playing on after OFR, but in this case I would say 50% - 50%.

  29. Apropos Kružliak: tbh personally I am pretty ambivalent about the (non-)penalty call, arguments towards both decisions, but it did remind me of a scene in an old RAP.

    This penalty call was, to my surprise at the time, assessed as rather incorrect by UEFA back then:

    The main part:
    "The scenery in Munich does not fit the IFAB's requirements [in the discussed tweet] from several points of view.
